High-level committee set up to oversee cross-ministry rural development

KUALA LUMPUR: A high-level committee (HLC) on rural development has been set up to coordinate efforts across ministries to address rural-urban development challenges, says Datuk Seri Dr Ahmad Zahid Hamidi.
The Deputy Prime Minister, who chaired the inaugural HLC meeting in Parliament, said the committee will be the apex strategic platform to align rural development policies and programmes.
'The current development of rural areas is facing increasingly complex challenges from overlapping functions between ministries and agencies to resource constraints and siloed implementation,' Zahid said in a statement on Thursday (Aug 14)
The HLC, which will convene at least twice a year, is supported by six working committees focusing on key areas: education, entrepreneurship, rural economy, digitalisation, rural tourism, and infrastructure.
Zahid, who is also the Rural and Regional Development Minister, said the initiative is in line with the 13th Malaysia Plan (13MP), which emphasises integrated governance to reduce duplication, optimise resources, and speed up outcomes.
He also cited a United Nations Development Programme (UNDP) report that stated that no Asean country is on track to fully achieve Sustainable Development Goals (SDGs) related to rural development by 2030 without better coordination in infrastructure, workforce, human capital, and poverty reduction efforts.
"Key areas discussed during the HLC meeting included improving access to rural schools, enhancing rural tourism promotion, strengthening support for senior citizens and special needs groups, and upgrading rural healthcare infrastructure," he said.
Several cross-ministry initiatives are already in motion, including the UP_TVET, a centralised application system for vocational and technical training and Inap Desa 2026, aimed at positioning homestays as key attractions during Visit Malaysia Year 2026.
Zahid said the government intended to curb rural-urban migration by creating more opportunities in rural areas, nurturing rural tech entrepreneurs, and enhancing the competitiveness of the rural tourism sector.
'Rural development is not just about building physical infrastructure. It's about building the future and unlocking the potential of our people,' he said.
'With a whole-of-government approach, I am confident this HLC will help create a thriving, sustainable rural ecosystem that contributes significantly to national progress,' he added.

The Tourism, Arts and Culture Minister said that this growth reflected the effectiveness of Malaysia's promotional strategies and its strategic position as Asean Chair in 2025. 'Tourism from our neighbou­ring Asean countries remains a major contributor to Malaysia's international tourist arrivals. 'Asean visitors accounted for 74.3% of Malaysia's total international tourism in 2024. 'The number of visitors increased to 15.09 million in the first half of 2025, up from 13.06 million in the same period last year,' he told Datuk Seri Dr Wee Jeck Seng (BN-Tanjung Piai) du­­ring the Ministers' Question Time. Tiong highlighted Malaysia's proactive role in hosting Asean meetings, which has boosted the country's visibility and appeal. 'Our role as Asean Chair contributes to this surge, with meetings attracting delegates from across the region,' he said. On challenges in tourism promotion, Tiong acknowledged budget constraints, but emphasised ongoing efforts to collaborate with the Finance Ministry to secure necessary resources. 'We are exploring partnerships and optimising our promotional efforts even with limited funds,' he said.

KUALA LUMPUR: The Kuala Lumpur Sustainable Declaration on Localising Asean Community Vision 2045 will be submitted to the 47th Asean Summit in October, says Nga Kor Ming. The Housing and Local Government Minister, who is also president of the UN Habitat Assembly, said the declaration sends a clear and urgent message that urban leadership is essential and that local voices are central to shaping Asean's future. 'These milestones are not just agreements on paper; they are a promise of stronger regional cooperation and a shared resolve to build cities that are resilient, sustainable and people-centred. 'I take note of the need for action on the ground. I am calling for constructive and innovative actions to ensure that cities and member states work together to realise Asean Vision 2045,' he said. Nga said this at the joint closing ceremony of the Asean Sustainable Urbanisation Forum, Asean Governors and Mayors Forum (AGMF) and the Meeting of Governors and Mayors of Asean Capitals (MGMAC) 2025. The events, attended by more than 9,000 participants from Asean and beyond, addressed pressing urban challenges such as climate change, housing affordability and urban sprawl. Nga also launched the KL Call to Action for COP30, calling it the 'central engine' to drive Asean's collective climate response. The AGMF adopted shared commitments, including promoting greater inclusion, while the MGMAC agreed to establish a permanent secretariat in Jakarta. Meanwhile, Kuala Lumpur Mayor Datuk Seri Maimunah Mohd Sharif stated that the establishment of the secretariat in Jakarta would monitor and report on commitments and support for the Philippines, which is the upcoming Asean host.

Animation industry shows potential, funding likely

KUALA LUMPUR: Malaysia's animation industry could soon get a boost, with the government set to unveil fresh initiatives in Parliament next week. Communications Minister Datuk Fahmi Fadzil ( pic ) said the initiatives, involving the National Film Development Corporation Malaysia (Finas) and MyCreative Ventures (MyCV), will be revealed during his winding-up speech in the Dewan Rakyat. 'My instructions to MyCV and Finas are that, aside from preparing funds, we must also look into several aspects of production such as funding from the corporate banking sector,' said Fahmi at a press conference after announcing the Riuh X Asean event yesterday. According to Fahmi, the corporate banking sector sees the creative industry, especially animation, as a profitable venture. 'We want synergy between the corporate sector and the creative industry. God willing, MyCV and Finas will help facilitate this,' he said. Fahmi added that Finas is also working to strengthen intellectual property (IP) rights in Malaysia's film industry to help local productions penetrate Asean markets. 'Among the efforts is establishing a network to elevate local IPs to the Asean level,' he said. On the Riuh X Asean 2025 event, Fahmi said it will be held from Oct 17 to 26, with the venue to be announced later. The event is expected to draw 20,000 to 30,000 visitors and will showcase arts, music, creativity and entrepreneurship in line with the Asean 2025 theme of unity, inclusivity and sustainability. Highlights include the Riuh X Asean Marketplace, from Oct 22 to 26, and featuring over 40 stage performances, 30 interactive workshops and 100 food vendors from Malaysia, Thailand, Indonesia and the Philippines. Another event is FrequenSEA, the first Asean music conference, set for Oct 21 and 22 in Kuala Lumpur. Admission is free, with more than 200 musicians, publishers and industry leaders expected to attend.
