
Works on Shah Alam sports complex expected to start in November
CONSTRUCTION drawings for the Shah Alam Sports Complex are expected to take six months to complete before they are submitted to the city council for approval.
Menteri Besar Selangor Incorporated chief executive officer Saipolyazan M Yusop said groundwork for the sports complex will begin in early November once Shah Alam City Council (MBSA) gives regulatory approval.
'We are currently in the early stages of preparing the construction drawings for the Shah Alam Sports Complex.
'In accordance with Phase 1 of the development, we are putting up hoarding that complies with MBSA's building regulations,' he said when met at the launch of Sungai Klang's waste sorting facility.
Phase 1 of the project will include the construction of a new stadium, parking facilities, open spaces and Jubilee Park, a public recreational area.
The Shah Alam Sports Complex redevelopment plan has three phases and will reportedly cost RM3.28bil.
Saipolyazan also clarified that there was no delay in the demolition of the old Shah Alam Stadium.
'There is no truth to the speculation that demolition works were delayed.
'The demolition, originally set for completion by June 30, was finished three to four days ahead of schedule.'
Plans to replace the iconic stadium with a modern sports complex was first announced by the Selangor government last year.
The new facility is anticipated to be completed in 2029, with construction led by Malaysian Resources Corporation Bhd, following a memorandum of understanding with the Selangor government.
Hanif Basree Abdul Rahman, acting director of MBSA Engineering Department, confirmed that it is awaiting detailed construction drawings before proceeding with the next steps.
'The overall plans for Shah Alam Sports Complex have been approved.
'However, we must review the detailed drawings to verify if there are any changes,' he said. — By EDWARD RAJENDRA

KUALA LUMPUR: Rakuten Trade Sdn Bhd is maintaining its BUY call on ITMAX System Bhd with a target price of RM5.01, citing the company's rapid market expansion, robust order book, and solid earnings visibility as catalysts for sustained growth. The valuation is based on a discounted cash flow model with an 8.2 per cent weighted average cost of capital and a 3 per cent terminal growth rate. The broking projects core net earnings of RM85.1 million for the financial year 2025 (FY2025) and RM101.4 million for FY2026, underpinned by what it calls "one of the most compelling urban digitalisation plays in Malaysia." Key growth drivers include rapid contract wins in Selangor, entrenched leadership in Johor, recurring income streams from long-term concessions, and a record RM1.598 billion unbilled order book, backed by a net cash balance sheet. ITMAX has entered Selangor's smart city landscape in force, securing two landmark contracts for the Selangor Intelligent Parking (SIP) system from Subang Jaya City Council (MBSJ) and Shah Alam City Council (MBSA) – marking its first major foothold in Malaysia's most urbanised state. Johor Bahru's steady urban expansion is projected to increase junctions by about 5 per cent annually, while CCTV demand could surge from the current 500 units to around 34,000, highlighting significant untapped growth potential. With high-value contract momentum in Selangor, entrenched market share in Johor, and a scalable technology platform aligned with state smart city agendas, ITMAX is positioned for long-term growth. Itmax poised for more smart parking wins in Johor, Selangor
KUALA LUMPUR: Itmax System Bhd is expected to strengthen its position in Malaysia's smart parking market, with HLIB Research forecasting additional contract wins in both Johor and Selangor in the coming months. This follows Itmax's latest appointment to operate the Selangor intelligent parking (SIP) system and manage parking compounds for Majlis Bandaraya Shah Alam (MBSA) under a 10-year contract, extendable by five years. The latest job win marks the group's second smart parking deal in Selangor, adding 50,000 operational bays and bringing its total in the state to approximately 100,000. HLIB Research said MBSA manages about 80,000 gazetted parking bays, though only about 50,000 are currently operational. The firm said its back-of-the-envelope estimates suggest this region could contribute around RM4.1 million to the group's bottom line. HLIB Research said Itmax has secured seven out of 16 councils in Johor for smart parking so far. "We believe the group is well-positioned to progressively secure additional councils, particularly with Johor's push for a single system policy, which requires one vendor to manage CCTV, smart traffic lights and smart parking - ensuring streamlined operations across the state. "In Selangor, we understand that Rantaian Mesra was appointed by Menteri Besar Incorporation to spearhead the first phase of the SIP, covering MBSJ, MBSA, MPS and MBPJ," it said. The firm added that MPS and MBPJ have yet to appoint an operator for SIP and securing these regions would be significant to Itmax, given the sizeable earnings potential, with Selangor boasting an estimated 200,000 to 300,000 gazetted parking spaces HLIB Research kept its "Buy" call on Itmax with a target price of RM5.17, which factors in a weighted average cost of capital (WACC) of 7.2 per cent and a terminal growth rate of 3.0 per cent. "Our terminal growth assumption reflects the long runway for CCTV deployment across Malaysia, supported by the national digitalisation and smart city initiatives," the firm added. HLIB Research said Itmax's current rollout of 10,000 CCTV units for DBKL is dwarfed by Singapore's 90,000, with Singapore targeting 200,000 units by 2030.

MPS wants orderly implementation of SIP

This follows the planned implementation of the new system in three local councils in the state, including MPS, on Aug 1. 'A coordination meeting between MPS and the new concessionaire was held on Aug 6 to discuss technical and operational matters, including payment systems and enforcement procedures. 'The new parking management system aims to be more systematic and efficient,' said MPS Corporate Department director Zulaina Abu Talib. She reiterated MPS' commitment to transparency and service delivery, adding that all efforts would prioritise the convenience of users and the needs of Selayang ratepayers. It is to streamline parking management under a public-private concession. Currently, the first phase of SIP has proceeded with Subang Jaya, Shah Alam and Selayang. Meanwhile, negotiations with MBPJ is still ongoing for the implementation in Petaling Jaya. The parking system is operated by Rantaian Mesra Sdn Bhd, a wholly-owned unit of Menteri Besar Selangor Incorporated (MBI), under a 10-year concession with local councils and a private partner. Revenue is split 50% to the concessionaire, 40% to the local council and 10% to MBI. Enforcement will be carried out by the concessionaire in cooperation with the respective councils. In a new development, ITMax System Bhd has announced that its 70%-owned subsidiary Selmax Sdn Bhd has been appointed by MBSJ and MBSA to be the SIP operator in partnership with Rantaian Mesra. ITMAX, in a media statement, said that under the SIP, Selmax would be responsible for deploying, managing and operating all gazetted carpark spaces under both local authorities' jurisdiction. The 10-year appointment also includes a five-year extension option. A StarMetro report on Aug 7 highlighted that the early implementation has been slow, with unclear enforcement and poor communication leading to confusion among stakeholders such as residents and traders. Some of them worried about potential fee hikes and smartphone-based payments, while several councillors raised the risk of local councils losing revenue.
