South Korea's former president Yoon defies summons in martial law probe
Yoon was ousted in April by the Constitutional Court, which upheld his impeachment by parliament for a martial law bid that shocked a country that had prided itself on becoming a thriving democracy after overcoming military dictatorship in the 1980s.
Through his lawyers, Yoon, a powerful former top prosecutor elected president in 2022, has accused the special counsel of going on a politically-motivated "witch hunt," describing as illegal some of the tactics used against him.
On Monday, Yoon's lawyers said July 5 was the earliest he would be able to appear, citing a trial court hearing on insurrection charges set for Thursday that he must attend and his rights as a defendant to rest and prepare.
A spokesperson for the special prosecutor's team did not immediately respond to a request for comment. Media reported the team has said it will issue another summons for this week.
Yoon has been locked in an unprecedented wrangle with authorities over the investigation by the special counsel appointed in June, which ratcheted up prior efforts by state prosecutors and police to investigate his martial law attempt.
During Yoon's first appearance on Saturday, questioning was interrupted for several hours after he objected to procedures he said violated his rights.
The special prosecutor has said the team would consider action under the criminal code, which analysts and media say probably means an arrest, though the team did not confirm that.
Analysts and some members of Yoon's conservative People Power Party have questioned his intentions, since he was a lead prosecutor in the 2017 graft investigation and prosecution of former President Park Geun-hye.
Two other special prosecutors were appointed in June to sift accusations of wrongdoing by Yoon's wife and obstruction by the presidential office of an investigation into the death of a marine in 2023.

REUTERS/Brendan McDermid/File Photo NEW YORK (Reuters) -The New York City Election board on Tuesday confirmed a stunning victory by mayoral candidate Zohran Mamdani in the Democratic primary, clearing the way for the political upstart to be the party's nominee for the November mayoral election. The ranked-choice voting results released on Tuesday showed Mamdani, who started his campaign as little-known New York state assembly member, clinched 56% of votes in the third round of the voting, where over 50% of votes are required for a winner. As the Democratic nominee, Mamdani will face current mayor Eric Adams in the general election. Adams, who won as a Democrat in his first mayoral race in 2021, is running as an independent candidate after his indictmenton corruption charges and the subsequent decision by the Department of Justice to drop the case. In a new video on X, Mamdani compared his victory in the primary to the election campaign Adams had in 2021. "We have always thought our victory would come after multiple rounds of ranked-choice voting. When we got more votes in the first round than Eric Adams got in the seven rounds in the last election,it was astonishing," he said. An unexpected victory of 33-year-old Mamdani, a Uganda-born Muslim, who describes himself as a democratic socialist, over veteran politician Andrew Cuomo, a moderate, caused unease among Democrats, worried that his political views may make them a convenient target for Republican attacks. The day after Mamdani's victory, President Donald Trump called him a "100% Communist Lunatic" while the Republican party's congressional campaign arm promised to tie him to every vulnerable Democrat in next year's midterm elections. In the new video, Mamdani said that his objective was "to win people back to the Democratic party" and noted that he prevailed in some of New York City neighborhoods that voted for Trump in the presidential election last year. After the election board confirmed Mamdani's victory, Trump, asked how he would deal with Mamdani if he wins the election and tries to block arrests of immigrants, said: "Well then, we'll have to arrest him. Look, we don't need a communist in this country. But if we have one I'm going to be watching over him very carefully on behalf of the nation." Mamdani earlier said that the immigrant raids were "terrorizing people" and agents who carry them out have no interest in following the law. Cuomo, who received 44% of votes in the final tally, called Mamdani to concede the race after early results of the primary were announced last Tuesday. The former governor could enter the race as an independent candidate, but he has not said publicly whether he will. Along with Adams, Mamdani will face Republican candidate Curtis Sliwa, a radio host best known as the founder of the Guardian Angels anti-crime patrol, and attorney Jim Walden, who is running as an independent. The ranked-choice voting system that New York City adopted in 2021 allowed voters to rank up to five candidates in the order of preference. Ballots are tabulated in what may best be described as a series of instant runoffs, where the candidates who trail are gradually eliminated and their votes are re-distributed among frontrunners until one of them reaches 50%. Indian lawmakers to review aviation safety weeks after Air India crash
NEW DELHI: A panel of Indian lawmakers will review safety in the country's civil aviation sector and has invited several industry and government officials to answer questions on July 9, with topics set to include Air India's recent plane crash. The upper house of India's parliament has asked airport operators, air traffic controllers and airlines including Air India and IndiGo to take part in a comprehensive review of passenger safety, according to a memo drafted for the meeting and seen by Reuters. The gathering comes after the June 12 Air India disaster that killed 260 people, including 241 on board, when a Boeing 787-8 jet crashed within a minute of take-off from India's Ahmedabad. Investigators are still probing what caused the world's worst aviation accident in a decade. Though the memo did not mention the crash, R K Chaudhary, a lawmaker on the panel, told Reuters that it planned to discuss the matter internally and during the meeting. "If we will not raise questions on it, they (airlines) will not become vigilant about these issues," he said. The Indian government has said data from the front recorder of the crashed plane was accessed by a team led by India's Aircraft Accident Investigation Bureau, with the US National Transportation Safety Board. Air India has been getting warning notices for compliance lapses in recent days. India's aviation watchdog last month warned the airline over "repeated and serious violations" related to pilot duty scheduling.
