Addl commissioner of Revision Court flags land scam, urges action against illegal RoR changes by tehsildars
The extent of corruption has been exposed by the additional commissioner of the Additional Revision Court, Bhubaneswar, Pradeep Kumar Nayak highlighting how tehsildars in Khurda district have illegally effected mutations and corrected record of rights (RoRs) by undermining and subverting the law.
In a letter (accessed by The New Indian Express) to the additional chief secretary (ACS) of Revenue and Disaster Management (R&DM) department, the additional commissioner of Court-I, II and IV has flagged serious concerns over illegal land mutations and arbitrary corrections in RoRs by the tehsildars of Bhubaneswar and Jatni in connivance with real estate operators and land mafia.
'During hearings in the court, it was found that the tehsildars of Bhubaneswar and Jatni have corrected RoRs involving transaction of the suit land in Sabik (old) RoRs, which is illegal and arbitrary. This undermines the authority of the Board of Revenue and the R&DM department as the illegal mutation is not tenable in the eyes of law and they have clearly guided by pecuniary/extraneous considerations,' the letter stated.
Stating that the illegal mutations by tehsildars is nothing but a blatant violation of the Orissa High Court's judgment in Harihar Mohapatra vs Commissioner of Land Records and Survey (OJC No. 9621/1996) case, the additional commissioner said, the judgment clearly prohibits tehsildars from admitting mutation applications related to pre-settlement land transfer transactions that occurred before the final publication of Sabik RoRs.
Acting on the verdict, the state government had issued an order in May 1999, restricting revenue officers from entertaining such mutation requests. 'It is a corrupt and criminal practice as there have been cases of illegal settlements/RoR corrections of government land/deity land/common property resources.
This amounts to disrespect to law abiding citizens fighting their cases in revision courts and it is a case of criminal conspiracy by tehsildars and builders/land mafia by bypassing Revision Courts,' the letter state.

Bengali migrant workers returning to state to get Rs 5,000 monthly aid: Mamata Banerjee
West Bengal Chief Minister Mamata Banerjee on Monday launched a new welfare scheme to provide a monthly allowance of Rs 5,000 to Bengali migrant workers returning from other states for one year or until they find new jobs. The 'Shramashree' scheme was launched amid allegations by the Trinamool Congress that Bengali-speaking workers are being discriminated against in states ruled by the Bharatiya Janata Party on the suspicion of being Bangladeshis. The beneficiaries 'who are coming back after being helplessly tortured' will also be given a one-time travel and rehabilitation grant of Rs 5,000. Speaking after a Cabinet meeting on Monday, Banerjee said the scheme also includes enrolment in existing state welfare programmes such as Khadya Sathi, which covers food security, and Swasthya Sathi, which provides healthcare coverage. The children of the migrant workers will be enrolled in government schools and persons without homes will be provided accommodation in community kitchen centres, the Trinamool Congress chief added. The labour department will be the nodal agency for the scheme, with the workers returning to the state being required to register on the Shramashree portal, through which they will also be issued identity cards, The New Indian Express reported. Banerjee stated that around 22.4 lakh Bengali migrant workers outside the state will be eligible for the scheme. The chief minister said that people were 'being labelled as a criminal' for speaking Bengali. 'Someone is being pushed to Bangladesh, somewhere he is being put in jail,' she said. 'Somewhere he is being taken to the police station and harassed.' She claimed that about 2,700 families had returned to West Bengal in recent days after being 'tortured', The New Indian Express reported. Opposition leader Suvendu Adhikari criticised the scheme, saying that a payment of Rs 5,000 'will not do anything' for the workers, NDTV reported. 'Every migrant worker earns Rs 50,000 to Rs 1.5 lakh,' he said. 'They are happy in Gujarat, happy in Maharashtra, happy in Delhi, happy in Haryana, happy in South India,' the BJP leader added. 'They will not come to Bengal for Rs 5,000.' Since the April 22 Pahalgam terror attack, the police in several states ruled by the BJP have been detaining Bengali-speaking persons – mostly Muslims – and asking them to prove that they are Indian citizens. Several persons have been forced into Bangladesh after they allegedly could not prove their Indian citizenship. In some cases, persons who were mistakenly sent to Bangladesh returned to the country after state authorities in India proved that they were Indians. The matter is being heard by the Supreme Court on a petition filed by the West Bengal Migrant Workers Welfare Board. The petition highlights that a letter was issued by the Union home ministry in May that directed states and Union Territories to verify the credentials of persons suspected to be undocumented migrants from Bangladesh and Myanmar. The direction was being 'misused' by several states to target and detain Bengali migrant workers because of their religion or because they converse in Bengali, the petition claimed. The Supreme Court has sought responses from the Centre and the governments of Odisha, Rajasthan, Maharashtra, Delhi, Bihar, Uttar Pradesh, Chhattisgarh, Haryana and West Bengal in the matter. In July, non-governmental organisation Human Rights Watch said that India should stop unlawfully deporting people to Bangladesh without due process. The government should instead 'ensure everyone's access to procedural safeguards to protect against arbitrary detention and expulsion', the organisation added.

Woman sub-inspector trying to avoid dog, killed in road crash in Ghaziabad
Ghaziabad: A 25-year-old sub-inspector (SI) of Ghaziabad police was killed when her motorcycle was hit by a car near Carte Chowk in Shastri Nagar while trying to avoid a community dog late Sunday night, police said Monday. The Kavi Nagar police station officials said that the Wagon-R driver fled the spot, leaving behind the car later seized by the police. (Sakib Ali/HT Photo) A first information report was registered against the Maruti Wagon-R car driver at Kavi Nagar police station, officers added. Police identified the SI as Richa Sachan, posted at Shastri Nagar police post, originally from Kanpur. She was on her way to her house at Mahendra Enclave on a Royal Enfield motorcycle. She had left for home at 12.57am after duty hours, officers added. 'As per initial information, midway near the Carte Chowk, the bike-riding SI was trying to avoid a community dog on the road, and in the process got hit by a speeding (Maruti) Wagon-R car coming from the opposite direction. Another sub-inspector, who was coming after her departure, spotted the incident. He rushed for help and also alerted the police. The wounded SI was taken to a nearby hospital where the doctors declared her brought-dead,' said assistant commissioner of police (ACP) (Kavi Nagar circle) Bhaskar Verma. 'We will investigate and also take help of any CCTVs to ascertain the sequence of events that led to the accident. The SI suffered severe injuries on the head and hands, and could not survive. Her family was informed, and an FIR was registered upon their complaint. The driver will soon be traced,' the ACP added. The Kavi Nagar police station officials said that the Wagon-R driver fled the spot, leaving behind the car later seized by the police. The SI joined the police force in 2023, officers said. Based on a complaint by her brother, an FIR under BNS sections 281 (rash driving on public way), and 106(1) (causing death by negligence) was registered against the car driver.
