Issachar Meafou fired multiple gunshots at a game room near Sunny's Mart before 4 a.m. on April 17, according to the Honolulu Police Department. No injuries were reported.
Meafou is described as 5 feet 9 inches, about 240 pounds, with brown eyes, brown hair and an 'S ' tattoo on his left cheek. Police caution that Meafou should be considered armed and dangerous and they urge the public not to approach him.
On Sunday, the Department of the Prosecuting Attorney declined to charge Meadow with attempted murder in the first degree.
Prosecutors reclassified two counts of attempted murder in the second degree to reckless endangering in the first degree.
Meadow was charged with two counts of reckless endangering, place to keep pistol or revolver, being a felon in possession of a firearm and assault in the second degree.

Early morning vehicle collisions hospitalize two
HONOLULU (KHON2) — Two separate early morning vehicle collisions have left two men in critical condition: one in ʻAiea and another in Moʻiliʻili. The first incident occurred at around 12:30 a.m. on June 8 on Kamehameha Highway in ʻAiea. According to the Honolulu Police Department, a 54-year-old male moped driver was traveling eastbound on the highway. Popular local restaurant Side Street Inn heading West Police say the man lost control, struck the left curb on the center median, hit a chain-link fence and was ejected onto the roadway. The moped operator was taken to the hospital in critical condition by Emergency Medical Services. He was not wearing a helmet and alcohol seems to have contributed to the incident, police said. Hours later, around 3 a.m., a vehicle struck a pedestrian on S. King Street in Moʻiliʻili. According to HPD, a male pedestrian was crossing the street in a marked crosswalk with the right of way when he was struck by a vehicle. After striking the pedestrian, the motorist lost control and struck a parked, empty vehicle, according to police. Officials also say that vehicle was pushed into another parked, empty vehicle, and the driver fled the driver's car was found shortly after the collision abandoned at the intersection of Waialae Avenue and Palolo Avenue. The pedestrian was taken to the hospital in critical condition. HPD officials believe that speed is a contributing factor to the incident. The identities of the driver and the pedestrian are unknown.
