A RECENT report detailing the state of consumer debt in the eThekwini Municipality has sparked concerns that ratepayers are deeply overstretched and unable to pay their municipal bills– and could fall even further behind with the new tariffs coming into effect in July.
The report from the finance committee for this month shows that consumer debt in the city now stands at a staggering R35 billion, with a large portion of this debt being more than
30 days old. It added that the debtors'book grew significantly by R7.9bn compared to January 2024.
Household debt makes up the bulk of the debt at R26bn, contributing to 75% of the total debtors. 'This reflects a growing number of households struggling to pay their municipal bills,' said the report. Commercial debt, which includes business accounts, amounts to R6.7bn.
The municipal debt has continued to skyrocket despite interventions made, including offering indebted customers the opportunity to participate in debt relief programmes.
The rising debt has raised concerns among ratepayers and councillors in
the city.
Action SA councillor Zwakele Mncwango expressed serious concerns regarding the municipality's financial situation.
'The picture has been like this for a while – since last year, the debt has been growing, and that is pointing to a serious problem. The main issue here is that the city identifies the problem but then does nothing to fix it.
'For instance, they say that people cannot afford to pay, but nothing is done to create a stable economic environment. More tariffs are being passed that burden those who already cannot afford to pay.'
Mncwango suggested that those in debt could be offered a deal to pay at least half of what they owed, rather than the council losing everything. 'Going after those people legally is also
an expensive process with no guarantee that they will pay in the end.'
DA councillor Mxolisi Khubisa said at R35bn, the size of the debt posed a serious challenge, and the city leadership must take responsibility for it.
'One of the most alarming statistics highlighted is the city's water loss rate, which is significantly above the acceptable rate of 15-30%, currently sitting at 57.82%. The DA is demanding that the city manager be held accountable for these massive losses, which ultimately burden ratepayers.
'The DA calls on eThekwini's leadership to take urgent action to rectify these issues. The city must focus on addressing its billing problems, reducing water losses and ensuring fair and transparent tariff structures. Moreover, a thorough audit of the city's spending and a reduction of wasteful expenditures are essential to restore public confidence and support service delivery improvements,' Khubisa said.
Ish Prahladh, president of the eThekwini Ratepayers and Residents Association, said on Tuesday they had attended a meeting to discuss tariffs and that residents are struggling.
'This (new tariffs) is going to cripple the ratepayers and residents' businesses, especially considering we have a 35% unemployment rate. There are many other avenues to bring in money. We should start with a 5% deposit instead of a 36-month repayment plan; consider extending it to 60 months.
'Additionally, all non-productive buildings should be sold, and Moses Mabhida Stadium should be utilised for other sporting activities without requiring millions in renovations when
it is essentially a white elephant.'
Mayoral spokesperson Mluleki Mntungwa acknowledged that the outstanding escalating debt and the high rate of non-revenue water are key concerns. He said the City had already
initiated targeted interventions to collect outstanding amounts and invest in water infrastructure.
Mntungwa outlined the interventions being implemented to collect outstanding amounts, which include:
*Implementation of the high bill strategy.
*Implementation of the meter- reading strategy.
*Implementation of the debt reduction strategy.
*Review of management of the indigent policy.
* Improvement of indigent management processes.
* Utilisation of external debt col-lectors
* Implementation of the credit control and debt collection policy (including disconnection of services for non-payment).
*Introduction of special debt relief programmes to assist debtors in financial distress and encourage those who can afford to pay.
Mntungwa addressed the issue of tariff increases, saying they were subject to rigorous public consultation and National Treasury guidelines, while bulk tariff increases were imposed on municipalities.
'These increases are necessary for maintaining and expanding critical infrastructure in the face of rising costs and urban expansion. Tariff structures, as part of the trading services reforms, will be reviewed to ensure that they are cost reflective,' Mntungwa said.

