
9k ‘non-functional' streetlights leave city's road woes, potholes in darkness & doubts
A theft reported on Dec 28, 2024, from Ashok Vihar's 80 Feet Road left lights non-functional for over seven months now, highlighting persistent gaps in maintenance.
Bhopal's Smart Lighting initiative, part of the Smart City project, monitors around 20,000 street lights via an integrated command center.
As of last Thursday 8:30 PM, only 74.34% of lights were operational, with 47.26% energy savings—translating to roughly 9,749 lights turned off in the city.
While the system promotes sustainability, its profit model ties operator earnings to energy conservation, making shutdowns financially advantageous.
Attempts to reach Bhopal Smart City Development Corporation Limited (BSCDCL) CEO were unsuccessful. A street lighting consultant acknowledged around 4,000 lights were non-functional, though monitoring data showed 9,749.
For instance, Link Road 1—from Board Office to Nanke Petrol Pump—has 280 lights. The system flagged 150 as off, but only 47 were actually shut down. Performance varies across zones. While 45 Bunglow, Aishbagh, and Chhola Mandir report 100% functionality, areas like Vidhya Nagar (36.26%), Link Roads 1–3 (38.02%), and Smart Road (51.68%) show significant outages. Ashok Vihar matches the city average at 74.64%, though its theft incident may have disrupted service.
Even in other localities like Tulsi Nagar, Kolar Road and others, residents have reported street lights not working properly, which not only makes navigation difficult but also makes them feel unsafe on city roads.

7 of 47 projects incomplete, Smart City shift to NMC begins
Nagpur: Of the 47 projects implemented under the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), seven remain incomplete as the agency prepares to wind up operations and transfer all assets to the Nagpur Municipal Corporation (NMC) by December 31, 2025. Nagpur, selected under the Centre's Smart Cities Mission in 2016, was initially expected to complete its projects by June 2021. The deadline was extended to June 2023, then June 2024, and finally to December 2025. Under the mission, NSSCDCL received Rs741.63 crore from the central govt, with projects divided into two key components: Rs524 crore Smart and Safe City Project which introduced 17 smart solutions including CCTV surveillance, an integrated command and control centre, and traffic monitoring systems; and the Rs741.62 crore area-based development (ABD) plan to revamp 1,743 acres in Pardi, Bharatwada, Bhandewadi and Punapur in East Nagpur. Funding was further boosted by then chief minister Devendra Fadnavis, who sanctioned Rs400 crore from the state govt for Smart and Safe City, while Rs124 crore came from the central Smart Cities fund. Additional municipal commissioner Vasumana Pant told TOI that the process to hand over projects, including the smart solutions component with 3,698 CCTV cameras installed across the city has already commenced. NMC has already entrusted KELTRON with the operation and maintenance of CCTV cameras for a period of five years. "NMC will pay Rs 25 crore per annum to the Kerala state-based firm for this purpose," Pant said. A decision is still pending on the robotics scavenger project, a mechanised drain-cleaning system, for which a seven-year operation and maintenance contract is proposed. While the CCTV network has proved vital for crime detection, traffic regulation and flood monitoring, other Smart City assets have fared poorly. The 65 smart kiosks installed in 2018 to provide citizens one-stop access to civic, state and central govt services remain non-functional due to the absence of integration with key departments. Despite having IT professionals, the NSSCDCL failed to ensure that these kiosks remain operational. Now these kiosks, installed with taxpayers' money, are lying defunct. Once the handover is complete, NMC will take on the responsibility for operating, maintaining, and monetising the entire Smart City infrastructure. With manpower shortages and financial constraints already weighing heavily on the civic body, experts warn that without proper planning, high-value assets could meet the same fate as the smart kiosks. Jhansi: In order to boost young entrepreneurs towards innovative startups, the RISE Jhansi Incubation Centre, a project under Jhansi Smart City, launched 'RISE Haat' by setting up permanent stalls for eighteen selected product-based startups on Independence Day, blending patriotism and entrepreneurship. These selected ventures, which are among seventy registered startups with RISE Jhansi, will have their permanent stalls and sales counters at the multi-storied incubation centre situated in the Nagar Nigam campus. The launch was conducted by the commissioner Bimal Kumar Dubey in the presence of mayor Bihari Lal Arya and municipal commissioner Satya Prakash. According to the officials, some of the prominent startups having their stalls include Organic Care India, TARA, Karnika Organics, Chatkara, Happy Pot, Rachnatmak Arts, Manupra Foods, Khula Dibba, Nirhari Handicrafts, Dhanush Digital, Bekar ko Aakar, Occult House, and Anjan Appliances. They will be displaying their products for sale. Commissioner Dubey said, "Recently, RISE Incubation Centre received official recognition from the state government under the StartUP initiative. Under this, several RISE startups achieved remarkable success and also received grants. In order to promote women entrepreneurs, a special SHE RISE is also being launched under the WEDC (Women Entrepreneurship Development Cell), which will provide a strong business foundation for women entrepreneurs.
