Tamil Nadu to frame rules for nominating PwDs to local bodies after governor assents to Bills
CHENNAI: The state government will soon frame rules for nominating persons with disabilities (PwDs) to all local bodies since the Tamil Nadu Urban Local Bodies (Amendment) Act, 1998, and the Tamil Nadu Panchayats (Amendment) Act, 1994 became laws after Governor RN Ravi gave assent to the two Bills. The Bills were published in the state gazette on Monday.
When contacted, a senior official told TNIE that the government would soon begin the process of drafting rules in consultation with legal experts. 'It usually takes some time, but the government will take prompt action in this regard,' the official said.
The legislation paves the way for the nomination of around 14,000 PwDs to urban and rural local bodies, ensuring their voices are heard in local governance and enabling them to take up leadership roles.
A total of 650 PwDs will be nominated to urban local bodies. Similarly, 12,913 PwDs will be nominated to village panchayats, 388 to panchayat unions, and 37 to district panchayats.
Chief Minister MK Stalin had introduced the two Bills in the Assembly on April 16. They were passed on April 29.

Hyderabad: With the death of Santosh Nagar corporator Mohammed Muzaffar Hussain late on Wednesday due to cardiac arrest, five out of 150 divisions in Greater Hyderabad Municipal Corporation (GHMC) have now fallen vacant, most of them since 2023. The four other divisions are Gudimalkapur, Erragadda, Mehdipatnam, and Ramnaspura. While the corporators from Gudimalkapur and Erragadda died due to health complications, the elected representatives from Mehdipatnam and Shastripuram divisions became MLAs, representing Nampally and Bahadurpura constituencies, respectively, during the 2023 general assembly elections. Gudimalkapur division was functioning without a corporator for two-and-a-half years following the death of Devara Karunakar, the previous corporator, in January 2023. A similar situation occurred with Erragadda division as its corporator Shaheen Begum passed away following a long-term illness. According to corporators, the absence of ward-level leadership leads to operational challenges in addressing basic civic issues, including mosquito menace, sanitation, sewage issues, and streetlights. Mayor Gadwal Vijayalaxmi also expressed her condolences to the deceased's family members.

"HM Amit Shah clarified southern states' concern on delimitation will be taken care of": MHA amid Opposition allegations on Census
New Delhi [India], June 5 (ANI): Amid the Opposition's allegations on Census, the Ministry of Home Affairs on Thursday clarified that Union Home Minister Amit Shah, on many occasions, has assured that in the delimitation exercise, concerns of Southern states will be taken care of. The spokesperson for the Ministry of Home Affairs, in a post on X, said, 'Budget has never been a constraint for Census as fund is always ensured by the Govt. HM Amit Shah has clarified on many occasions that in the delimitation exercise, concerns of southern states will be taken care of and discussed with all concerned at an appropriate time.' Further, it emphasised that all the preparations were made to conduct the Census in 2021, but due to the COVID-19 pandemic, it was delayed. 'Census 2021 was to be conducted, and all preparations for the Census were completed. However, due to the outbreak of the COVID-19 pandemic across the country, the Census work was postponed. The aftershock of Covid-19 continued for quite some time,' the post stated. 'COVID disrupted all sectors, including education. Around 30 lakh enumerators are needed for the Census. Enumerators, who are primary school teachers, are key persons for conducting the Census. Conducting the Census after Covid could have disrupted primary education immensely,' the MHA Spokesperson stated on X. It added that the countries that conducted the Census immediately after COVID-19 faced issues with the quality and coverage of Census data. 'The Government has decided to commence the process of census forthwith which will complete on 01 March, 2027, the reference date for Census,' the post stated. On Wednesday, the central government announced that the Population Census 2027 will be conducted in two phases and will also include the enumeration of castes. According to the MHA statement, the reference date for the 'Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country.' However, for the Union Territory of Ladakh and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026. After this, the DMK alleged that the census would be held after the proposed delimitation and that there was a plan to reduce Tamil Nadu's Parliamentary representation. Tamil Nadu Chief Minister MK Stalin said that the Indian Constitution mandates that delimitation must follow the first Census after 2026. 'The BJP has now delayed the Census to 2027, making their plan clear to reduce Tamil Nadu's Parliamentary representation. I had warned about this. It is now unfolding,' he said in a post on X. He also hit out at AIADMK leader Edappadi K Palaniswami. 'By siding with the BJP, Palaniswami is not just silent but complicit in this betrayal. It's now clear that he has surrendered to Delhi's domination. The people of Tamil Nadu are united as one in their demand for a Fair Delimitation. We need clear answers from the Union Government,' he said. Licence for quarry operations in Sivakalai suspended: State to HC
1 2 3 Madurai: The state informed the Madras high court that a licence granted for quarrying operations in Sivakalai village in Tuticorin district has been suspended since the area was notified as the Sivakalai archaeological site. The court was hearing a public interest litigation filed by D Muthuramalingam. The petitioner stated that the authorities granted permission to establish a stone quarry in a patta land situated in Sivakalai village in Nov 2024. The quarry is located near the Sivakalai archaeological site. Following protests, the authorities stopped the quarrying operations temporarily. He stated that using explosives in the quarry would affect the site. Hence, the petitioner moved court seeking a direction to the authorities to cancel the permission granted for the stone quarry and also sought not to grant permissions for quarries near the site. The additional govt pleader submitted that the assistant director of geology and mines, Tuticorin, suspended the licence granted for quarry operations in favour of a person by taking note of the fact that the area was notified as an archaeological site. He submitted that as of now, no mining operations are being carried out. Taking into account the submissions, a division bench of justice S M Subramaniam and justice A D Maria Clete observed that if the person who was granted the licence is aggrieved by the order passed by the authorities, the person is at liberty to approach the competent appellate authority in the manner contemplated under the Act and Rules. The judges made it clear that until a final decision is taken by the competent authorities or appellate authority, no mining operation shall be permitted, and the authorities are directed to ensure that the subject land is protected from any mining activities. Rejecting the request by the counsel appearing for the person who was granted the licence to fix an outer time for disposal of appeal by the authorities, the judges observed that the fact remains that no appeal is pending before the district collector as of today. That apart, the high court, in the exercise of its powers of judicial review, need not direct the appellate authority to dispose of the appeal by fixing an outer time limit. The workload of the competent authority must be taken into consideration. If such a blanket direction is issued, the authorities may not be in a position to dispose of the same within the stipulated time. Therefore, the high court, without ascertaining the workload of the subordinate courts, original authority, or appellate authority, cannot issue a direction fixing a timeline for the disposal of the matters, the judges observed and disposed of the petition.