Image: Supplied It was scheduled to open to the public on May 27 and offer lending services (print and online), reference service and research support, study space and support with access to dedicated study areas and programme implementation, including reading development programmes such as the Battle of the Books and the Story Skirmish starting from July last year. Other promised offerings included e-learning programmes such as digital skills and basic coding for children of all ages, children's services, including homework assistance, story hours, and holiday programmes, as well as photocopying services. The Drieziek library was also meant to fulfil various community-centred roles, such as a community centre, which would be a place for learning, socialising, meetings, business, research, and education for children. There would be an entertainment space offering fiction, audiobooks, and online resources for community enjoyment, an empowerment centre providing digital skills training, reading and learning skills, and assistance with online job applications. Other services were a knowledge and information centre supporting lifelong learning through various print and online resources, an education space encouraging quiet reading, learning and research, and community discussions. However, Chabalala complained that a year later, it remains inaccessible and unbeneficial to Orange Farm residents, while funds are wasted on security and maintenance. He said that when the provincial legislature's Portfolio Committee on Sport, Arts, Culture and Recreation conducted an unannounced oversight visit on May 21 this year, members found only a security guard present. 'The DA has tabled questions in the legislature to Chiloane, to determine why this facility is closed to the public and inquire about the amount spent on security and maintenance,' said Chabalala, adding that residents were frustrated because they must commute to nearby townships to access libraries while their own is gathering dust.

Mashatile confirmed that he undertook four official international trips, costing approximately R7.9m since July 2024. Deputy President Paul Mashatile has disclosed that he spent R2.3 million on a single working visit to Japan in March 2025, with expenses including flights, accommodation, ground transport, restaurant services, and laundry costs. This latest revelation adds to previous travel expenditure totalling over R5.5 million since taking office in July 2024. The revelation came in response to a parliamentary question from ActionSA MP Lerato Mikateko Ngobeni, who requested a complete breakdown of all official travel undertaken by Mashatile since assuming office on 3 July 2024. Four international trips with combined costs exceeding R7.9m Mashatile confirmed that he undertook four official international trips since the specified dates. These included: Working visits to Ireland and the United Kingdom in September and October 2024, Representing President Cyril Ramaphosa at the inauguration of Botswana's President Duma Boko in November 2024, Attending an extraordinary SADC Summit in Harare, Zimbabwe, also in November 2024, and A recent working visit to Japan in March 2025. The Ireland and UK working visits cost R5 475 829.03, while the Botswana inauguration cost R52 867.58 and the Zimbabwe SADC Summit cost R56 166.20. The latest Japan trip alone cost R2 319 138.19, bringing the total expenditure for all four trips to approximately R7 903 901. While comprehensive details were previously provided for the first three trips in February 2025, Mashatile's latest parliamentary response focused specifically on the Japan working visit, which took place from 16 to 19 March 2025. ALSO READ: Gauteng underspends budget but says R1.8bn not lost Importance of Mashatile's Japan visit The deputy president emphasised the strategic significance of the Japan trip, describing it as focused on 'strengthening political, economic and social areas of cooperation between the two countries.' The visit coincided with the celebration of 115 years of diplomatic relations between South Africa and Japan. In his parliamentary response, Mashatile stated that he was accompanied by a high-level delegation including Deputy Minister of International Relations and Cooperation Thandi Moraka, Minister of Sport, Arts, and Culture Gayton McKenzie, Minister of Higher Education Dr Nobuhle Nkabane, Minister of Agriculture John Steenhuisen, Minister of Trade, Industry and Competition Parks Tau, and Deputy Minister of Science, Technology and Innovation Nomalungelo Gina. Economic focus and business engagements Mashatile highlighted Japan's position as South Africa's fourth-largest trading partner as a key motivation for the visit. He noted that 'many Japanese companies have expanded investment plans in the pipeline in South Africa, thereby having assured the South African Government of Japan's trust and support in its economic policies.' During the working visit, Mashatile and his delegation engaged with Japan's business community across various sectors including manufacturing and machinery, mining and mineral beneficiation, energy cooperation, the automotive industry, and greater market access for South African agricultural products. According to the deputy president, key engagements included a visit to the Isuzu Fujisawa Plant Service, meetings with Dr Akhiko Tanaka, President of the Japan International Cooperation Agency, and discussions with the Japan-African Union Parliamentary Friendship League. The delegation also met with representatives from the Japanese business community, including the Japan External Trade Organisation, the Japan Organisation for Metals and Energy Security, Keidanren, and the Association of the African Economy and Development in Japan Committee. Mashatile