EPFO warns zonal and regional offices over delay in relieving transfers

The Employees' Provident Fund Organisation (EPFO) has asked its regional and zonal offices to relieve officials promptly upon their transfer, warning that failure to comply will attract 'severe' disciplinary action.
In a letter sent to all regional and zonal offices on Thursday, EPFO Chief Commissioner Ramesh Krishnamurthi expressed concern that non-compliance with transfer orders constitutes a 'serious' breach of discipline and undermines the authority of the Head Office.
'It has come to notice that certain zonal and regional offices have repeatedly failed to comply with the explicit orders of the Head Office regarding timely relieving of officials upon their transfer or reallocation. This constitutes a serious breach of discipline and undermines the authority of the Head Office,' the letter stated.
The non-compliance with transfer orders hampers the smooth functioning of the social security organisation, as offices are forced to operate with reduced manpower.
'Be unequivocally warned that any future instance of failure to promptly relieve the transferred officers as per Head Office orders will result in stringent disciplinary action against the officer in charge under the provisions of the Central Civil Services (Conduct) Rules, 1964,' the letter further read.
EPFO currently has 283 offices, including 21 zonal offices, 138 regional offices, 117 district offices, and its headquarters in Delhi.
'Any deviation, without specific approval from the Head Office, will be treated as wilful insubordination, inviting severe consequences,' the letter concluded.

It is good news for you that PM Viksit Bharat Rozgar Yojana is being rolled out from today," Modi said in his Independence Day speech. He said that under this scheme, the youth getting their first job in the private sector will get ₹ 15,000 and the companies employing them will get incentives. * With an outlay of ₹ 99,446 crore, the PM Viksit Bharat Rozgar Yojana (PMVBRY) aims to incentivise the creation of more than 3.5 crore jobs over two years. Of these, 1.92 crore beneficiaries will be first timers, entering the workforce. * The benefits of the scheme would be applicable to jobs created between August 1, 2025, and July 31, 2027. * The scheme consists of two parts: Part A is focused on first-timers, and Part B is focused on employers. * Jobs created between August 1, 2025 and July 31, 2027 are eligible * Must be first-time private sector employees * Must be registered with the Employees' Provident Fund Organisation (EPFO) * Monthly earnings should be up to ₹ 1 lakh * Employees will receive one month's EPF wages up to ₹ 15,000 in two instalments. The same scheme has now been officially launched under the banner of PM-VBRY. 'On this Independence Day, we are starting a new scheme worth Rs 1 lakh crore for the youth of this country,' the Prime Minister said from the ramparts of the Red Fort. Adding, 'From today, Pradhan Mantri Viksit Bharat Rozgar Yojana is starting under which first-time employees in the private sector would get Rs 15,000 from the government.' New Delhi: In his Independence Day speech, Prime Minister Narendra Modi announced the launch of a new scheme, the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), which he said would create employment opportunities for 3.5 crore young Indians. Budgeted with Rs 1 lakh crore, the scheme will entail a one-time incentive of Rs 15,000 to those who get their first job in the private sector. The Pradhan Mantri Viksit Bharat Rozgar Yojana aims to incentivise creation of more than 3.5 crore jobs in the country over a period of two years ending 31 July 2027. The scheme is applicable to first-time private sector employees drawing a salary of up to Rs 1 lakh per month and registered with the Employees' Provident Fund Organisation (EPFO). The incentive of Rs 15,000 will be released in two instalments, the first after six months of service and the second after completion of 12 months of service along with completion of a financial literacy programme. The scheme also incentivises employers with up to Rs 3,000 per month for two years for each additional hire on a sustained basis for six months. For the manufacturing sector, the scheme is extended for another two years. Employers with 50 or fewer employees need to hire two additional employees per month on a sustained basis for at least six months to be eligible for this scheme, while those with more than 50 employees need to hire five additional employees on a sustained basis for the same period. Launched in October 2024, the Prime Minister's Internship Scheme (PMIS) aims to provide internships to 1 crore young Indians till 2029. It entitles interns to a monthly stipend of Rs 5,000 to be shared by companies (Rs 500 via CSR fund) and the government (Rs 4,500). There is also a one-time grant of Rs 6,000 for interns to be borne by the government. However, as ThePrint analysed and reported earlier, the scheme received a lukewarm response from aspirants during the first two rounds of the pilot phase. In round 1, only 8,725 candidates showed up for the internships offered to them when 82,077 offers were extended out of 1.27 lakh opportunities. In round 2, rollout of offers declined to 71,458 out of 1.18 lakh internship opportunities but only 22,584 candidates accepted it. Data for candidates who ended up joining the internship in this round is yet to be released. Representative Image BENGALURU: The Karnataka High Court ruled that a fresh notice for a no-confidence meeting can be issued by the Assistant Commissioner if the initially scheduled meeting is not held due to interim court orders. This decision came while dismissing a petition filed by Gangavva, President of Jakkali Village Panchayat in Ron Taluk of Gadag District. Justice Suraj Govindaraj observed that if a meeting set to consider a no-confidence motion is delayed by a court's stay order, a new notice can be issued once the stay is lifted and any challenges to it are dismissed. Specifically, after the stay was vacated, the Assistant Commissioner was authorized to hold the meeting within 30 days of issuing a notice with a 15-day clear period. On November 6-2024, the Assistant Commissioner notified Gangavva that a meeting would take place on November 29-2024 to address the no-confidence motion against her. However, the meeting was cancelled due to lack of quorum. Subsequently, on June 6-2025, another notice was issued for a meeting on July 2-2025 based on a new requisition submitted on the same day. This notice was challenged in the High Court, which stayed the meeting on July 1-2025. Consequently, the Assistant Commissioner issued a fresh notice on July 14-2025, setting the meeting for July 30-2025 and enclosing the original requisition from June 6-2025. Gangavva contested this, arguing that the original requisition had lapsed and a new requisition was necessary as per Rule 3 of the Karnataka Panchayat Raj (Motion of No-confidence against Adhyaksha and Upadhyaksha of Gram Panchayat) Rules, 1994. Village panchayat members contended that the stay order prevented the July 2-2025 meeting, allowing the issuance of a new notice as the original requisition remained valid. Justice Suraj Govindaraj noted that the interim order was passed on July 2-2025 and the petition was disposed of within seven days, thereby vacating the stay. He emphasized that the 30-day period under Sub-rule (2) of Rule 3 is intended to ensure timely action on no-confidence motions, allowing only the requisitioners to raise grievances if the motion is not addressed within the stipulated timeframe.
