
Inspections at 7 Glasgow homeless hotels find 'defects'
Environmental health inspections at a number of hotels and B&Bs used for homeless people in Glasgow have led to 'defects and issues' being identified.
Last year, the Glasgow Times launched the End the Homeless Hotel Shame campaign to highlight the conditions people were enduring when in need of accommodation.
One of the asks of the campaign was for the council to carry out an inspection regime to ensure owners, who are paid millions of pounds a year, comply with decent standards.
In the last year, from April 2024 to March 2025, the council paid more than £45 million to private hotels and B&B owners in the city.
The campaign heard firsthand from people who lived in the hotels and they reported dirty conditions with stained mattresses and bedding, rats and mice and drug taking and violence going unchecked.
The council has revealed it started an inspection programme in November last year and has carried out 18 visits on seven properties up until April this year.
Inspections undertaken focused on: Management of Legionella; Asbestos Management Plans; Health & Safety; Management of Hazardous substances; Inspection Checklists; Cleanliness; Pest control; Management of Falls from Height; Window Restrictors etc.
Pat Togher, chief officer, Glasgow City Health and Social Care Partnership, has revealed the inspections in a report to councillors.
He said: 'A summary of the seven inspections noted a number of defects and or issues that have been identified by Environmental Services staff.
'The defects and or issues were not uniformly identified across all the sites. Each site inspected, demonstrated varying degrees of compliance and understanding of requirements and legislation.
'In response to the inspections and continued dialogue with the HSCP the management of the hotels and bed & breakfast have all responded positively and constructively to the inspection reports and subsequent recommendations.
'This has resulted in no enforcement notices being served on the owners of the establishments with all owners welcoming and embracing the recommendations.
'They have reacted quickly to address any issues highlighted to them following the Inspections.'
He added: 'There is now a greater understanding of what is required with regards to the management of health and safety within the hotels and bed & breakfast sites. Consequently, HSCP staff are now also better equipped to understand key areas to note when visiting establishments and engaging with hotel and bed & breakfast managers.'

It all started when Arthur had to get a few of his upper left teeth removed after some had cracked and went through to his root, causing a sinus infection. He had to have surgery on his sinuses to clear pus from the infected tooth. In order to carry out the surgery and drain his sinuses, the 'gentle giant' had to have a hole drilled through a bone in his forehead. A few days later, pus started to pour from the hole. Arthur was given antibiotics and a device was fitted which had to be flushed daily and was designed to drain the pus. But when the family flushed the mechanism, the pus was just coming out of his nose. From there, things began to get worse for Arthur. Joanna explained: "He became really sick and the bacteria in him was resistant to loads of antibiotics. "The vets put him on different medications but nothing worked and it was a struggle to get on top of the infection. "He had to go back into hospital for four weeks, where he then developed an oro-nasal fistulae and a fungal infection. "Some of Arthur's bone had become damaged and diseased, so the vets had to rebuild the bone with specific cement which is extremely expensive." Arthur's initial surgery and tooth extraction were over £2000 along with over another £1000 for veterinary aftercare. Meanwhile, the CT scan was around £1300 and the current bill for his ongoing treatment and inpatient care is around £2000 and climbing daily. Joanna added that insurance isn't an option, and even if it had been, the limit would already have been long surpassed by now. Over £3,000 has so far been donated via the crowdfunder. Speaking on the donations, an emotional Joanna said: "I can't believe how kind people have been. "There are strangers out there who do not know us but have been so unbelievably kind." (Image: Pictures taken by Gordon Terris, Newsquest) Due to how high the bills were, the family were asked if they wanted to consider putting Arthur down but the family knew he had more life in him and could not, in good conscience, euthanise him. However, this got the family thinking of how many horses could be put down due to people not having the money to treat their beloved animals. Off the back of this, the family plan to use any leftover money donated to set up a fund with the vets which someone in their position can use. They also plan to do some fundraising events to raise even more for the fund. Joanna said: "The thought of people putting their horses to sleep because they can't afford bills is heartbreaking. "Hopefully we have some money left and can raise some through events which can help whoever finds themselves in a similar position to us." Glasgow City Council criticised over working hours lost to stress
Data obtained through a Freedom of Information request has revealed that in 2024 alone, the local authority had to cope with 1612 instances of absence – the highest figure since 2017. The document also revealed that already in 2025, at least 636 reports of stress-related sickness have been lodged as departments face an ever-increasing workload across education, children's services, social care and health. The figures show that the cumulative time annually lost due to stress has been steadily rising, going up from 963 instances of absence in 2017 to 1478 in 2023. The total number between 2017 and now is a staggering 10,192. Drumchapel and Anniesland councillor Paul Carey BEM believes the data is the result of excessive demands being placed on already-stretched frontline staff. He says people are being asked to cope with a growing burden of more and more work and that these new figures must act as a 'wake-up call' to council chiefs. Cllr Paul Carey (Image: Colin Mearns) He told the Glasgow Times: 'It is not surprising to me that stress-induced absence among staff has continued to rise year upon year. Council bosses must pay close attention to this because we have already experienced a worrying shortfall of teachers, cleaning workers, classroom assistants and home-helps. If more people are off sick, this becomes a vicious circle because those left to pick up the slack then also end up struggling. 'The figures clearly show that frontline workers are being stretched to their absolute limit and feel so stressed out they are forced to take time away from their jobs to recover.' He added: 'I am constantly hearing from employees who feel under strain because of the pressure around their roles. Years of cuts to budgets has piled on the pressure and it's clear from the data here that much of the council's workforce feels exhausted.' However, council bosses say they are committed to supporting staff whose health and wellbeing is being impacted in any way by stress. A spokesperson added: 'Our priority is providing a supportive work environment for all employees. 'Our absence policy focuses on early intervention and supporting staff with their health and wellbeing. The council also has a counselling and information service available to support employees, and line managers are instructed to ensure staff are aware of it and know how to access the help it can provide. 'The council is a large organisation - the largest local authority in the country - with over 25,000 employees and this is reflected in these figures.' We previously told how the cash-strapped local authority was under-fire after paying out more than half a million pounds to staff injured in workplace accidents. READ NEXT: Glasgow City Council paid £600k to employees hurt at work The council has been forced to fork out an eye-watering £629,291 over the last three years to workers injured in slips, trips, falls and manual handling of defective equipment while at work. The highest pay out to staff was £447,487 in the financial year 2022/23, while £181,804 was handed to claimants during 2023/24. Physical injury was the most common reason for action being taken, with a total of 161 claims submitted. This number was followed by physical and psychological injuries, with 45 employees successfully lodging actions.
