Out of sight, out of mind: A reflection on legacy and loss
Movements that forget their elders, discard their servants and replace memory with machinery lose their souls, writes Saftu general secretary Zwelinzima Vavi.

Last Saturday, I attended the funeral of a veteran unionist and activist who had faded from prominence over the years due to age and ill health. She was once a fierce organiser and educator for COSATU and had passed through the ranks of SACCAWU and FEDCRAW. She embodied the tripartite alliance and the strong resistance traditions of the Vaal Triangle.
She witnessed and survived the fires of 1976, the 1984 Vaal uprisings, the Sebokeng-Boipatong massacre, and every political upheaval in between. Growing up, she lived among neighbours who bore the scars from the 1960 Sharpeville massacre. Her life was woven into the very fabric of the people's movement.
Yet I was stunned to discover that her funeral service was being held at her home. Those who grew up in the townships know how small those yards are. For a comrade of her stature? She deserved a send-off befitting a hero. In my mind, I had pictured streets lined with mourners, young people chanting, banners flying, and a final farewell lit by the red colours of the struggle. But none of that was present.
The young and the old passed by quietly, minding their own business, their faces heavy with the burdens of daily survival.
I recalled Frantz Fanon's eternal words: "Each generation must discover its mission, fulfill it, or betray it." And I realised - I could not blame them. The silence of the street was not betrayal; it was exhaustion.
There were not many in attendance. I sat at the front and counted the comrades I recognised - perhaps 25. Very few wore the colours of the movement to which she dedicated her life. Not a single red T-shirt of any kind - just a few women from the Women's League who had come in solidarity. The saying "out of sight, out of mind" pierced my thoughts more sharply than ever
The coffin was modest, with no draping from the organisations she served. I have seen families go all out for their loved ones at funerals and witnessed ceremonies where resources signified remembrance. But buying the most expensive coffin is not necessarily a fitting tribute. Please give me my flowers while I can still smell them.
The speeches from her neighbours and comrades were fitting - moving and fierce. They recounted her story and affirmed her power. I wished more people could have heard them; more neighbours should have seen who lived among them.
Then, we proceeded to the cemetery, where the trauma deepened. The grave dug by the municipality was shallow, uneven, and wet, with water pooling at one end. My family has a tradition: a grave must be prepared with dignity. You do not throw soil directly over the coffin; there must be zinc or sticks. It's about honour and respect.
And I asked myself - what awaits me and others like me after four decades of sacrifice for the workers' cause?
What happened to Elijah Barayi? To Ronald Mofokeng? What will happen to Jay Naidoo, Mbhazima Shilowa, and James Motlatsi? Who will remember? Who will care? Will we only recall their mistakes and forget the decades of their sacrifice?
Three weeks ago, I attended the funeral of the lifelong partner of a towering figure in our labour movement - the General Secretary of NUMSA. She was a stalwart in her own right. NUMSA leaders attended and gave her a dignified send-off. Yet again, there was the same quiet, the same absence, the same forgetting. I wanted to see more shop stewards and officials. I had imagined thousands chanting in the streets. So I ask - not out of vanity, but from the depths of a sleepless mind - what will become of me?
Will my children remember? Will they bury me with understanding? Will their partners and in-laws even attend? Will they know the life I lived and the struggle I stood for?
What about my siblings - of whom only six remain? Some are already pensioners, and two younger siblings are nearing that stage. I trust them; they would bury me with dignity, as we buried my sister only three weeks ago - laid to rest like a queen by her children.
But what if they pass before me?
And what about the comrades I led and the staff I worked with? The union officials I mentored, defended, reprimanded, and celebrated? Will they come? Will they remember? Will the leadership in place understand what I gave? Or will they leave it to my family to carry the weight of it all?
I have organised to ensure my comrades are buried quietly - at my own expense. I borrowed money to travel to the NUMSA General Secretary's wife's funeral. I drove myself there with no one else except my wife. I have organised comrades to take his son to the mountain as part of the Xhosa rituals. I have stood in the gap when their organisations did not. I have made sure others were laid to rest with the honour they were denied in life. But will anyone stand for me as I have stood for others?

We spend the better parts of our lives serving without sparing ourselves. But when we age and become sick, we become the burdens of our families and close friends - if we are lucky to have had good friends. This is not a cry for accolades. This is a plea for consciousness
I do not fear death. I fear erasure. I fear that the next generation may forget the shoulders they stand on. I fear a politics without memory, without honour, without spirit.
But I take comfort in this: somewhere, a young worker is speaking truth to power. Somewhere, a protest is erupting. Somewhere, a soul is being stirred to fight back.

