Child exploitation watchdog says Meta encryption led to sharp decrease in tips and reports

The top U.S. watchdog monitoring child exploitation online says that a sharp drop in reports from tech companies is primarily due to Meta and its embrace of end-to-end encryption.
The National Center for Missing and Exploited Children's annual report, released Tuesday, said the organization received about 29.2 million reports of suspected exploitation in 2024 — a drop of roughly 19% compared with the year before.
In total, the organization received 7 million fewer reports. It's the largest drop in the organization's history, and only the second on record.
'When I saw the number my question was, 'Did somebody stop reporting altogether? Did somebody go out of business or merge?'' said Yiota Souras, the center's chief legal officer. 'There wasn't anything like that.'
Meta accounted for almost the entire decline, reporting 6.9 million fewer incidents than in 2023, according to the report. The company has been the top incident reporter to the center since at least 2019, and this year still made up over 67% of the center's total reports. Meta's Facebook is the world's largest social media platform, and its WhatsApp, Instagram and Messenger all rank in the top 10 largest social tech platforms by monthly active users.
In a statement, a Meta spokesperson said: 'We'll continue working with NCMEC to make our reports as valuable as possible and we expect to continue to report more than any of our peers.' Meta said that it increased the number of reports involving direct contact with minors, and noted that even in its encrypted environments, it provides users with reporting tools.
The National Center for Missing and Exploited Children (NCMEC) is tasked by the federal government (through the PROTECT Act of 2003) to receive, process and analyze reports of online child exploitation made by tech companies and the public. Their annual report is widely viewed by child safety experts as an authoritative snapshot of what is believed to be the escalating problem of child exploitation online. Since the reports began being collected by tech companies in 1998, the numbers have increased sharply, going from fewer than a million total per year to 36.2 million in 2023. NCMEC has said that the increasing number of reports reflects a ballooning issue, but also better reporting practices.
Souras said that NCMEC's analytics suggest that Meta's drop in reports was almost entirely due to instituting end-to-end encryption on Facebook and Messenger. Meta has said that it embraced end-to-end encryption on the platforms to provide more safety, security and privacy for its users. The company has also stressed that it built safety measures to combat abuse and made changes to its age policies.
End-to-end encryption is a security protocol that limits platforms' ability to analyze the contents of messages. Security advocates have praised the proliferation of the technology, but many law enforcement and child safety advocates have said that widespread use of end-to-end encryption will severely handicap the ability of law enforcement and tech companies to detect crime on their platforms.
'There is no visibility into incidents in the same way, regardless of what companies may say that they're doing it as alternative measures,' she said. 'We feel like this is the year that we were seeing what happens when companies default encrypt on social media platforms where there are kids and offenders — we lose reports.'
This year, Meta piloted a new program with NCMEC, allowing the platform to 'bundle' reports, which resulted in an even lower number of total reports. NCMEC said when the bundled reports were counted in total, there was still a disparity of 7 million reports between years.
Meta wasn't alone in reducing its reporting numbers in 2024. NCMEC also noted that Google, X, Discord, Microsoft and the cloud software company Synchronoss all submitted at least 20% fewer reports than in 2023.
NCMEC says its not clear what drove the reduction in reports, but emphasized that the cost is high for each instance of child exploitation that isn't detected or reported by tech companies.
'Behind every report is a child who is being sextorted, enticed, whose sexual abuse, images of their abuse, of their rape, is being traded,' Souras said. 'If no one can see that report, because they cannot see that image for it to be reported, no one is likely to be able to intervene and help recover that child.'
In a statement a Microsoft spokesperson said the company 'proactively implements measures to detect and disrupt child sexual exploitation on our services. We are in regular contact with the National Center for Missing and Exploited Children and continue to take steps to improve our reporting systems. We take this issue seriously and expect to see our reporting numbers increase in 2025.'
Google and Discord both said that they had consolidated some of their reports, which contributed to their decline in numbers, but NCMEC spokesperson Gavin Portnoy said that 'any changes they made are not via the official feature in the CyberTipline reporting pipeline,' referring to the NCMEC's reporting platform. 'I don't know that any changes made to their reporting last year would have fully accounted for the decrease we saw.'
Despite the drop in overall reported incidents, NCMEC noted some positive data trends, including a 55% increase in reports related to child sex trafficking, which it says are some of the most critical reports that can aid law enforcement and help save children. It also noted that it is seeing an increase in reports of online enticement and extortion, a growing issue facing young boys online.
Those increasing numbers follow the passage of the REPORT Act, which was signed into law in 2024 and mandates that tech companies report instances of online enticement and trafficking to NCMEC.
'When we look at the REPORT act, and that is the only thing that is impacting these two particular crimes, you know, what we're seeing is really a tremendous success story — very, very targeted legislation about a very targeted issue can produce these results,' Souras said. 'It is making us definitely look at, how do we improve the reporting of the cyber tip line, not only in quantity, but especially in quality.'

