Sudan's Al-Burhan appoints Kamil Idris as new Prime Minister
Egypt - The Chairperson of Sudan's Sovereignty Council, Abdel Fattah Al-Burhan, on Monday issued a decree appointing Kamil Tayyib Idris as Prime Minister.
In a related development, Burhan issued another decree appointing Salma Abdel Jabbar al-Mubarak and Nawara Abu Mohammed Mohammed Tahir as members of the Sovereignty Council, according to the Sudanese News Agency (SUNA).
Idris is a former United Nations official and was an independent candidate in the 2010 presidential elections, running against former President Omar al-Bashir.
Following the events of April 2019 that led to Bashir's ousting, the Sudanese Professionals Association presented a set of demands to the military council. Notably, these included the formation of a transitional civilian government headed by an independent div. The proposal suggested that the military council, led by Burhan, would oversee the Ministries of Defence and Interior, while the remaining ministries would be assigned to competent civilian divs. Idris was nominated at that time to head the government.
Idris, a legal expert, is known for his work at the World Intellectual Property Organization (WIPO) and served as Secretary-General of the International Union for the Protection of New Varieties of Plants (UPOV). He was also a member of the United Nations International Law Commission.
He holds a Bachelor's degree in Philosophy from Cairo University in Egypt, a Bachelor of Law from the University of Khartoum, and a PhD in International Law from the Graduate Institute of International Studies at the University of Geneva in Switzerland. Idris also possesses several certificates in law, political science, international affairs, and finance from higher institutes in Geneva.
Previously, on 30 April, Al-Burhan had appointed diplomat Dafallah Al-Haj Ali as Minister of Cabinet Affairs and tasked him with managing the duties of Prime Minister. He also approved the appointment of Ambassador Omar Siddiq as Foreign Minister. These appointments came weeks after the army reportedly regained control of the capital, Khartoum.

Sources told The National on Friday that Hamas was dissatisfied with the latest plan's lack of 'genuine guarantees' that proposed negotiations with Israel would lead to an end to the war and Israeli withdrawal from Gaza. In its latest statement, Hamas thanked the Arab mediators for their efforts to end the fighting. Qatar and Egypt on Sunday said they were planning to step up efforts to reach a breakthrough in negotiations. 'Qatar and Egypt, in co-ordination with the United States of America, affirm their intention to intensify efforts to overcome the obstacles facing the negotiations,' the two mediators said in a joint statement. 'The two countries are also striving to swiftly reach a 60-day temporary truce, which would pave the way for a permanent ceasefire agreement in the Gaza Strip.' On Friday, Israel announced that it would be blocking a planned visit by Arab foreign ministers to Ramallah in the occupied West Bank. They had intended to discuss with Palestinian President Mahmoud Abbas moves regarding statehood. Israel's refusal to allow the visit embodies Israeli 'extremism and arrogance', Saudi Foreign Minister Prince Faisal bin Farhan said on Sunday. His statement came during a joint press conference in Amman with counterparts from Jordan, Egypt and Bahrain, after they met as part of an Arab contact group that was planning to meet Mr Abbas in Ramallah. Egypt urged to establish real estate regulatory authority to boost market transparency, attract FDI
Egypt - Mohamed Fouad, real estate expert and member of the British Egyptian Business Association (BEBA), has urged the urgent establishment of an independent Real Estate Regulatory Authority (RERA) in Egypt. He emphasized that such a body, modeled on successful international experiences in countries like the UAE and India, is crucial for creating a structured and transparent legal framework for real estate transactions. Fouad explained that RERA plays a central regulatory and legislative role in mature markets. It safeguards the interests of buyers, investors, and developers by issuing licenses, enforcing compliance, ensuring transparency, and overseeing project implementation according to approved timelines and budgets. 'In markets witnessing rapid urban expansion and increasing investment flows—such as Egypt—an independent regulatory authority is no longer optional; it's a strategic necessity,' Fouad stated. He highlighted that the absence of a unified regulatory entity in Egypt has led to overlapping roles between institutions, resulting in delivery delays, contractual disputes, and inconsistent enforcement. A RERA-style authority, he said, would bring order to the sector by clearly defining the roles and responsibilities of key stakeholders: the government, developers, and buyers. Such a body would also bolster investor confidence, both local and international, by ensuring accountability and reducing risks. Regulatory oversight would include developer classification based on financial and technical criteria, stricter controls on marketing and advertising, and protection of buyers from fraudulent or stalled projects. He also pointed to India's experience, where the implementation of RERA reduced legal disputes by over 60% in its early years. He proposed that the new Egyptian RERA be established under the Prime Minister's office or the Ministry of Housing, in cooperation with the Central Bank of Egypt and the Financial Regulatory Authority. It should have wide-ranging legal and supervisory powers, including dedicated departments for licensing, compliance, evaluation, and dispute resolution. Fouad also stressed the importance of launching a unified digital platform to centralize information on licensed real estate projects.