Employers gain flexibility in choosing EAP demographics for employment equity plans"

Image: Leon Lestrade/ Independent Newspapers EMPLOYERS will have the option to use the applicable national or regional Economically Active Population (EAP) population as an instrument when developing employment equity (EE) plans. At a recent EE workshop held in Sandton, Department of Employment and Labour deputy director, Masilo Lefika said employers will have this option when developing EE Plans and setting annual numerical targets in their workplaces. He added that when developing EE Plans and setting annual numerical targets in their workplaces in terms of legislation, designated employers must take into account the workforce profile, the relevant five-year sectoral numerical targets, and the applicable EAP. 'The five-year sectoral numerical targets are key milestones towards achieving the equitable representation of the different designated groups within the four upper occupational levels in an employer's workforce in relation to the demographics of the applicable EAP, and for persons with disabilities,' said Lefika. This comes as the Department is forging ahead with legislative amendments to the Employment Equity Act (EEA). These amendments have their origins in 2019, when the Department, in collaboration with the Commission for Employment Equity (CEE), began sector-specific engagements aimed at setting employment equity (EE) targets. The goal was to accelerate transformation in the workplace. These efforts culminated in the Employment Equity Amendment Act No. 4 of 2022, which officially came into effect on January 1, 2025. However the changes have been met with mixed reactions as the DA has taken government to court to challenge the amendments, while others have raised concerns about applying national targets at the expense of regional demographics. According to Lefika, a designated employer will incur "no penalty or any form of disadvantage if there are reasonable grounds to justify its failure to comply with any target". Trade union federation Cosatu welcomed the option for employers to choose which demographics to apply when setting their targets. 'Cosatu engaged with the Department of Employment and Labour extensively on the 2023 amendments to the Employment Equity Act at Nedlac as well as with Parliament. We support these amendments, in particular the provisions recognising regional demographic diversity and enabling employers to utilise them or national demographics depending on their own footprint as an employer. This is critical as the demographics of Limpopo differ widely from those of the Western and Northern Cape and those differ significantly from KwaZulu-Natal. 'Enabling employers to utilise regional demographics is important to ensure local workers enjoy full worker opportunities and also to ensure workplaces represent South Africa's full diversity. This is especially important for provinces like the Western and Northern Cape where coloured workers are the largest demographic group and similarly in provinces like Gauteng and KZN. Employment equity includes all South Africans, of all racial, gender and disability categories,' Cosatu Parliamentary Coordinator, Matthew Parks said. The National Coloured Congress (NCC), which had called to meet with minister Nomakhosazana Meth over the issue, added that without proper consideration of provincial demographics, it risks the further marginalising of Coloured communities. 'The Constitutional Court has ruled you can't implement national demographics, regionally. All the labour department is doing is making it easier for businesses with vested interests to discriminate. South Africa's gas sector strategy remains unclear as gas cliff looms