Few people have heard outside of the world of technology and of course of this company, but it has grown in prominence. And now, of course, it's making headlines with this potential investment, 0 billion from META, as you say, one of the biggest private sector investments that we would have seen for years. So Scale AI it focuses on one of the three key components that you need to build out large language models, which is data. So you have energy chips and data, though those are the three main components that come together. And scale AI is squarely focused on data. So they train up, or at least they build out quality data that these models then feed in to train on and they hire PhDs and others to help work through that data and quantify it and tag it. So that's essentially the business model. They've also providing their own solutions into enterprise and have been pushing into defence as well. And I think what this deal tells us is a few things. One Meta of course, that Mark Zuckerberg is not going anywhere in terms of its investments around A.I.. They've pledged to invest at least $60 billion this year and 10 billion now for scale A.I.. If this, of course, comes to pass, so Meta is full bore on the focus on AI, particularly as well around data, it's a reminder that data is becoming a key battleground because along with energy and chips getting hold of the data, quality data is becoming increasingly difficult for these large language models. And so there is a fight on that spectrum as well. And then the third part of this, I think, in terms of what it tells us is defence technology Meta is increasingly working with the Pentagon, particularly further around things like virtual helmets and AI infused helmets for the military. And scale AI already has relationships with the Pentagon. So I think it's also a reminder that matter is getting closer in terms of defence technology as well. So on all three levels, I think those are the significance In terms of the deals that came through this company. Scale AI was valued at 14 billion USD back in 2024. You can imagine that that valuation is much higher now. Yeah. And also we've got London Tech Week kicking off today. What's the top of the agenda? Well, I was talking about data and energy and chips while chips will be front and center because Jensen Huang of nvidia will be giving the keynote speech at London Tech week later this morning alongside the Prime Minister Keir Starmer. Nvidia also expected to announce Jensen Huang some investments here in the UK around training the workforce to be able to use these A.I. applications. They've pledged to train about 100,000 people up until about 2030, investing in the R & D space as well in Bristol, Bristol here in the UK. So the focus is going to be on Jensen Huang has to say at that keynote speech and those investments and how the UK is trying to position itself in this AI race versus the US versus China and also as well versus their counterparts across the channel in Paris because France is also hosting Viva Tech, which is a big tech event and Jensen Huang will be going there as well. And France has been able to build out an AI ecosystem with tax cuts. That is something that arguably the UK government be looking for, which is desperate for growth. And there is one solution for this UK government. They hope to drive growth levels higher in the UK.

Instagram's trial Reels have been available for just on six months now, and IG is keen to get more creators trying out its audience sampling feature, in order to help boost content performance. As you can see in this example sequence, trial Reels are shown to a selection of users who don't follow your profile, which can give you early insight into the likely performance of your Reel. To be clear, trial Reels are not displayed to your followers, either in the main Feed or via the Reels tab. The idea is that this gives you an unbiased assessment of content quality, while also helping you potentially reach a broader audience. Which some have also used as a growth hack of sorts, in that you can get your content in front of a broader audience in the app by only showing your Reels to people who don't follow you. Within that, you can also re-post older posts as trial Reels as well, and some creators have found this to be an effective way to build their audience. Another element to consider. 'Approximately 24 hours after sharing a trial reel, you can view engagement data, such as views, likes, comments and shares. The more trial reels you create, the more insights you'll have to compare against other trial reels and the more understanding you'll have on what might perform best.' You're limited to 20 trial Reels per day, but outside of that, you can test and measure your initial Reels' response, which can then help to inform your content strategy. And for those who are using trial Reels, they have proven effective: 'After trying trial reels, 40% of creators started posting reels more often and of those who did, 80% saw an increase in reels reach from non-followers.' So it can help to guide your thinking on what to post, while you can also easily convert trial Reels into regular posts, which will then be shared with your followers. It could be a valuable tool in your IG strategy, and as Instagram notes, many creators are finding this a valuable tool for audience sampling. And IG clearly wants more creators to try it out.
