Mock Drill Update: Chandigarh to conduct ‘Operation Shield' on May 31. Check timings, blackout areas and other details
Operation Shield mock drill: After a brief delay, Chandigarh's mock drill has now been rescheduled to Saturday, May 31. It was originally planned for May 29.
As part of the Operation Shield mock drill, blackouts would be observed in Kishangarh and IT Park, stated the official release.
Chandigarh's Kishangarh and IT Park will experience a blackout of 10 minutes, from 8pm to 8:10 pm. The civil defence exercise will involve civil defence volunteers, Home Guards, local officials, and youth organisations like NCC, NSS and NGOs. The drill will include practice sessions for air raids, drone and missile attacks, operation of air raid sirens, and coordination between the Air Force and civil defence control rooms. The exercise is likely to help improve coordination, test emergency response systems, and ensure Chandigarh is better prepared for any emergency or threat in the future.
Apart from Chandigarh, mock drills and blackout exercises as part of 'Operation Shield' were also postponed in Rajasthan, Gujarat and other bordering states. The new dates for these states is yet to be announced.
Meanwhile, the Punjab government has proposed June 3 as the date for carrying out a civil defence exercise.
On May 7, as per the instructions of the Ministry of Home Affairs, a civil defence exercise (Civil Defence Mock Drill) was conducted nationwide to check and evaluate the security arrangements of the citizens living in sensitive areas of the country.
May 7 was the same date that India carried out Operation Sindoor — it's retaliatory attack — to avenge Pakistan's deadly assault in Pahalgam on April 22 – which killed 26 people, majorly tourists. The nationwide mock drills took place hours after Operation Sindoor.
Following Operation Sindoor, and the subsequent rise in tensions between India and Pakistan, complete blackouts were ordered in multiple Indian regions, including Chandigarh, Gujarat, Punjab among others.

Virat Kohli's One8 Commune faces FIR in Bengaluru for smoking zone violation
A bar and restaurant co-owned by Indian cricketer Virat Kohli has come under legal scrutiny once again, this time for allegedly failing to comply with public smoking regulations. The Cubbon Park police have filed a First Information Report (FIR) against One8 Commune, located near Kasturba Road in central Bengaluru, for violating provisions under the Cigarettes and Other Tobacco Products Act (COTPA), according to a report by Deccan Herald. Police action came after obtaining court permission and was based on findings from a recent citywide drive launched on May 29 to crack down on smoking law violations. The FIR, registered on May 31, cites Sections 4 and 21 of the Act, which pertain to prohibition and penalties for smoking in public places, the report added. According to the police, during the inspection, officers found that the establishment did not have a clearly demarcated smoking zone, an essential requirement under COTPA. The case has been registered against the pub's manager and staff. Located on the sixth floor of Ratnams Complex on Kasturba Road near MG Road, the establishment had come under scrutiny for operating without implementing mandated fire safety measures or obtaining a fire department clearance certificate. The notice followed a complaint lodged by a social activist, prompting the Shantinagar BBMP officials to act. Despite an earlier notice, the pub failed to respond. The BBMP had warned of legal action if a reply is not submitted within seven days. Earlier, the establishment has faced regulatory issues. An FIR was filed at the Cubbon Park Police Station after the pub was found operating beyond permitted hours during police night patrols. He emphasized that such investments would foster the development of a comprehensive ecosystem, leading to the establishment of hotels, infrastructure, and the utilization of power and water resources, thus significantly contributing to the economy. The implementation of this pact is advancing rapidly, with expectations for it to be operational by the year's Trade and Economic Partnership Agreement (TEPA) was signed by the two sides on March 10, 2024. Under this agreement, India has secured an investment pledge of $100 billion over 15 years from the grouping, while allowing several products, including Swiss watches, chocolates, and cut and polished diamonds, to be imported at lower or zero members of the European Free Trade Association (EFTA) include Iceland, Liechtenstein, Norway, and Switzerland. Lawyers don't need to wear black coats in summer: Delhi Bar Association
In a major relief to lawyers practising in the Capital amidst the scorching heat, the Delhi Bar Association (DBA) has decided that advocates will be exempt from wearing black coats, their usual dress code, from May 16 to September 30. Rules framed under Section 49(1)(gg) of the Advocates Act, 1961, prescribe a dress code for all practising advocates. This comprises a black buttoned-up coat, chapkan, achkan (a knee-length upper garment with long sleeves, side slits and a standing collar), black sherwani and white bands with advocate's gown for men advocates. Women advocates have to wear a black and full or half-sleeve jacket or blouse, white collar, stiff or soft, and white bands with advocates' gowns or sarees and long skirts (white or black without any design). 'All the members are hereby informed that advocates are exempted from wearing a black coat during summer (from May 16 to September 30) as per amendment in rules under Section 49(1)(gg) of the Advocates Act,1961,' DBA said in a circular dated May 24. 'Therefore, the members are at liberty to appear in the Courts subordinate to the Delhi High Court without wearing a black coat… The members are, however, advised to adhere to other rules of the dress code…,' the circular issued by Vikas Goyal, Secretary, DBA, said. DBA also said the district and sessions judges of various court complexes across Delhi have been informed of this decision. 'This is a very good step. The weather is very erratic and humid. In June, the heat will be way worse. This should be done by all Bar Associations and Councils across North India,' said Advocate Dhir Singh Kasana, former Saket Bar Association secretary. 'Indian district courts lack proper infrastructure in terms of fans, air conditioners, unhygienic washrooms, and sitting rooms, coupled with rising temperatures, it has become a daily physical and mental challenge for the advocates to wear black coats during court hours, especially in summer…This move is a welcome step towards the welfare of the advocates practising at district courts,' Advocate Paras Jain, who practices in Delhi, said. On February 27 this year, the Bar Council of Maharashtra and Goa (BCMG) issued a circular stating that advocates need not wear black coats from March 1 to June 30 every year. Similarly, Bhopal's Bar Council gave a similar exemption to lawyers from April 15 to July 15, 2025.