Image: Itumeleng English/Independent Newspapers South Africa has just nine months to address critical infrastructure, policy, and pricing developments to avert a looming gas cliff, according to discussions between government energy departments, intensive industrial users, and Parliament's Portfolio Committee on Electricity and Energy. Industry stakeholders said the country must finalise a fiscal framework, develop a gas-aggregation platform, and conclude transactions to facilitate investment decisions for LNG importation infrastructure by 2030. Minister of Petroleum and Natural Resources Gwede Mantashe noted that the debate surrounding the gas cliff remains fragmented and lacks a cohesive strategy. He pointed to ongoing impediments to the gas sector's development, which have led to a reliance on imported gas rather than utilising South Africa's own resources. 'The court has directed the Central Energy Fund (CEF) to issue regulations to lift the moratorium on shale gas exploration in the Karoo, but progress has been slow. We have not succeeded in balancing economics and ecology, which is why we depend on imported gas instead of our own,' Mantashe said. He expressed frustration that discussions on gas supply are dominated by liquefied natural gas (LNG) and reiterated the need to develop South Africa's domestic resources. 'I believe our economic growth trajectory depends on oil and gas exploitation and use. I still want researchers and analysts to prove me wrong on that,' he added. Craig Morkel, the chairperson of the South African Oil and Gas Alliance, said South Africa has significant domestic production potential but faces serious constraints in realising it. He pointed to progress in neighboring Namibia, where discoveries of 9 billion barrels of oil equivalent have been made in the Orange Basin, which extends across the border. Production in the region is projected to reach 778 000 barrels per day by 2035. 'We are in a transition period, and gas-to-power will play a prominent role in the future energy mix, but we are not well-equipped to capitalise on our potential. We have the resources and know the demand, but we are failing to connect the two,' Morkel said. He noted that the only tangible development in local capacity is the Virginia gas fields, which, while promising, are niche and not designed to supply the entire country. 'We need much better coordination. We have nine months to get this right, based on what we aim to achieve by 2028,' he added. Jacob Human, the CEO of Industrial Gas Users South Africa (IGUA-SA), called for the urgent finalisation of a fiscal guarantees framework to enable the industry to move to a transactional level and make the necessary infrastructure investments to mitigate the gas cliff. While recent government shifts toward recognising gas-to-power (GtP) projects to anchor LNG importation demand are promising, Human argued that the strategy remains insufficiently pragmatic to support immediate investment. 'Industrial users need a clear roadmap with defined actions, timelines, and policy commitments - not further rounds of consultation or vision statements,' Human said. ‘Enough is enough' – Saftu threatens mass protests over NMB public fund mismanagement
The South African Federation of Trade Unions in Gqeberha said on Wednesday that it was 'deeply outraged, though not surprised' by the Auditor-General's damning findings on the Nelson Mandela Bay metro. The organisation has threatened mass action as a response to 'incompetence, mismanagement and a total disregard for working-class residents'. The South African Federation of Trade Unions (Saftu) has threatened the Nelson Mandela Bay municipality with mass action to protest against what it has called the current coalition government's 'incompetence, mismanagement and total disregard for working-class residents'. Saftu secretary Mziyanda Mcanda said a meeting had been held with the Speaker of Council, Eugene Johnson, who had promised to address their concerns. But, he added, the latest Auditor-General's report on Nelson Mandela Bay was deeply shocking. 'The report confirms what workers, the unemployed and the poor have long known — that this municipality is being run into the ground by incompetence, mismanagement and a total disregard for working-class communities,' said Mcanda. Grant spending Despite being the only metro to receive the Regional Bulk Infrastructure Grant (RBIG) — a critical intervention aimed at improving bulk water and sanitation infrastructure — the municipality underspent the grant by 41%, according to this report. 'This is criminal negligence in a city facing chronic water insecurity and failing sanitation systems. Communities in KwaZakhele, Motherwell and Chatty continue to suffer water cuts and sewerage overflows, while the money meant to fix these issues lies idle due to so-called implementation challenges,' Mcanda said. 'Even more damning is the fact that 67% of senior management posts are vacant, the highest of any metro in the country. This leadership vacuum reflects a collapsing state — one that is either unwilling or unable to deliver even the most basic services. Workers inside the municipality are overburdened, demoralized and left without leadership or direction, while politically connected elites scramble for tenders and positions,' he added. Motherwell housing project He highlighted the plight of residents who had been promised housing through the Motherwell NU30 housing project, calling it 'another insult to our people'. 'The Auditor-General confirms that houses were approved for handover despite structural defects and no electricity. These are not homes; they are shells. People are being handed keys to hardship, not dignity. This is a systemic crisis. It cannot be reduced to administrative failures; it is the direct result of a capitalist state that serves private profiteers and political elites, not the working class. While public money goes unspent or wasted, our communities suffer hunger, evictions, floods and disease,' he said. Mcanda said the organisation wanted the urgent filling of senior vacancies with competent, accountable and community-oriented personnel. 'No more cadre deployment for corruption,' he added. They are also demanding the institution of a forensic investigation into the RBIG underspending and NU30 housing project, 'with consequences for those responsible'. He said they also wanted an emergency summit of affected communities, labour and civil society 'to chart a democratic, people-centred turnaround strategy for the metro'. Saftu's concerns were also echoed in a letter by faith leaders in the metro which was sent to President Cyril Ramaphosa in May. 'Enough is enough. We will not allow this municipality to continue failing our people. If these demands are not urgently addressed, Saftu Gqeberha will mobilise for mass action,' Mcanda added. DA says budget is morally indefensible Meanwhile, the Democratic Alliance (DA) said the proposed 2025/26 Nelson Mandela Bay budget was unrealistic and morally indefensible, as it passes the buck to ratepayers to 'fund the mismanagement of our inept ANC-led municipality'. In a pre-budget press conference held on Wednesday, Odendaal said the metro was haemorrhaging millions of rands due to its inability to spend grant funding. The budget will be discussed in a council meeting on Thursday. 'Over the last two financial years, the ANC-led administration's dysfunction has lost a staggering R900-million in grant funding meant to build roads, and water and electricity infrastructure. 'This inability to spend is a crisis and, as of April this year, the municipality had only spent 38% (R752-million) of its R1.934-billion capital expenditure budget. 'Against the backdrop of this continued mismanagement, the tariff increases in the budget are morally indefensible. Imagine losing money and then asking ratepayers to balance the books,' Odendaal added. He further said that the budget as presented to council was only funded because it assumes a 76% collection rate while the average collection rate for the 2024/2025 financial year is 72.15%. 'Ward-based budgets are also a major concern as very little budget has been made available for certain wards. The DA believes every community has the right to a fair allocation of resources,' he said. Executive Mayor of Nelson Mandela Bay Municipality, Cllr Babalwa Lobishe, held a mayoral member committee meeting on Wednesday to address the findings of the Auditor-General, and stressed the critical importance of enhanced planning and accountability within all departments. She promised last week that she would address the vast underspending of Treasury grants at the city council meeting on Thursday. 'By Monday, a consultative report must be ready for virtual discussion to guide Wednesday's submission. With only three months left until the Auditor-General's review, we cannot afford to be caught off guard,' she said. Departments have also been directed to review current contracts, identify possible risks and define clear actions to avoid repeated deviations or contract extensions. 'Changing our culture doesn't take time; it takes consistency. If we focus on efficient, daily execution, our teams will adapt and we will start seeing real progress,' she concluded. DM
