
'Huge red flags' over Lake Hāwea liquor store

People in the small township of Lake Hāwea near Wānaka are objecting to plans for its first stand-alone bottle shop.
Queenstown Lakes District Council approved a non-notified resource consent application for a Super Liquor store in the Longview subdivision earlier this month. The retailer has now applied for a liquor licence.
Lisa Riley, whose family moved from Wellington to Lake Hāwea 18 months ago, said the store would be too close to a children's playground and a school bus stop.
"It is going to be just metres away from where my son catches his school bus and in close proximity to the playground where he plays.
"He rides his bike around the neighbourhood, we walk our dog nearby, and it's right at the gateway of our neighbourhood," she said.
"That raises huge red flags for me. It's not about opposing alcohol in general, it is about how close this is to our children every day and how it exposes them to that."
Local Warren Chinn said the bottle shop was unnecessary because three businesses already sold alcohol in Lake Hāwea: Hāwea Store & Kitchen, Lake Hāwea Hotel and Fresh Choice supermarket.
"If people want higher-strength alcohol they can go to Wānaka where there are at least three hard-liquor shops," he said.
"We could do with more useful shops - certainly not a shop that encourages getting boozed."
The public had until June 23 to lodge any objections to the liquor licence application.
Queenstown Lakes District Council said the Super Liquor store was approved in accordance with the Resource Management Act and district plan provisions that zoned the site as a local shopping centre.
"This zoning permits retail activities - defined as the direct sale or hire of goods to the public - as of right, provided the development meets the relevant planning rules," a spokesperson said.
"It is important to clarify that under the PDP (proposed district plan), council cannot regulate or prioritise types of retail activity (eg. groceries vs liquor) within such a zone as long as the activity falls within the defined and permitted use.
"In this case, the proposed development met the retail activity definition."

A Super Liquor spokesperson said each liquor licence application process was an opportunity for the prospective franchisee and the community to be heard.
"In this case, the operator making the application at Lake Hāwea is one our most experienced franchisees with a great reputation for the stores they already operate throughout Central Otago," they said.
The council said minor district plan rule breaches meant resource consent was required, including the size of the building, signs and access, but the application did not need to be publicly notified.
Public notices about the liquor licence application were published on the council website and would be placed on fences or boardings surrounding the proposed site and advertised in local newspapers, the council said.
Resident Kim Knight said she was surprised the council had not consulted the public about the resource consent.
"I don't understand why the community wasn't consulted first as to what shops and facilities they would like and need. Wouldn't that be the sensible thing to do?" she said.
"This is a whole cultural, societal issue in the country at large. It's indicative of a society that says it is okay to have a liquor store in a place like Hāwea and not even consult the community first."
Communities Against Alcohol Harm spokesperson Liz Gordon said it was common for liquor stores to be included in developments and for resource consent to be granted without being publicly notified.
She said Super Liquor would sell a wider range of alcohol compared to existing stores and could be problematic for the popular holiday destination.
"It is going to lead to an increase in alcohol-related litter, alcohol-related harm late at night and so on, perhaps in the New Year and perhaps where people are camping," she said.
"The other issue is the subdivision itself has got hundreds of tiny sections and includes a significant area where people can buy lower-cost housing.
"We are not talking here about a huge lake-side development, we're talking about a pokey little subdivision with hundreds and eventually a couple thousand houses that aren't built yet, having its own liquor store."
District councillor Cody Tucker, who lived in Lake Hāwea, said he had been approached by a number of people concerned about the bottle shop and its proximity to the playground.
"A lot of people for a long time have been asking for commercial facilities out in Hāwea, its been a long time coming, and I think it has been a bit of surprise this is the first cab off the rank," he said.
"Council as a consenting authority has an obligation to follow its statutory responsibilities. I appreciate that an alcohol store feels like a high area of interest, but there are still the roles and responsibilities of being a consenting authority in a free market economy."

How the Glenorchy airstrip operates is about to come under the spotlight. The Queenstown Lakes District Council is consulting on a draft Glenorchy Airstrip Reserve Management Plan 2025 which outlines how the council will manage the airstrip on behalf of users and the Glenorchy community. The council's principal parks planner Jeannie Galavazi urged anyone with an interest in local aviation, airstrip users and the wider community, especially those based in the Glenorchy area, to read the plan and share their views in a submission. ''The existing plan was adopted in 2016. Since this time, QLDC has worked alongside the community and local operators to implement new management processes and make improvements at the airstrip,'' she said in a statement. ''We now need a more future focused plan that is aligned with the Resource Management Act noise contour that became operative in 2021 and the community's long-term needs,'' Mrs Galavazi said. The draft plan has been guided by initial feedback from the Glenorchy community and stakeholders, including commercial operators and others in the aviation industry. The airstrip was established in 1953 to service the Glenorchy area. Significant community consultation on the use of the airstrip has occurred since the land was vested in the district council. Commercial use is controlled through leases and licences. There is only one commercial lease in place at the reserve, held by Action Helicopters for two helipads and associated storage containers. Action Helicopters is the only operator that uses the airstrip and the Glenorchy township as a permanent base, and it accounts for approximately 67% of the total annual aircraft movements. A commercial skydiving operator was previously based at the airstrip but has since relocated and now only does the occasional training flight. Commercial skydiving is not supported by the majority of the Glenorchy community. Noise generated from skydiving was particularly annoying as planes fly right over the township and out to Blanket Bay, the draft plan says. The maximum limit set for aircraft movements is 5400 movements or 2200 flights. In 2024 there were 2662 movements (1331 flights) with commercial operators, including itinerant operators, accounting for about 95% of the total flights. Funding and user charges, carbon and noise emissions and governance are among the policies included in the draft. Submissions on the draft plan close on August 8, with hearings set for later in the month.

