Philippine government to expand affordable rice program amid farmers concerns

President Ferdinand Marcos Jr. assured the public that the government's PHP20 per kilo rice program will continue and expand to more public markets.
In his weekly video vlog posted on Sunday, the President said the affordable rice program reflects the administration's efforts to reduce food prices while supporting Filipino farmers.
'P20 rice is here to stay. It is achievable, it is sustainable. Kaya abangan ninyo sa inyong mga palengke,' Marcos said.
The Benteng Bigas Meron Na! (BBM) initiative is currently available through Kadiwa ng Pangulo outlets and can be purchased by senior citizens, solo parents, persons with disabilities, minimum wage earners, and low-income families. The government aims to reach one million beneficiaries by the end of the year.
Marcos also called on newly elected and appointed local government officials, who assumed office on June 30, to work closely with national agencies to improve the delivery of public services.
'Tapos na po ang bahagi ng politika, serbisyo publiko na ang haharapin ninyo ngayon,' he added.
Amid concerns that the PHP20 rice may negatively impact local farmers, Marcos said the National Food Authority (NFA) will continue to purchase palay at stable support prices: PHP18 per kilo for wet palay and PHP19 to PHP23 per kilo for dry palay.
He also noted that the government is expanding the construction of rice processing facilities and dryers nationwide to help farmers store and process their harvests.

The Department of Public Works and Highways (DPWH) may defer the rehabilitation of Epifanio de los Santos Avenue (Edsa) to 2027, in view of the Philippines' hosting of the 46th Association of Southeast Asian Nations (ASEAN) Summit next year. In an interview with DPWH Secretary Manuel Bonoan said the department is set to consult with the Office of President Ferdinand Marcos Jr. on the possibility of beginning the major rehabilitation works after the regional summit. 'Preferably, during the dry months of 2027 are what we are looking as the most viable times to undertake the rehabilitation,' Bonoan said in Filipino, noting that the timeline remains tentative. Bonoan explained that the agency is recommending a 'non-destructive' rehabilitation approach for Edsa, which means the existing pavement will not be completely removed. 'Instead, we will reinforce the weak sections and apply a crack relief layer before laying new asphalt over it. That's the planned process,' he said. The DPWH is currently waiting for the President's approval before implementing the plan. Bonoan added that there is no estimated budget yet for the rehabilitation project. Earlier, the DPWH had announced that the Edsa rehabilitation would not push through this year due to the onset of the rainy season.

Marcos recognized the contributions of outgoing Commanding General Lieutenant General Roy Galido, highlighting the Army's achievements under his leadership, including efforts that led to the surrender of armed fighters through civil-military operations. He also addressed incoming Army chief Lieutenant General Antonio Nafarrete, emphasizing the critical nature of his role amid global and regional uncertainties. 'You will be assuming your role at a time when geopolitical tensions and global uncertainty are high. This will demand your vigilance and leadership to deliver clear direction and to show firm commitment,' the President said. Need to apply for OWWA membership or request an e-Card? Filipino workers in the UAE can access these services and more during the OFW Serbisyo Caravan on August 3, at Exhibition Hall 8 of the Dubai World Trade Center. The Overseas Workers Welfare Administration (OWWA) will be on site to process membership applications and renewals, issue OFW e-Cards, and accept requests for various assistance programs. OWWA membership costs $25 or its local currency equivalent (around AED 91) and is valid for two years. It grants access to OWWA's full range of benefits, including medical and financial assistance, legal support, repatriation aid, and training or livelihood opportunities for family members. Active members may also receive an official government-issued ID, the OWWA OFW e-Card, which serves as proof of membership and allows easier transactions with OWWA and other government agencies. Workers not covered by other medical programs may apply for the Welfare Assistance Program, which offers financial aid for hospitalization, procedures, or medicine expenses. Legal support, psychosocial counseling, jail or hospital visitations, and repatriation assistance are also among the welfare services offered. These services are part of the Department of Migrant Workers' Bagong Bayani ng Mundo: OFW Serbisyo Caravan, an outreach initiative designed to make government support more accessible to Filipinos living and working abroad in one venue.
