Festival promoter brands Royal Albert Hall levy scheme ‘ludicrous'

The promoter behind the Isle of Wight Festival has criticised the plan for a £1 levy on arena and stadium tickets that would help support grassroots venues.
This week, it was announced that the Royal Albert Hall in London would become the first 5,000+ capacity arena to commit to the LIVE Trust's £1 contribution supporting grassroots music across the UK.
From 1 October 2025, the price of tickets for commercial rock and pop concerts at the venue will include a £1 contribution, which will raise an estimated £300,000 per year for the LIVE Trust to support grassroots venues, promoters, festivals and artists.
The levy was proposed by the Music Venue Trust as a way of protecting the many small music venues around the UK – a vital platform for emerging artists – that are under threat of closure.
However, industry veteran Giddings – who has represented artists including The Police, Lady Gaga, The Corrs and Westlife, as well as promoting major tours by artists such as Madonna and The Rolling Stones – was dismissive of the venture, saying he believes it will not be of benefit to live music fans.
'I think the whole thing is bloody ludicrous,' he told The Independent. 'The fact is, you sell a ticket when you're a promoter, and it costs £15, £50, whatever. There's a booking fee, and now they're talking about an extra fee to go to small venues. But that's not the [Royal Albert] Hall or the artist caring about small venues: that's charging the general public. It's costing them more money for a ticket.'
A recent Music Fans' Voice survey showed that 93 per cent of fans agreed that £1 from every arena and stadium ticket should go to a fund that directly supports grassroots venues.
Meanwhile, data from LIVE revealed that 125 such venues were forced to shut down in 2023, while 78 festivals were cancelled the following year.
Tour dates have also seen a 50 per cent decline over the past three decades, as the regional grassroots system collapses. The typical tour circuit has halved in the past 30 years, from 22-date tours in 1994 to an average of just 11 dates last year.
'It's disgusting that [they're] trying to make themselves look good when they're not helping at all,' Giddings said of the venue scheme, while questioning how the funds from the levy would be distributed among the UK's grassroots spots.
He said that instead, artists themselves should do more to support the venues they first played in as emerging acts: 'If [bands] really care about small venues, they should go and play in small venues that helped them in their careers early on, and let the small venue keep all of the income. That's what they should do.
'And that way, you give the money directly to the venue. You're advertising the venue. It's a good PR story for the group. Everybody benefits.'
Giddings, who was named Festival Promoter of the Year at the FestForums awards in February, continued: 'Every artist in this country, band or single artist, has been through those small venues, and they've helped them in their career. That's where they [train] and learn how to do it, and they should go back and help them directly.'
A number of artists have already pledged their support to the Music Venue Trust scheme, including pop band Coldplay, who are donating 10 per cent of their earnings from their 2025 tour to the organisation.
Their involvement came after the British metal band Enter Shikari donated £1 from every ticket sold for their OVO Wembley Arena show in February last year. US pop star Katy Perry, who played some of her first UK shows in small venues such as Water Rats and Scala, contributed £1 to the MVT from every ticket sold for the UK leg of her Lifetimes tour.
Responding to Giddings's comments, Mark Davyd, CEO of the Music Venue Trust, told The Independent: 'Obviously I appreciate that John has not been as close to these extensive and protracted discussions about the necessity of a grassroots levy as some of his colleagues in the Concert Promoters Association or at Live Nation.
'That's a shame, because all of the issues and potential objections John raises have been fully covered, debated, and collectively resolved. The whole live music industry is united behind delivering the grassroots levy, and the way that we have agreed to do that is that everyone – promoters, ticketing companies, venues, agents, managers and artists – will all play their part in delivering it.'
He added: 'The lead taken by the Royal Albert Hall has been warmly welcomed right across the industry. It shows real leadership and it's a very positive step in making the levy a reality. The grassroots levy that the whole industry has agreed to, and the leadership shown by the Royal Albert Hall in moving that concept forward, is the positive change we need.'