Together Towards Zero Waste And A Circular Economy Queenstown Lakes District Council (QLDC) has today released its draft Waste Management and Minimisation Plan (WMMP) and is asking the community to have its say during the public consultation from today until 30 June, with the ambitious goal of creating a waste-free future for our district. After being adopted for consultation by Council yesterday, the draft WMMP outlines a bold vision to move together towards zero waste and a circular economy. The plan focuses on an approach that avoids waste altogether by changing our behaviours, or manages waste and used materials better with the right tools, services, and facilities. As part of developing the draft, QLDC hosted stakeholder workshops and a public webinar in September 2024. Input from these sessions helped shape the priorities and actions outlined in the plan. 'We've worked with key groups in our community to shape a new direction for how we respond to the waste challenges in our district. Council has an important part to play in leading this work, but minimising our waste will require our community to work together, collaborating on opportunities and making change happen," said Cllr Gavin Bartlett, QLDC Infrastructure Committee Chair and member of the waste working group. Although legislation requires Council to write the WMMP, the plan will only be successful if everyone in our community works together to make it happen. 'Changing the story of how our district's waste is minimised or managed relies on working together on innovative but achievable solutions. This WMMP is a draft, and we invite everyone to provide feedback on whether you think these are the right actions to take, together,' said Sophie Mander, QLDC Strategy Planning Manager (Waste Minimisation). The plan is updated every six years under the Waste Minimisation Act 2008 and outlines how the district will manage and reduce waste. Since the 2018 plan was adopted, progress has included a new three-bin kerbside collection service, boosted public education, introduced community composting hubs and the annual Waste Minimisation Community Fund, and furthered a commitment to a future kerbside organics collection. Partnerships with local organisations including Wastebusters, Sustainable Queenstown, and Wao have also been key to helping reduce waste. 'Progress has been made, but there's still a long way to go,' said Sophie. 'This is a crucial opportunity for the community to help us define the next chapter.' Community members can explore the plan and contribute further via an online engagement platform. Various public engagement opportunities will also be held over June.

Stratford District Council Rates Increase For 2025/26 Stays On Track From Long Term Plan Forecast
Stratford District Council (SDC) has adopted its Annual Plan 2025/26 with an average rates increase of 6.9%. Chief Executive Sven Hanne says, 'After a period of significant project delivery, as well as significant cost increases across most of our operations as a result of record-high inflation, things are now starting to look a bit more settled, and this is apparent in our annual planning for 2025/26.' 'While there are still some unders and overs in the individual budgets, we're pleased to have been able to maintain the overall rates increase for this Annual Plan at 6.9% as originally forecast in year 2 of the Long Term Plan 2024-2034,' says Sven. The Long Term Plan 2024-34 adopted a streamlined approach to the delivery of council services, in recognition of the strained economic environment and a significant reduction in external funding available to council. The Annual Plan 2025/26 realises that vision, with the next 12 months focused on maintaining existing infrastructure and continuing to replace assets when they come to the end of their life. 'It's about being realistic and prioritising our core service areas,' says Sven. 'Two notable exceptions from this will be the upgrade of Prospero Place, Stratford's town square, and the extension of Council's residential subdivision,' he says. The Prospero Place project has been a few years in the making and is now in full flight with draft plans being share with the community this month, and work expected to begin before the end of the calendar year. The residential subdvision is a continuation of the previous council subdivision off Pembroke Road with 2025/26 focused on preparing the site for the delivery of infrastructure, such as roading, water and wastewater. Progressing the outcome of the Local Water Done Well reforms will also be a key area of attention for SDC staff and elected members alike. Both options being consulted on in May 2025 will require additional work across the 2025/26 year, with financial investment from the following year, 2026/27. Outside of Local Water Done Well, SDC is awaiting the outcomes of the Resource Management Act and changes to the Building Act. These are likely to have a big influence on the way all councils operate in the regulatory space, setting a new direction for the delivery of consenting and building services. As part of the Annual Plan adoption, minor changes were made to the Fees and Charges Schedule across building services, parking, solid waste, and sale and supply of alcohol. Elected Members will continue to work hard to maintain a balanced and realistic approach that manages the needs and wants of our community against our financial performance.
