Gamuda-PKNPk JV secures Kerian water treatment project from Perak govt

KUALA LUMPUR: Gamuda Bhd, in collaboration with the Perak State Development Corporation (PKNPk), has received a letter of appointment from the Perak state government for the development and operation of water treatment and distribution infrastructure in Kerian.
In a filing with Bursa Malaysia today, the engineering and construction group said under the terms of the appointment, the PKNPk-Gamuda joint venture (JV) would carry out the project on a privatisation basis with a minimum 40-year operation period.
The scope includes the development and operation of water treatment and distribution infrastructure in the Kerian district, as well as the supply of treated water to the Kerian Integrated Green Industrial Park (KIGIP) and sale of excess treated water to the neighbouring state of Penang.
The infrastructure forms part of the broader Northern Perak Water Supply Scheme (NPWSS) which has a total development value of RM5 billion, a strategic initiative by the Perak state and federal governments to address long-standing water shortages for irrigation, domestic and industrial use in the region.
"A privatisation agreement is expected to be finalised within 90 days from the date of the JV's appointment to ensure the objective of completing the scheme by 2030 can be achieved," said Gamuda.
The development is subject to approval from the relevant regulatory authorities, it said.
PKNPk is a statutory body established by the Perak state government in 1967 under the Perak State Development Corporation Enactment No. 3, 1967.
It serves as the state's principal agency for driving socioeconomic development and investment.
Gamuda said that it would keep Bursa Malaysia Securities Bhd informed of any further material developments. — BERNAMA

SHAH ALAM: A former accountant of early childhood education company Little Caliphs International Sdn Bhd was charged in the Shah Alam Sessions Court today with six counts of money laundering involving RM216,478. Rafidah Basar, 29, pleaded not guilty before Judge Muhamad Anas Mahadzir. On the first charge, she is accused of transferring RM162,000 in illegal proceeds from her CIMB Bank account to her Maybank Islamic account after deceiving an individual into believing the money was for the company's zakat payment. She also faces five counts of receiving RM54,478 in criminal proceeds into her Maybank Islamic and CIMB accounts after similarly deceiving the same person. The offences were allegedly committed at CIMB and Maybank Islamic branches in Shah Alam between Aug 30, 2023, and Mar 4, 2024. She was charged under Section 4(1)(b) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001. The offence carries a maximum jail term of 15 years and a fine of at least five times the value of the illicit proceeds or RM5 million, whichever is higher, upon conviction. Deputy public prosecutor V. Manjira offered bail of RM60,000 for the six charges, with the condition that the accused surrender her passport to the court. Defence counsel Iqmal Jamal sought bail of RM10,000 for all charges, citing that his client earns only RM1,000–RM2,000 a month helping her mother sell local cakes. He also noted her full cooperation during the investigation. The court set bail at RM12,000 with two sureties for all charges, and imposed an order against contacting prosecution witnesses. He emphasised the need to prioritise local contractors in the project's implementation. The Ministry of Energy Transition and Water Transformation has agreed to involve PKNPk and Gamuda as project implementers. Saarani shared these details during a press conference after the Customer Day Programme at Teluk Intan Municipal Council Hall. The RM6.2 billion project, a joint venture between PKNPk and Gamuda Bhd, aims to boost economic benefits for Perak residents. Workshops with state representatives helped finalise the project alignment to meet Perak's water demands. The initiative will support agricultural irrigation in northern Perak and supply water to the Kerian Integrated Green Industrial Park (KIGIP). TELUK INTAN, Aug 11 — The Cabinet paper on the implementation of the water transfer project to Bukit Merah to address the critical water shortage problem in northern Perak will be brought to this week's cabinet meeting. Menteri Besar Datuk Seri Saarani Mohamad said the paper took into account requests and comments from the state government because the water supply is the state's right and his party knows the best course of action for the project. 'The implementation process also needs to give importance to contractors in the state. We have decided that the Ministry of Energy Transition and Water Transformation should agree to the collaboration of PKNPk (Perak State Development Corporation) and Gamuda as the implementers, taking into account the involvement of local small contractors,' he said. He said this at a press conference after the Customer Day Programme at Teluk Intan Municipal Council Hall, Langkap here today. Saarani said the water transfer project from Sungai Perak to Bukit Merah, which was implemented through a joint venture (JV) between PKNPk and Gamuda Bhd, costing about RM6.2 billion, was seen to provide economic benefits to the people of the state. According to Saarani, the project alignment was determined as a result of a series of workshops involving state government representatives to ensure its implementation meets the state's water needs. He said the project would benefit the agricultural irrigation system in northern Perak and meet the water needs of the Kerian Integrated Green Industrial Park (KIGIP) in the Kerian district. 'I hope this project can be expedited because we want to solve the problem of agricultural irrigation in the north and help with KIGIP's water needs. The project will supply treated water to the Kerian Integrated Green Industrial Park (KIGIP), while the surplus supply will be channeled to Penang.
