SC slams Orissa Public Service Commission for evaluation error in judicial exam
New Delhi, May 30 (UNI) The Supreme Court on Friday came down heavily on the Orissa Public Service Commission (OPSC) for its refusal to admit a mistake in evaluating a judicial service aspirant's answer sheet in the 2022 Odisha Judicial Service Examination.
A bench comprising Justices Surya Kant, Dipankar Datta, and Vijay Bishnoi was hearing an appeal filed by the OPSC challenging an Orissa High Court order directing it to pay Rs 1 lakh in compensation to the affected candidate.
Expressing serious concern over the Commission's conduct, the Supreme Court stated that such blunders in examination evaluation cannot be taken lightly and that public bodies must be held accountable.
'You, as an examination body, commit these kinds of blunders, you should be taken to task. How will the young generation have faith and trust in you? This Commission is adamant. Some arrogant elements are sitting there. You are still insisting there is no mistake. The Commission thinks too highly of itself. Case dismissed,' Justice Kant remarked sharply during the hearing.
The counsel for OPSC urged the Court to at least expunge the adverse observations made against the Commission by the High Court. To this, Justice Dipankar Datta observed, 'Had you at the first instance accepted that 'there is something wrong on our part and we would examine it,' the matter would have ended.'
While dismissing the appeal, the Supreme Court clarified that the adverse comments made by the High Court in its judgment should not be treated as precedent. 'The observations made in the impugned judgment are in the context of the mistake detected in the evaluation of one of the question papers and are not to be treated as precedent for future cases,' the bench stated.
The case arose after a candidate who took the 2022 Odisha Judicial Service Examination approached the Orissa High Court, claiming she had narrowly missed the cut-off for the interview stage because one of her answers was left unevaluated. Independent expert assessment ordered by the High Court confirmed the error.
Although the re-evaluated marks did not qualify her for the interview round, the High Court strongly criticised the OPSC for the lapse. It emphasised that such errors are unacceptable in competitive examinations, which are career-defining and involve significant personal and financial sacrifices by candidates. It further stressed that the evaluation process must meet the highest standards of diligence and fairness.
The High Court ordered OPSC to pay Rs1 lakh as compensation for the negligence, a directive that has now been upheld by the Supreme Court with its dismissal of the OPSC's appeal.

In March 2020, the High Court declared 'Joy Bangla" as the official national slogan, underscoring its deep connection to the Liberation War. However, some political and civil society figures, often linked to non-partisan or oppositional circles, have refrained from using it in official forums and public speeches. The government criticized this reluctance as an intentional effort to erase Mujib's legacy. Although Yunus did not speak against the slogan, his broader circle—often depicted as 'elitist" or 'detached from 1971 values"—was accused of enabling this cultural disengagement from the Liberation War's ideological core. Legacy Wiped Off From Textbooks Controversy has also surrounded textbook revisions, with critics alleging efforts to minimize or omit references to Mujib's role in Bangladesh's history. The interim government has revised textbooks on the 1971 Liberation War to state that Ziaur Rahman declared the country's independence, replacing the previous text that credited Sheikh Mujibur Rahman. The National Curriculum and Textbook Board (NCTB) of Bangladesh has made revisions to 441 textbooks used by primary, secondary, and higher secondary students. Over 40 crore textbooks are being produced for the 2025 academic year, as reported by The Daily Star. The new textbooks, with several changes, have been distributed among primary and secondary students since January 1. Mujibur's House Vandalised In early February 2025, Bangladesh witnessed a significant act of political unrest when protesters vandalized and set fire to the historic residence of Sheikh Mujibur Rahman. This residence at 32 Dhanmondi in Dhaka is where Mujibur Rahman declared Bangladesh's independence in 1971 and where he was assassinated in The house had been converted into a museum by his daughter, former Prime Minister Sheikh Hasina. On February 5, 2025, thousands of protesters gathered outside the Dhanmondi residence in response to a social media campaign called the 'Bulldozer Procession." The notes for three of the nine different denominations were released on Sunday. 