Don't get scammed after a disaster

Richard Kipling loved his sweet 1926 Spanish-style house in the Altadena area of Los Angeles. 'We entertained in that home. We had our children come to visit us in that home. It was home, capital H-O-M-E,' he said.
Kipling and his wife, Alison Sowden, were out of town Jan. 8 when they heard about the Eaton fire and texted their neighbor that morning. By noon, their house had burned to the ground.
To make the sting of losing photos and journals even worse, when Sowden and Kipling called FEMA to receive their initial $770 cash payment for incidentals two days later, they were told someone had already applied for help under their address. They were transferred to the fraud department, where they waited on hold for more than an hour before giving up. They later received their payment and assume the record has been corrected.
Scammers are like cockroaches: You might be able to get rid of some of them, but they're always out there, lurking in the dark, waiting for the next opportunity.
There are only 4,500 species of cockroaches, but an infinite number of scams.
'We know for sure that there are scammers impersonating FEMA officers and impersonating the Red Cross,' said Steph Carroll, directing attorney for Consumer Rights and Economic Justice for Public Counsel, a nonprofit public-interest law firm in Los Angeles.
Together, the Palisades and Eaton fires destroyed more than 16,0000 and damaged about 2,000 homes, schools and businesses, leaving residents to compete for services and resources.
One of the first calls displaced people make is to their insurance company — but as in Kipling's case, someone else may have gotten there first by mining their information, possibly from a data breach, third-party blacklist or by using phishing tactics, said Loretta Worters of the Insurance Information Institute.
Scams can also target those who want to help their neighbors in need. Fr. Marcos Gonzalez of St. Andrew Church in Pasadena says that after the fire, an email soliciting donations went out under Gonzalez's name — but from an IP address in the United Kingdom.
'Every single priest I know has the same problem because our names, telephone numbers and emails are all very public, and so people can just go on any parish website,' he said.
The church is offering grants for fire victims, but because so many fraudsters try to get a piece of that action, Gonzalez says they only honor in-person requests with ID and a full application.
Generous shoppers might also want to participate in charity offers from companies offering to support relief efforts through sales. Some things that seem questionable might actually be a cause for good.
Life Unplugged, a charity-driven apparel company based in Mount Pleasant, Michigan, created 'California Love,' a special line of shirts that supports the Salvation Army's wildfire recovery work with $40,000+ in donations. Owner Dylan Banagis says they frequently get questions about the veracity of the mission, but giving is part of the company's DNA. He advised wary consumers to check out customer reviews, social media and items sold by a company. A poor webpage design or scant internet presence are red flags.
And if you're truly in doubt about where your purchase profits go, you can always donate directly to the organizations you like.
When the threat of mass deportations collides with a demand to replace and repair nearly thousands of structures all at once, people might be anxious to begin rebuilding — but often, buyers are separated from their cash once they pay the contractor. California law states that contractors can only charge $1,000 or 10% of the project cost for a down payment, whichever is less, but panicked homeowners may skip over that to get going faster.
Atlanta attorney Ted Spaulding advises folks to make sure the contractor they hire is licensed and insured with workers' comp and general liability — and verify it. 'Even licensed contractors can cause problems. If a contractor is unlicensed, there is more risk because they likely haven't paid for proper insurance and therefore the homeowner could be on the hook if someone gets injured on your property,' he said.
It's confusing if your insurance company or FEMA is contacting you to get the ball rolling on recovery — it could be legitimate, or maybe not. Rigorous checking in the form of visiting their official websites, searching for the person's name and number online and checking with a representative you've previously worked with are all ways to vet for the truth.
Worters, of the Insurance Information Institute, suggests contacting the National Insurance Crime Bureau if you feel you've been taken by an insurance scam.
You may also feel hounded by lawyers who want to set up a lawsuit on your behalf. 'You should be dealing with your insurance company, but nobody right now could need a lawyer,' Carroll from Public Counsel said.
Research the attorney, ask people you know for referrals and check the websites of the state bar and the National Association of Consumer Advocates. Don't sign anything right away without thoroughly understanding the contract. If you feel pressured, walk away.
Kipling and Sowden attended a 'public meeting' for fire victims, but it was actually a pitch by law firms to join a class-action suit in which the firm would take 25% of the awards — a discount from their usual 35%. They walked out.
