Kentucky man accused of pretending to be Florence teen's father in 2024 given additional rape, sodomy charges
COLBERT COUNTY, Ala. (WHNT) — A Kentucky man indicted for rape in 2024 has been given additional charges after being transferred to the Colbert County Jail, jail records show.
43-year-old Justin Stephens, of Kentucky, was arrested in October 2024, and charged with second-degree rape, traveling to meet a child for sex and enticing a child to enter a vehicle or house.

Court documents show Stephens called a Lauderdale County school to check out a 15-year-old girl. Stephens claimed to be the girl's father and that she needed to be checked out of school.
Sergeant Casson with the Lauderdale County Sheriff's Office said Stephens had been messaging with the girl for a while. Casson said the girl was using a phone she was not supposed to have.
Court documents state that the school's security cameras caught the girl leaving school around 9 a.m. and entering a black Dodge truck. The documents state Stephens took the girl to an abandoned residence in Florence.
Security footage from the school shows her returning back to school around 2 p.m. that day.
The girl's father told investigators he found a phone in her room. He said she had never had a phone before so he and the girl's mom began questioning her.

The parents looked through the teenager's phone and found various messages and photos between the girl and Stephens.
Srgt. Casson said the two used an app called 'wakie.' Casson said it is a chatting platform that allows people to talk to strangers. Casson said that when the girl's father saw everything, he called the police.
Stephens was arrested at a VA hospital in Ohio and was transported to the Lauderdale County Detention Center on a bond of $365,000.
Records show he was indicted on January 17, and on March 7, a Lauderdale County Circuit Court Judge granted that Stephens be transferred from the Lauderdale County Detention Center to the custody of the Colbert County Sheriff's Office.

Once in the Colbert County Jail, Stephens was given additional charges. According to jail records, Stephens now is charged with:
First-degree rape
Second-degree rape
Two counts of electronic solicitation of a child
Second-degree sodomy
Interference with custody
Two counts of travelling to meet a child for unlawful sex act
He is currently listed in the jail view without bond. News 19 has reached out to learn more about his additional charges and will update the story as more information becomes available.

Attorney discusses wrongful death lawsuit that lists restaurants believed to have served driver in DUI crash
DECATUR, Ala. (WHNT) — The family of Chloe Hastings, a 17-year-old girl who was tragically killed in a fiery car crash in Decatur, is taking legal action. On Tuesday, the family filed a wrongful death lawsuit against Kevin Penich, the man charged with DUI and murder in the crash, and the establishments that they believe served him alcohol that night. Wrongful death lawsuit filed against man charged with murder in Beltline Road crash, Decatur businesses According to Decatur Police, the crash happened on May 17 at the intersection of Beltline Road and Westmead Street. News 19 spoke with the attorney representing the Hastings family in the lawsuit. Attorney Hunter Garnett said the goal is to ensure no other family has to go through what the Hastings family has gone through. 'The goal in this case is to make sure that there's not another Chloe Hastings,' Garnett said. 'That there are no more teenagers killed, due to the reckless conduct of drunk drivers, due to being overserved at a bar.' 'We believe that the evidence will show that Kevin Penich was intoxicated when he went into these establishments or became intoxicated as a result of being served alcohol,' Garnett said. Wrongful death lawsuit filed against man charged with murder in Beltline Road crash, Decatur businesses The lawsuit claims Penich was served alcohol at three Decatur restaurants located off of Beltline Road: Buffalo Wild Wings, Logan's Roadhouse, and Alfonso's Pizza. 'Our goal is to hold anybody that contributed to the harm responsible,' Garnett told News 19. 'These are large establishments that should know better than to serve somebody to the point of being this level of intoxicated.' The lawsuit cites the Alabama Dram Shop Act: 'The wife, child, parent, or other person who shall be injured in person, property or means of support by any intoxicated person or in consequence of the intoxication of any person shall have a right of action against any person, who shall, by selling, giving, or otherwise disposing of to another, contrary to the provisions of law, any liquors or beverages, cause the intoxication of such person for all damages actually sustained as well as exemplary damages.' It essentially claims that a person who is injured by someone who is intoxicated has the right to take action against the person who caused the person to be intoxicated. The lawsuit also cites a section of the Alabama Alcoholic Beverage Control Board Rules and Regulations that reads, 'no licensee or employee of a licensee shall serve or dispense alcoholic beverages to any person visibly intoxicated.' Garnett told News 19 that it is the responsibility of a person serving alcohol to do so responsibly. 'If you're a bartender, if you're a waitress, if you're anybody that serves alcohol, I want to stress that it's your job to make sure that when you have a patron that you don't overserve them,' Garnett said. He said that the family is seeking punitive damages in the lawsuit. Activist explains the importance of his run for city council
DECATUR, Ala. (WHNT) — Terrance Adkins has lived nearly his entire life in Old Town Decatur. But he says the neighborhood is a shell of what it once was when he was just a kid, before urban renewal led to a shutdown of vital shops and convenience stores. That's something that Adkins says he is looking to change. 'I was not able to enjoy the fruits of my community that my ancestors built due to urban renewal, due to those blight projects. They came in and wiped out a lot of our buildings instead of rebuilding them,' Adkins explained. 'We are now sitting on the edge of an $18 million bike trail for Bill Simms that comes from the destruction of the 1956 Highway Act and black communities. That grant and that money could have been used to build buildings.' Adkins announced that he is running for the seat for his neighborhood in District 1. Billy Jackson currently holds the District 1 seat and has since 1996. However, Jackson recently announced his intentions to run for Decatur mayor. Wrongful death lawsuit filed against man charged with murder in Beltline Road crash, Decatur businesses Adkins will face Nick Perkins, the brother of Stephen Perkins, who was killed by a Decatur police officer in 2023. Adkins says he is not concerned with a possible split in the important black voter turnout. 'I think two candidates running against each other will make for a better race because we can grow from each other and learn from each other and we'll see each other doing things, then maybe we might take something from one another that can be utilized in the community,' said Adkins. Adkins is the co-founder of the social justice group Standing In Power, and his organization has shown strong support for the Perkins family while holding city leaders accountable. 'The steadfastness that I've had with getting things changed in Decatur, I think we'll be able to move District 1 further,' Adkins said. 'We will help one another with things that will help our community.' Adkins also defended the trespassing charges he and five others received after a chaotic city council meeting on April 28. Adkins says he was never notified of the trespass, nor was he ever arrested or has a criminal record. Adkins told News 19 that his 'Decatur Mission First' campaign is a campaign that he hopes will lead to a more responsive city government. A government that he hopes to be a part of in District 1.