'The new notes will be issued from the central bank's headquarters and later from its other offices across the country," Khan stated. Among the designs set to feature in Bangladesh's new banknotes are images of Hindu and Buddhist temples and historical palaces. They will also include artwork by the late painter Zainul Abedin, depicting the Bengal famine during British colonial rule. What Next The conflict is likely to intensify as multiple legal cases against Yunus progress through the courts. Allegations include violations of labor laws, improper handling of employee benefits at Grameen Telecom, and ongoing investigations by the Anti-Corruption Commission (ACC) into alleged financial misconduct. In 2023, a group of employees filed formal complaints against Yunus and his associates, accusing them of withholding mandatory worker benefits. The Labor Court took cognizance of the charges, and the case is moving forward. Separately, the ACC has launched inquiries into potential misuse of donor funds, increasing legal pressure on the Nobel Laureate. If the courts rule against Yunus, it may not only affect his personal reputation but also reinforce the government's narrative about protecting national ideology. Meanwhile, with elections overdue, Bangladesh is facing political uncertainty. Sources have told CNN-News18 that Bangladesh Army Chief Waker-Uz-Zaman is determined to explore all options to remove Yunus from power. Sources say Zaman is considering various avenues, including exploiting constitutional ambiguities, to challenge Yunus's interim government. Intelligence sources highlight that the interim government's legal basis is fragile, as Bangladesh's constitution mandates elections within 90 days of a government's dissolution. Hemavathy canal protest: FIR against 3 MLAs, 2 religious heads
TUMAKURU: The Gubbi police have booked three legislators and two religious heads among others for Saturday's protest opposing the Hemavathy Express canal, a pet project of Deputy Chief Minister DK Shivakumar. FIRs were registered against 11 people, including Turuvekere MLA MT Krishnappa of JDS, Tumakuru Rural MLA B Suresh Gowda and city MLA GB Jyothiganesh, both from BJP. The FIRs mentioned two khavi-wearing persons (religious heads), but did not name them. Some non-bailable charges were also included in the FIRs as one of the police personnel was severely injured. They were charged under Sections 191, 115(2), 121(1), 132, 189(2), 190, 223, 351(2) and 352 of BNS. It's alleged that they gathered unlawfully at the project site at Sunkapura, indulged in rioting, voluntarily caused hurt to the public servant by throwing stones and deterred them from discharging their duties, among others. The protesters had alleged that Shivakumar was diverting the canal to take water to his home district Ramanagara. On Friday, thousands of people protested and blocked the Bengaluru-Shivamogga-Honnavara NH-206 at the project site at Sunkapura in Gubbi taluk. They set tyres on fire besides deflating the tyres of KSRTC buses, creating inconvenience to passengers. Shivakumar claimed that 40% of the work has been completed and the Rs 1,500 crore project cannot be stalled at this stage. It's being implemented after the technical committee submitted its report, Tumakuru district in-charge and Home Minister Dr G Parameshwara claimed. Union Minister of State for Jal Shakti V Somanna had written to Chief Minister Siddaramaiah to stop the project, calling it 'unscientific'. Congress MLA from Gubbi ST Srinivas on Sunday said he too will oppose the project. 'I will meet Shivakumar and raise the issue as the project will affect farmers of Tumakuru district,' he told reporters. 'Attempt to murder inspector' In a separate FIR, BJP leader Dilip Kumar and his supporters Rakesh, Koushik and hundreds of others were booked on charges of attempt to murder under Section 109 of BNS. Turuvekere Police Circle Inspector Lohith BN was injured severely in stone throwing. He was shifted to Siddaganga hospital in Tumakuru.

Embankments in poor shape, flood risk looms Baripada
BARIPADA: Residents of 28 wards across Baripada Municipality are concerned over alleged inaction of the minor irrigation wing in ensuring proper drainage of storm water through the town's river systems, including Jarali, Sarali, Sukhjoda and Budhabalanga. Locals say the embankment work and stone packing along Budhabalanga river and the ring road, which could mitigate flooding, have not been undertaken either by the previous or by the current government. Even after 11 months of the BJP government, no funds have been sanctioned for flood prevention, despite a proposal by Baripada MLA and Housing and Urban Development Minister Krushna Chandra Mohapatra, they said. In his proposal, the minister sought Rs 292 crore for construction of embankments and restoration of river systems.
