
Rising child sex crimes to be tackled with multi-agency strategy, says Zahid
In a statement following the second 2025 meeting of the National Social Council, Zahid said the government will implement an integrated approach involving the Home Affairs Ministry, the police, the Youth and Sports Ministry, and the Women, Family and Community Development Ministry to address this issue firmly, comprehensively, and effectively.
Zahid cited worrying statistics showing a 53.2 per cent rise in child sexual crimes from 2,541 cases in 2020 to 3,892 in 2024. The number of victims also jumped by 55.7 per cent, from 2,561 to 3,988 in the same period.
He said that technological advances have allowed for more sophisticated criminal methods, including deepfake technology and identity theft, necessitating stronger inter-agency coordination and digital awareness strategies.
Among the key measures that will be undertaken includes the hosting of a "Child Protection Seminar: Tackling Cyber Threats and Sexual Crimes" scheduled for November, as part of the government's commitment to preventive and educational initiatives.
The meeting also reviewed implementation progress for the National Social Policy (DSN) 2030 and its accompanying Action Plan for 2026–2030, which Zahid said will be submitted to the Cabinet in October.
Beyond crime prevention, the council also endorsed several long-term reforms, including a taskforce to set up psychiatric nursing homes for homeless individuals with untreated mental health conditions and a special committee to oversee preschool Islamic education nationwide.
To address graduate underemployment, Zahid said the MyMAHIR programme, led by the Human Resources Ministry and TalentCorp, had approved 66 industry-led training programmes across high-impact sectors.
These include semiconductors, artificial intelligence, data analytics, and the green economy, offering starting salaries between RM3,000 and RM6,000 per month.
"The implementation of DSN 2030 must be driven in a targeted and high-impact manner, with regular monitoring, measurable impact, and high accountability from all agencies," Zahid concluded.

KUALA LUMPUR, July 31 (Bernama) -- The Community Development Department (KEMAS) is prepared to implement crucial measures under the 13th Malaysia Plan (13MP), which makes preschool education compulsory from the age of five. KEMAS said the announcement also aligned with the efforts and commitment as instructed by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who is also the Minister of Rural and Regional Development, to the department. 'As the early education implementing agency that has been operating for the past 55 years, KEMAS will take immediate measures in line with several actions being taken to strengthen the preschool learning ecosystem," it said in a statement today. It added that KEMAS has mobilised comprehensive action plans to upgrade and repair all KEMAS preschool premises nationwide from early this year. The KEMAS registration process for preschool intake for the 2026 session is currently open and will close on Aug 31. 'So far, KEMAS handles 10,567 preschool classes and 546 childcare centres, involving over 200,000 preschool children under the guidance of nearly 11,000 trained educators. 'This effort is strengthened with the implementation of special early education programmes like 'Tunas Istimewa' and 'Pra Tahfiz', which continue to get positive response from the community,' it added. Meanwhile, the Ministry of Higher Education (KPT) said in a separate statement that, as the key leader in driving the country's higher education, the ministry is committed to playing a comprehensive role in achieving the 13MP goals.

On 30 April this year, Yu Zie was found unconscious in his school van at around noon. The boy had been left forgotten inside the vehicle for approximately five hours and died from suffocation. The 57-year-old van driver was scheduled to appear in court on 17 June but failed to show up, prompting the issuance of an arrest warrant. Parents' Emotional Plea At a recent tearful press conference, Yu Zie's mother and father expressed their devastation. 'Can RM100,000 buy back my child's life? Even if you gave me RM1 million, I don't want it. I just want my child back!' sobbed the mother, her eyes red from crying. The Chinese national mother criticised both the kindergarten and van driver for refusing to accept responsibility, saying they only offered the money out of 'sympathy' rather than admitting fault.
