KUCHING : Sarawak is on track to acquiring MASwings Sdn Bhd by Dec 31 this year, marking a significant milestone in the state's efforts to strengthen regional air connectivity through its airline, AirBorneo.
Sarawak deputy transport minister Jerip Susil said AirBorneo Holdings Sdn Bhd and Malaysia Aviation Group (MAG) had signed the sale and purchase agreement (SPA) last February and were currently working to fulfil the agreed conditions precedent.
'This includes securing regulatory approval from key aviation authorities such as the Civil Aviation Authority of Malaysia, the Malaysian Aviation Commission, the International Civil Aviation Organisation, and the International Air Transport Association.
'The process also involves the transfer of operating assets from MAG to AirBorneo and preparations for a seamless transition of operations,' he said during the question-and-answer session at the state assembly sitting today.
The SPA was signed on Feb 12, with the transfer of MASwings expected to be completed by the end of the year.
Jerip was responding to a question from Wong Soon Koh (GPS-Bawang Assan) on whether the acquisition process of buying over MASwings had been completed and if the change in ownership would disrupt the operation of the Rural Air Services (RAS).
The deputy minister said that despite the change in ownership, the RAS network for remote and underserved areas in Sarawak and Sabah was expected to maintain its current schedule, frequency, and coverage.
'MASwings's entire workforce will be retained, and their experience will be instrumental in maintaining operational stability and service continuity during and after the transition,' he said.
Jerip added that the interim RAS agreement between the federal government and MASwings Sdn Bhd, signed on Dec 19, 2024, would remain in force until its expiry on Dec 31.
Sarawak transport minister Lee Kim Shin said the state, together with AirBorneo, was engaging with the federal transport ministry, agencies, and other key stakeholders to work out the terms and conditions of a new RAS agreement.
He said this was to ensure continued and uninterrupted air connectivity to rural and remote communities in Sarawak and Sabah.
'This agreement includes that the federal government continues to subsidise RAS because there will be new terms and conditions with AirBorneo,' he said when met by reporters on the sidelines of the sitting.

Poverty reduction plan should be more ambitious, says economist

Muhammed Abdul Khalid says one of the 13MP's flaws is its low targets for reducing poverty and narrowing income gap. (Muhammed Abdul Khalid pic) PETALING JAYA : A targeted reduction of only 1.1% in the incidence of absolute poverty in the country shows a lack of ambition in the 13th Malaysia Plan (13MP), according to an economist. For Muhammed Abdul Khalid, the objective to bring the rate down from 5.8% currently to 4.7% over the next five years was in sharp contrast to the government's objective to make Malaysia a high-income nation. 'We want to rank among the top 30 nations in the world (in terms of income), which is commendable,' he told FMT. 'On the other hand, we must also ensure that growth is inclusive.' At a talk organised by Kelab Belia Prihatin here on Aug 14, Muhammed had said that the government should focus more on reducing poverty and narrowing the income gap. 'Only then will we be a developed country, where everyone benefits,' he said. When tabling the 13MP for debate at the Dewan Rakyat on July 31, Prime Minister Anwar Ibrahim had said that the target was to also eradicate hardcore poverty, which now stands at 0.19% of all households. Muhammed, who served as Dr Mahathir Mohamad's economic adviser during the latter's second stint as prime minister, also took issue with the RM15 billion increase in development expenditure to RM430 billion compared with the 12MP. 'That is only RM3 billion a year. We need to spend more on healthcare, education and housing. The government has announced plans to build a million new affordable homes over the next 10 years. 'How will this new target be achieved? Who will be responsible for delivering it?' he asked. Another shortcoming, he said, is Anwar's decision to ignore PR1MA, the previous government's affordable housing programme, despite pledging to build a million affordable homes from 2026 to 2035. He said another flaw in the 13MP is its low target for narrowing the income gap. 'Income inequality is not being treated with the seriousness it deserves despite it being one of the most pressing challenges,' he said. '(This is) made worse by the fact that lower-income groups continue to shoulder multiple taxes,' he added. He described the government's target of narrowing the rich-poor gap by only 1% over five years as 'extremely modest'. Under the 12MP, the gap as measured using the Gini coefficient was 0.390. The target under the 13MP is 0.386. For Muhammed, it is 'merely symbolic'. The average Gini coefficient in the Organisation for Economic Cooperation and Development (OECD) is 0.315. 'If the government only aims for a marginal reduction, our inequality gap by 2030 will remain wide and far from the standards of more equitable societies. This is not good for the economy and rakyat,' he said. In 2020, the statistics department reported that income inequality in the country was higher in 2019 than it was in 2016.