'It comes back to caveat emptor,' Kipling said. 'It's a situation most people have never been through before, and hopefully we'll never have to confront again. But it's really pretty dangerous out there.'

Huerta, a long-time labor leader born and raised in Los Angeles County, has become the face of the pushback against Trump's effort to drive up immigration arrests. His case has also drawn attention to the longstanding ties between Democratic officials and the union that represents hundreds of thousands of janitors, security officers and other workers across California. After he was released, Huerta told reporters he did not intend to get arrested, and said the only way to win change is through nonviolence. 'This fight is ours, it's our community's, but it belongs to everyone,' Huerta said in Spanish. 'We all have to fight for them.' Protests broke out last week in Los Angeles in response to reports of immigration raids, and have escalated with thousands taking to the streets of the nation's second-largest city after Trump took the extraordinary move of deploying the National Guard. Over the weekend, demonstrators blocked a major freeway and set self-driving cars on fire as law enforcement used tear gas and rubber bullets to control the crowd. Huerta was arrested while law enforcement officers were executing a federal search warrant at a Los Angeles business suspected of hiring illegal immigrants and falsifying employment papers, a special agent for Homeland Security Investigations, which is part of Immigration and Customs Enforcement, wrote in a federal court filing. A crowd of people including Huerta gathered outside the business yelling at the officers. Huerta sat down in front of a vehicular gate and encouraged others to walk in circles to try to prevent law enforcement from going in or out, the agent wrote, adding it was clear 'he and the others had planned in advance of arrival to disrupt the operation.' A law enforcement officer approached Huerta and told him to leave, then put his hands on Huerta to move him out of the way of a vehicle, the agent wrote. Huerta pushed back and the officer pushed Huerta to the ground and arrested him, according to the filing. 'Let me be clear: I don't care who you are—if you impede federal agents, you will be arrested and prosecuted,' Bill Essayli, U.S. Attorney in Los Angeles, said in a post on the social platform X. 'No one has the right to assault, obstruct, or interfere with federal authorities carrying out their duties.' Messages left for Huerta's attorney, Marilyn Bednarski, have not been returned. Senate Democratic Leader Chuck Schumer and California's two Democratic senators wrote a letter to federal officials demanding answers regarding Huerta's arrest. California Sen. 'It is deeply troubling that a U.S. citizen, union leader, and upstanding member of the Los Angeles community continues to be detained by the federal government for exercising his rights to observe immigration enforcement,' the senators wrote. He was honored during the Obama administration for his efforts to build an immigrant integration program that included English classes for union members. Huerta was injured during Friday's arrest, the union said on its website. In a statement, the SEIU condemned the immigration raids and said its members will continue to demonstrate for workers' rights.

Advocates on Monday denounced a recent immigration enforcement raid carried out by Homeland Security Investigations agents that led to the arrests of 11 workers at a southeastern New Mexico dairy farm. María Romano, coordinator of the Lea County office of the New Mexico worker and immigrant rights organization Somos Un Pueblo Unido, said the raid in Lovington — the first of her knowledge in the area — has stoked fear among immigrant communities as tensions surrounding immigration enforcement spike nationwide. "People are sad. They're angry. But more than anything, they're scared," Romano said in an interview in Spanish. In a June 4 post on X, formerly Twitter, the El Paso field office of Homeland Security Investigations — the federal law enforcement agency housed within U.S. Immigration and Customs Enforcement — announced agents had arrested 11 "illegal aliens for violations of fraud & misuse of visas, permits & other documents" during a raid at Outlook Dairy in Lovington. ICE's Facebook page noted the raid in a post Saturday, adding, "Criminal employers who hire illegal workers put other employees and our communities at risk. Plus, they undercut their competition by exploiting illegal alien labor, making it harder for legitimate American businesses to stay afloat." Outlook Dairy manager Isaak Bos declined to comment on the raid when contacted by The New Mexican on Monday. He told the Albuquerque Journal the workers provided false paperwork. Of the 11 people arrested during the raid, Romano said 10 were from Guatemala and one was from Mexico. While she doesn't know where the Guatemalans are currently, she said, she believes the Mexican worker is now back in Mexico. ICE did not immediately respond to The New Mexican's request for more information on the raid, including the location of the 11 people arrested. The Lovington raid and Romano's response to it come amid rising tensions between federal immigration enforcement and immigrant communities across the U.S. Thousands