Won't tolerate threats of PIL by garbage mafia, says Karnataka deputy chief minister DK Shivakumar
Bengaluru: Deputy chief minister DK Shivakumar Tuesday issued a stern warning to garbage contractors attempting to stall the govt's fresh tendering process for solid waste management in the city.
His statement comes in the wake of a stay granted by the high court on the rollout of new garbage tenders — a move the govt had initiated to overhaul Bengaluru's solid waste management system.
Reacting to the stay order, Shivakumar accused contractors of resorting to intimidation tactics, including the misuse of PIL petitions, and warned that the govt wouldn't yield under pressure.
Speaking on the sidelines of a walkathon organised by the department of environment and ecology and the Karnataka State Pollution Control Board (KSPCB), Shivakumar said: "Regardless of the work the govt takes up, some groups are constantly resorting to intimidation tactics by filing PIL or obtaining stay orders from courts just to threaten the govt.
We won't tolerate this, and such tactics won't work."
Questioning the motives of the contractors who challenged the new tenders, Shivakumar asked if the govt wasn't supposed to clean Bengaluru. When asked specifically about the court's interim order, he responded: "I'll look into it."
Describing the network of existing garbage contractors in Bengaluru as a "mafia", he said: "Previously, there were 89 tenders. All those who bagged these tenders have formed a group.

This isn't the first time Shivakumar has levelled allegations against garbage contractors. During the budget session of the state legislature in March, he had alleged that a cartel of contractors had formed with the objective of undermining the govt's efforts.
He had also expressed disappointment that certain legislators were supporting these groups, suggesting a pattern of collusion and blackmail.
The govt's push for fresh tenders is part of a larger effort to streamline and modernise waste management, which has long struggled with inefficient garbage collection and disposal systems. However, the process has faced repeated legal and logistical hurdles, many of which the govt now attributes to entrenched interests.

Can't stop Kamal film screening due to threat of mob violence: Supreme Court
NEW DELHI: 'Thug Life' may soon be screened in theatres of Karnataka despite Kamal Haasan's remarks on the Kannada language as Supreme Court on Tuesday asserted that the rule of law, not people's sentiment, must prevail and that a censor-board-cleared film's screening cannot be stopped through the threat of mob violence. "As democratic state, Karnataka cannot allow mobs to jeopardise the rule of law," said a bench of Justices Ujjal Bhuyan and Manmohan while ordering transfer of a petition by Haasan, who had moved Karnataka high court for security to theatres and release of the film in the state, to the apex court. Asking the Siddaramaiah govt to respond by Thursday to a PIL, which will be heard along with the petition transferred from HC, the bench said, "As protectors of rule of law and fundamental rights, including right to freedom of speech and expression, the Supreme Court and the high courts must ensure that Central Board for Film Certification-cleared films are screened in theatres across India." The bench said, "Public sentiment does not mean a gun is put to the head of the theatre owners to stop screening of the film. We are not saying the public must watch the film. After it is up for screening, it is for the public to decide whether to watch it or not." 1 2 Vijayawada: Denouncing the Telangana leaders' allegations, Andhra Pradesh irrigation minister Nimmala Ramanaidu said that Godavari- Banakacherla project will not harm the interests of upstream states including Telangana. Speaking to the media here on Tuesday, Ramanaidu said that about 3,000 TMC ft of water from the Godavari River is going waste into the sea every year. He said that Godavari is the only river in the world where 50 lakh cusecs of water flow at a time. "We will use only the floodwaters of the Godavari available at Polavaram. We will divert only the surplus water that currently flows wastefully into the sea to Banakacherla," the minister asserted. Ramanaidu stated that Andhra Pradesh will not utilise the assured water available in Godavari River that has been allocated to other states. He added that AP, the last riparian state on the river, could not utilise the water allocated to the upstream states. He stressed that it was not correct for the Telangana leaders to make the utilisation of flood waters a controversy to raise the regional tempers. He also said that AP is ready to clarify all the doubts of the upstream states, and that, they wanted to take the surplus water to feed the drought-prone Rayalaseema region. He said that Rayalaseema will benefit in terms of both irrigation and drinking water through Banakacherla project. "Telangana leaders should keep in mind their own past actions before making comments against AP," said Ramanaidu. He said that Telangana govt went ahead with award of contracts to various irrigation projects without obtaining proper permissions. "Projects like Kaleshwaram, Sitarama Sagar, Palamuru–Ranga Reddy, and Sammakka Barrage were initiated without clearances. The TRS leaders should keep in mind that former chief minister K Chandrasekhara Rao took up several projects without clearances from the Centre despite objections from AP. They do not have any right to question AP's good intentions," said Ramanaidu. He said that farmers in downstream states will suffer if projects were executed by upstream without proper planning and permission. He said that lower catchment areas have special rights, which must be respected by the upstream states. "We never had any malicious intent to halt projects in Telangana. In fact, chief minister Chandrababu Naidu has extended support to several projects in Telangana in the past. It is unwise for Telangana leaders to create unneeded controversy," said Ramanaidu.