also delivered a keynote address at the United Nations University under the theme 'South Africa's G20 Presidency: Solidarity, Equality, and Sustainability – a conversation with Japan.' Detailed cost breakdown for Mashatile's Japan trip The comprehensive cost breakdown for the Japan trip revealed expenses totaling R2,319,138.19. Flight costs amounted to R613,214.92 for the delegation, while accommodation expenses reached R1,235,569.73. Ground transport costs totalled R410,926.94. Additional expenses included R8,033.50 for laundry services and R51,393.10 for restaurant services covering food and beverages. Previous travel expenses dwarf Japan costs The Japan trip, while expensive, was not Mashatile's costliest international travel during the period in question. The Ireland and UK working visits in September and October 2024 cost significantly more at R5,475,829.03, with accommodation in London alone costing over R3.2 million. The two regional trips to Botswana and Zimbabwe were comparatively modest at R52,867.58 and R56,166.20 respectively, partly because the deputy president was transported by the South African Air Force for these shorter trips. Delegation composition and individual costs Mashatile's spouse, Humile Mashatile, accompanied the delegation and 'participated in the Spousal Programme,' with her flight costs listed at R117,518.08 and ground transport at R73,592.80. Mashatile's own expenses included R117,518.08 for flights, R956,057.00 for accommodation, and R77,360.32 for ground transport. Senior staff members accompanied the Deputy President, including Deputy Director-General Mduduzi Mbada, Political Advisor and Acting Spokesperson Keith Khoza, Acting Head of Communications Itumeleng Mafatshe, and various administrative and protocol support staff. Each staff member's role was clearly defined, from providing strategic and advisory support to handling communication, administrative duties, and protocol requirements. G20 and African agenda alignment Mashatile noted that the timing of the visit aligned strategically with South Africa's G20 Presidency and Japan's hosting of the 9th Tokyo International Conference on African Development in August. This confluence presented 'a unique opportunity for South Africa to communicate its position and priorities for the continent to Japan and the expected support and role that Japan could play in this regard.' ActionSA threatens legal action against IPID over delayed Phala Phala report

Image: IOL IF the Independent Police Investigative Directorate (Ipid) fails to deliver its report related to the Phala Phala investigation by the new deadline of June 30, ActionSA will pursue legal action, the party warned. The party had applied for access to the report under the Promotion of Access to Information Act (PAIA) but Ipid requested a 30-day extension, citing issues with their email system. The investigation centres on an alleged cover-up of a 2020 theft involving large sums of US dollars hidden under couches on President Cyril Ramaphosa's Phala Phala farm in Limpopo. Despite no official police case being opened, state resources were reportedly used to trace the suspects, some of whom were located in Cape Town and were allegedly assaulted to reveal the whereabouts of the remaining money, much of which had already been spent on luxury vehicles, jewellery, and property in Namibia. In 2022, the African Transformation Movement (ATM) asked Ipid to investigate an alleged police cover-up. But when ATM leader Vuyo Zungula raised the issue through a Parliamentary question, Police Minister Senzo Mchunu said the report was 'top secret' and would not be shared with the public. ActionSA contends that the classification of the report as 'top secret' was unlawful. This follows the Public Protector's finding that members of the Presidential Protection Unit had acted outside of their legal mandate and abused their powers in relation to investigations into the theft at Phala Phala. In April, ActionSA submitted a PAIA application to unseal the Ipid report. 'In late May, after weeks of radio silence, ActionSA received a formal response from Ipid indicating that they would extend the deadline for releasing the report. The reason given for this delay was that Ipid's email system was down. In submitting this response, Ipid has affirmed ActionSA's belief that it does not want the South African public to see the contents of this report,' said ActionSA national chairperson, Michael Beaumont. In light of their suspicions, the party said they had also submitted parliamentary questions to the Minister of Police to determine whether Ipid's system had indeed been down. 'Our concern is that crimes such as those committed at Phala Phala must be investigated by detectives, not by those tasked with protecting the President. ActionSA will not let this matter rest and if the Ipid report is not received by the new deadline of 30 June 2025, legal action will follow,' Beaumont added. Ipid confirmed that it requested an extension, citing technical challenges. 'Yes, Ipid did request an extension regarding the request for the Phala Phala Report because, at the time, the department experienced technical challenges. In terms of Section 26 (1)of PAIA, the Information Officer, to whom the request for access has been made or transferred, may extend the period of 30 days referred in section 25(1), once for a period not more than 30 days. IPID's information Officer will, therefore, respond to the requester, since we are within the 30-day extension period,' Ipid spokesperson, Lizzy Suping said. Zungal said the longer this report is withheld, 'the clearer it becomes that IPID is either being manipulated, or has chosen to become a political accessory rather than an independent institution serving the people of South Africa'.