of protesters took to the streets in Los Angeles over the weekend to denounce the Trump administration's immigration crackdown. President Donald Trump deployed hundreds of National Guard troops to quell the demonstrations, while California Gov. Gavin Newsom announced plans to sue the president over the move, calling it an "unmistakable step toward authoritarianism" in a social media post Monday. U.S. Rep. Gabe Vasquez, a Democrat who represents much of the southern half of the state, on Monday advocated for the Trump administration to "reverse course to restore peace" and maintain focus on reforming the "broken" immigration system. "Raiding workplaces, turning federal agents and the military against American citizens, and transforming our streets into war zones is not how we enforce our immigration laws," Vasquez said in a statement. He added, "We need real immigration reform rooted in due process, public safety, and compassion, not inflamed tensions and conflicts in the street.' In response to the Lovington raid, Somos Un Pueblo Unido issued a news release calling on local and state officials to "push for humane immigration laws" while demanding transparency from ICE and protecting "the rights of all New Mexicans, regardless of immigration status." The organization also provides materials and organizes workshops to ensure immigrants know — and know how to exercise — their civil rights. It's something Romano encourages people to do. "We've spent many years telling people: 'Understand your rights. Learn your rights. Even if you're undocumented, you have rights,' " she said. Romano added, "We have to be very well-informed about our rights and avoid any missteps — because we already know where we'll end up."

DENVER (KDVR) — Colorado is one of 16 states that have sued the Trump administration over its plan to allow the sale of forced-reset triggers that make semiautomatic rifles fire more rapidly and return devices already seized to their owners. The suit announced Monday argues that returning the triggers would violate federal law, pose a threat to residents and law enforcement and worsen gun violence. It was filed in federal court in Maryland. Governor signs bill requiring training for semiautomatic guns, banning rapid-fire conversion devices 'It's hard enough for our local law enforcement officials to protect Colorado communities from gun violence without the federal government willfully ignoring the law,' said Attorney General Weiser. 'The law is clear: machine guns, and devices that turn a semiautomatic weapon into a machine gun, are illegal. We're suing to stop the ATF and the administration from making our communities more dangerous by distributing thousands of devices that turn firearms into weapons of war. These weapons have no place in our communities, and I will continue to fight to keep Coloradans safe from gun violence.' The Colorado law banning the sale of rapid-fire conversion devices, including forced-reset triggers, was signed into law in April and will go into effect on Aug. 1, 2026. Second Amendment supporters have called on the U.S. Attorney General to investigate the measure as an infringement on the U.S. Constitution. Weiser said in a release announcing the state's participation in the lawsuit that machine gun conversion devices like the forced-reset triggers are frequently used in violent crimes and mass shootings. The state attorney general said that by using these devices, firearms can exceed the rate of fire of many military machine guns. 'ATF has noted a significant rise in the use of these types of devices, leading to incidents of machine-gun fire increasing by 1,400% from 2019 through 2021,' Weiser said in a press release. There had been several legal battles over the devices, which replace the typical trigger on an AR-15-style rifle. The Biden administration had previously argued the triggers qualify as machine guns under federal law because constant finger pressure on the triggers will keep a rifle firing, essentially creating an illegal machine gun. The ATF previously classified the triggers as machine guns, but under a directive from the Trump Administration, the bureau signed the settlement agreement that promises to stop enforcing federal law against the devices. New requirements begin July 1 for Colorado concealed carry permits Rare Breed Triggers, the maker of the devices, had argued that the Bureau of Alcohol, Tobacco, Firearms and Explosives was wrong in its classification and ignored demands to stop selling the triggers before being sued by the Biden administration. The Justice Department reached a deal announced last month with Rare Breed Triggers to allow the sale of forced-reset triggers. The company was previously represented by David Warrington, Trump's current White House counsel. Under the settlement, Rare Breed Triggers agreed not to develop such devices to be used on handguns, according to the Justice Department. The settlement requires the ATF to return triggers that it had seized or that owners had voluntarily surrendered to the government. The states' lawsuit is being led by the attorneys general of Delaware, Maryland and New Jersey. Other states involved are Colorado, Hawaii, Illinois, Maine, Massachusetts, Michigan, Minnesota, Nevada, Oregon, Rhode Island, Vermont, Washington, along with the District of Columbia.