Bursa gains 70 points after 13MP tabling, reflecting market confidence, Amir Hamzah tells Parliament

KUALA LUMPUR, Aug 21 — Bursa Malaysia has recorded an increase of 70 points up to today since the 13th Malaysia Plan (13MP) was tabled, said Finance Minister II Datuk Seri Amir Hamzah Azizan. Amir Hamzah, who is also the acting economy minister, said the rise in Bursa Malaysia's performance reflects the market's acceptance of the 13MP. 'We must look at the data in its entirety and not rely on a single data point,' he said when winding up the debate on the motion on the 13MP in the Dewan Rakyat on Thursday. Amir Hamzah was responding to a query from Wan Ahmad Fayhsal Wan Ahmad Kamal (PN-Machang) about the market and Bursa Malaysia's reaction to the tabling of the 13MP. Commenting on claims that the 13MP lacks a 'wow factor', Amir Hamzah said the document must be studied in depth, and efforts to reshape development cannot simply depend on existing policies and approaches that have long been in place. 'The 13MP sets out priorities to implement several reforms, including restructuring the economy towards a value-creation-based economy and transitioning into an artificial intelligence-driven nation. 'The 13MP also outlines education reform, labour market reform, housing reform, healthcare reform, and public service reform as the government's key focus areas,' he said. Amir Hamzah emphasised that the 13MP was designed using a multi-dimensional approach across four pillars to ensure policies are not viewed in silos, but instead emphasise the interlinkages between various aspects of development. 'These pillars are strengthening economic diversity, enhancing social mobility, accelerating public service reform, and improving people's wellbeing and environmental sustainability. 'These pillars will be supported by 122 strategies, more than 600 initiatives, and 162 national key performance indicators,' he said. — Bernama

Govt to boost special economic zones for balanced regional growth, says Amir Hamzah

KUALA LUMPUR, Aug 21 — The government continues to intensify efforts to attract investments to special economic zone development areas to bridge the gap between regions throughout the 13th Malaysia Plan (13MP) period, said Finance Minister II Datuk Seri Amir Hamzah Azizan. Amir Hamzah, who is currently carrying out the duties and functions of the Economy Minister, said efforts to attract investments included in the electrical and electronics industries, natural resources, trade and cargo, and downstream rubber-based industries through collaboration between various parties and examining appropriate special incentive packages. He said appropriate additional infrastructures will be considered to ensure the competitiveness of these zones. The location of Kedah and Perlis bordering Thailand will enhance the role of the states in the north of the peninsula as regional connectivity hubs and with the Perlis Inland Port, as well as easier movement of cargo and resources, Malaysia has the advantage of being a catalyst for development at the sub-regional level. 'For Pahang, Kelantan and Terengganu, the government has set a target to make them among the country's main food production zones. 'The operation of the ECRL, which is expected to begin in the early period of the 13MP, opens up great opportunities for residents along this line to create new economic activities, especially based on agriculture, food production and the halal industry,' he said when winding up the debate on the 13MP motion for the Economy Ministry at the Dewan Rakyat today. Amir Hamzah said the government would also consider transit-based development zones in line with the strategy outlined in the 13MP. 'These states also have great potential in the blue economy, especially fisheries, and shipping which will be further boosted during the 13MP period,' he said. Currently, he said a detailed blueprint for the development of the Johor-Singapore Special Economic Zone (JS-SEZ) is being drawn up. To date, the JS-SEZ has successfully attracted investment commitments totalling RM1.34 billion with an additional investment interest of RM78 million still in the negotiation phase, involving 70 companies from Singapore, China, Germany, the United Kingdom, the Netherlands as well as local investors. 'Through the Johor Talent Development Council, 20,000 high-income job opportunities will be created through direct collaboration between investors, companies, six universities and 15 selected TVET centres in Johor,' he said. Meanwhile, Amir Hamzah said Sabah and Sarawak would continue to be given focus in efforts to achieve a more inclusive development balance. Sabah has been identified as a blue economy hub such as shipping, fisheries and coastal tourism, while among the key initiatives in Sarawak is the development of an energy hub based on hydropower and hydrogen technology and an emphasis on investment in other renewable energies. 'The development of the carbon capture, utilisation and storage (CCUS) industry is also given priority for Sarawak, where this effort will attract high-impact investments, high-value job creation and the development of clean technology for the benefit of the people of Sabah and Sarawak,' he said. — Bernama
