SA's new visa programme gets a big boost

The Department of Home Affairs has moved into phase two of its new Trusted Tour Operator Scheme (TTOS).
As reported by BusinessTech , this phase consists of adding a further 45 vetted tour operators to the visa programme.
This expansion brings the total to 110 approved operators, up from 65 since the scheme's launch earlier this year.
The TTOS, which officially launched in February, was designed to streamline visa applications for large tour groups from India and China, two of South Africa's fastest-growing tourism markets.
Using the system, approved tour operators can basically submit visa applications online and receive digital approvals within an average of 24 hours, a dramatic improvement over previous processing times.
Minister of Home Affairs Dr Leon Schreiber said the visa programme has already brought an extra 25 000 visitors from India and China to South Africa, tourists who might have been put off by traditional visa delays.
'TTOS demonstrates the power of our digital transformation agenda to enable economic growth and create jobs,' Schreiber said, as per BusinessTech .
'The fact that we have attracted over 25,000 tourists in just six months working with a small handful of tour operators, confirms the enormous potential of growing this digital-first approach.' he also added.

THE buy-back centre in Riverside, Umgeni Park is seeking a qualified small, medium or micro enterprise (SMME) to take over its operations, in a move aimed at formalising a long-troubled informal recycling site. USE-IT waste beneficiation, in partnership with the eThekwini Municipality's Economic Development Unit and the e-Waste Association of SA (eWASA), has called for proposals from experienced waste sector SMMEs to manage the Connaught Bridge Recycling Site. Also read: Book fair in uMhlanga to focus on planet, people, power The initiative forms part of a wider waste picker integration and recycling upliftment strategy, designed to promote job creation, environmental sustainability, and small business development. 'The successful SMME will be responsible for daily purchasing from waste pickers, sorting and storing recyclables, ensuring compliance with site rules, and submitting monthly operational reports,' said USE-IT managing director Belinda Putterill. Putterill said over R700 000 has been secured from eWASA to fund infrastructure development. 'Due to the close proximity of the area to the river, we've had to ask for permission to operate. Once that's been granted by the Department of Economic Development, Tourism and Environmental Affairs, it will be all systems go,' she said. She added that the project will be using USE-IT's unique interlocking Green Block (KEY Bricks) to build structures on the site so the site will be an entirely eco-friendly, green space. 'We are also calling on local businesses to invest their CSI funding into developing the site. Local security companies are also needed to collaborate and offer services. There is lots to be done and the only way to make this sustainable is if business comes on board too,' said Putterill. Speaking to Northglen News from the site in Riverside, reclaimers Emmanuel Shamase and Xolani Sukude said they were grateful to USE-IT and everyone involved in putting plans in place to formalise a buy-back centre. 'We are happy that we will have a formal centre to conduct business from soon. It's like a dream come true,' said Shamase. 'We appreciate all the support we have been getting from USE-IT, the community, the City, the ward councillor, and just basically everyone who is helping us,' said Sukude. Ward 36 councillor Heinz de Boer said the move marks a turning point for a location that has long been plagued by illegal dumping, sex work and squatting. 'Now that the fencing is up, and once the site is formalised we can control it. It will become a formalised business for the people who are already sorting through recyclables here. This is the view of professional bodies, including the Black Lawyers Association and the KwaZulu-Natal Legal Practitioners Association. The organisations have written to Mayor Cyril Xaba, urging the extension of the programme, stating that it has addressed serious challenges that had been stifling the property sector. The Mercury has seen the correspondence from these organisations addressed to Xaba. Their view is shared by ratepayers and opposition parties in the council, who believe the programme has provided much-needed relief for ratepayers. Mayoral spokesperson Mluleki Mntungwa confirmed that it had received the correspondence but said it would not be appropriate to discuss the matter through the media. The Special Debt Relief Programme was implemented by the municipality during May and June this year. The programme's structure offers a 50% write-off on qualifying arrears upon full settlement of the remaining balance. It has contributed to smoother conveyancing processes and improved confidence in municipal cooperation,' said a representative from the Legal Practitioners Association. 'In light of its success and the ongoing financial challenges faced by many residents, we respectfully request that the municipality consider extending the Special Debt Relief Programme for a further period of three months. This extension would allow greater exposure of the relief to a wider public audience and ensure that more ratepayers—especially those who may have missed the initial window—can benefit from this important initiative. 'We also kindly request that, should the programme be extended, the municipality publish clear and comprehensive information regarding the eligibility criteria and required documentation. This should include specific guidance for: Individuals applying for relief Companies seeking to regularise their accounts Deceased estates, where executors or legal representatives may need to act on behalf of the estate The Black Lawyers Association confirmed they have written to the mayor and echoed the same sentiment in their letter. 'This intervention has made a meaningful difference for numerous residents and businesses, many of whom have faced financial strain due to prevailing economic pressures and undetected utility losses. 'By providing an opportunity to write off 50% on qualifying arrears upon settlement of the outstanding balance, the municipality demonstrated not only fiscal sensitivity but also a proactive commitment to social responsibility. Further, this demonstrates that we are led by a council which cares!' 'As legal professionals—many of whom work extensively in property law and municipal compliance—we have witnessed the tangible benefits of the initiative. 'Clients who had long been unable to finalise property transfers or access services due to account arrears were finally able to bring their accounts up to date. This has supported both the local property market and the broader legal ecosystem, fostering smoother transactional processes and increased legal certainty.' It urged the municipality to consider extending the programme for an additional four months. Asked about whether an extension should be considered, eThekwini Ratepayers and Residents Association president Ish Prahladh said: 'Actually, yes, it has had a positive impact on the property and business industry. Remember, all ratepayers and businesses are cash-strapped owing to our economy. It would definitely be a big help if it was extended.' IFP councillor Jonathan Annipen said the party fully supported the call to extend the programme. 'We believe this initiative has proven effective in addressing long-standing challenges faced by ratepayers and has helped to stabilise the property industry. Last month, the IFP submitted a motion to the council calling for the reinstatement of this programme. Unfortunately, this was rejected by the Speaker of council.