The cortege carrying Ozzy Osbourne and his loved ones made a poignant detour down the road where he grew up – and where the star's name is still etched into brickwork beside his old front door. Two police outriders led the procession into Lodge Road, Aston – a side street less than a third of a mile from Villa Park's Trinity Road stand – during its journey into central Birmingham. The hearse and the following funeral cars slowed as they passed the property, adorned with a picture of Osbourne and numerous other tributes including a balloon, as a handful of fans and well-wishers paid their respects from the pavement. Speaking to the media before the cortege arrived, Mohabbat Ali Zaman, the owner of the terraced house where the then John Michael Osbourne was raised, paid tribute to the late music star as a 'legend' who was a 'true Brummie'. Clutching letters from countries including America and Germany sent to the house by Black Sabbath fans in recent days, Mr Zaman told how he was only thee months old when his parents bought the property from the Osbournes in the autumn of 1972. He also recalled how Osbourne – who was 'funny and good company' – sometimes phoned his family and asked to visit the property to reminisce. Mr Zaman, 53, said: 'My parents actually lived next door for a few years and they knew of the Osbournes and they did know that the child was into music because they used to hear music coming out of the house all the time. 'The house went up for sale at the time and my parents bought it.' Mr Zaman said he and his family were obviously not aware that Osbourne would 'become the legend that he is today' but were contacted in 1995 when the BBC was making a documentary. 'Then we thought wow – we did buy this house from his parents,' he said. 'And that's when the journey started. From that point on we started getting messages.' After pointing out the words 'John' and 'Iron Void' – the latter thought to be a potential band name – carved in the brickwork near the front door of the house, Mr Zaman added: 'People come here as tourists with candles and plaques.' Messages sent to the house's email – ozzyhousetribute@ – and letters delivered there are being passed on to the Osbourne family to ensure they receive any condolences directed to the property. Mr Zaman told reporters: 'For us it's quite important because we are trying to capture the final messages for Ozzy Osbourne that his family can have as part of condolences messages. 'Only last year we've had people from China, Russia and America and they do knock the door and then we talk to them about the house. 'It's been a journey. Whether the journey is going to continue or not we don't know. 'This year obviously because of his passing we've seen a lot of people actually come to the address and leave lots of beautiful messages and poems. 'Some of the messages you read make you think – he has actually changed people's lives through his songs and all the charity work he has done.'

BIRMINGHAM, England (AP) — The "home of metal" is honoring one of its most cherished sons. Thousands of Black Sabbath fans were paying their respects Wednesday to frontman Ozzy Osbourne as his hearse made its way through the streets of Birmingham, the English city where he grew up and where the band was formed in 1968. The hearse carrying Osbourne, who died last Tuesday at the age of 76, was making its way down Broad Street, the city's major thoroughfare, to the Black Sabbath bench, which was unveiled on the Broad Street canal bridge in 2019. 'Ozzy, Ozzy, Ozzy, oi, oi, oi,' fans screamed as the hearse arrived. Six vehicles carrying the Osbourne family, who paid for the procession, followed. The family emerged briefly, with his wife of 43 years Sharon visibly moved. Long-time fan Antony Hunt said it has been an 'emotional' day and that he wanted to be in the city to pay his respects. 'What's amazing is there's so many, such a wide variety of age groups, from little, little children, teenagers to people in their 60s, 70s, so it's great to see that,' he said. Since Osbourne's death was announced, fans have made pilgrimages to sites around Birmingham, which has embraced its reputation as the birthplace of heavy metal. Among his peers, the singer was metal's godfather. 'Ozzy was more than a music legend — he was a son of Birmingham," said city official Zafar Iqbal. 'We know how much this moment will mean to his fans." Osbourne and his Black Sabbath bandmates, Terence Butler, Tony Iommi and Bill Ward, were recently awarded the Freedom of the City in recognition of their services to Birmingham. Black Sabbath's story began in Birmingham in 1968 when the four original members were looking to escape a life of factory work. Without doubt, the sound and fury of heavy metal had its roots in the city's manufacturing heritage. Osbourne never forgot his working-class roots, and his Brummie accent remained. Black Sabbath has been widely credited with defining and popularizing the sound of heavy metal — aggressive, but full of melodies. Osbourne was the band's frontman during its peak period in the 1970s. His antics, on and off stage, were legendary, and often fueled by drink and drugs. He was widely known as the 'Prince of Darkness." The band's eponymous debut album in 1970 made the U.K. top 10 and paved the way for a string of hit albums, including 1971's 'Master of Reality' and 'Vol. 4' a year later. It went on to become one of the most influential and successful metal bands of all time, selling more than 75 million albums worldwide. At the final show on July 5, 42,000 fans watched the band perform for the first time in 20 years at Villa Park, home of the city's biggest soccer club, Aston Villa, with Osbourne seated on a black throne. Osbourne had been in poor health in recent years, especially after being diagnosed with Parkinson's disease in 2019.
