Congress Alleges Multi-Crore BMC Water Project Scam, Demands High-Level Probe
While Congress calls it a 'broker-driven scam' that benefits select contractors at the cost of Mumbai's taxpayers, the BMC has not yet responded to the allegations.
The Mumbai Congress has levelled explosive allegations of large-scale corruption in the tender process for the Brihanmumbai Municipal Corporation's (BMC) ambitious water purification projects, demanding an immediate high-level probe into what it calls a 'broker-driven scam" that benefits select contractors at the cost of Mumbai's taxpayers. The BMC has not yet responded to the allegations.
Addressing a press conference at the Mumbai Congress office on Wednesday, Congress spokesperson Sachin Sawant, along with city unit chief spokesperson Sureshchandra Rajhans, former corporator Mohsin Haider and spokesperson Nizamuddin Rayeen, claimed that influential brokers and vested interests are manipulating multi-crore tenders under the Mahayuti government's watch.
At the centre of the controversy are the massive Bhandup Complex (2000 MLD capacity) and Panjapur (910 MLD) water purification projects. Sawant alleged that the tender process for these projects has been repeatedly altered to favour a specific contractor, blocking global competition and violating Central Vigilance Commission (CVC) and Competition Commission guidelines.
Citing detailed timelines, Sawant said that the Rs 4,376 crore Bhandup project tender was first floated on October 10, 2023, with a pre-bid meeting on October 26. The tender was then extended six times before an addendum introduced a critical change — restricting eligible experience to companies with prior projects in India only. 'This was done to keep out global players and ensure only a pre-decided firm could qualify," Sawant alleged.
According to Sawant, this manipulation inflated the final approved bid by nearly 30 per cent over the original estimate, causing huge losses to the municipal exchequer. Similarly, the Panjapur project tender, floated on September 24, 2024, was postponed eight times and eventually cancelled in March 2025 citing 'no response." A fresh tender was issued in April with stricter eligibility clauses again demanding only India-based experience. Sawant pointed out that this pattern raises grave doubts of a rigged process, benefiting the same contractor and technology supplier 'Veolia" repeatedly.
Calling BMC offices and the Mantralaya 'dens of brokers," the Congress leaders alleged a deep nexus between contractors, officials, technology suppliers and middlemen, operating with impunity under political protection. Sawant confirmed that on July 16, the party had formally written to relevant authorities demanding a detailed investigation.
He warned that unless probed immediately, Mumbai's taxpayers would continue to suffer while a corrupt contractor-broker-official nexus thrives unchecked under the Mahayuti regime.

Muslim hawker assaulted in Meerut; attempt to create fear, says opposition
After a Muslim cloth peddler was brutally assaulted at Fatehpur Narayan village, under Kithor police station limits, in Meerut district, opposition parties alleged on Sunday that the incident was a targeted attack designed to create fear. While villagers and police claimed Arif was mistaken for a thief, the victim's wife alleged that they were being forced to modify the complaint by the police. 'We have submitted a petition; the case is yet to be registered. My husband, who was selling clothes, was beaten, and now we are being pressured to change the petition by the Sub-Inspector,' said Tausima, the victim's wife, in a viral video. The Hindu reached out to the Meerut police, including the Circle Officer, but failed to get any response. Mob attack The incident happened on July 26. The victim, along with one companion, was selling clothes in the village when 10-15 people gathered and began calling him a thief, demanded his Aadhar card, and proceeded to beat him up. He was taken to Meerut Medical College for treatment. 'This incident shows that there is a complete breakdown of law and order in the state. No one has the right to take the law into their hands; some people emboldened by the dispensation are attempting to create a Jangal Raj kind of situation in U.P.; it is a lynching attempt that aims to create fear,' said Imran Masood, Lok Sabha MP and a senior Congress leader. Lok Sabha MP from Ghazipur, Afzal Ansari, said, 'I condemn this incident, it is clear that the accused have no fear of the administration and rule of law. They know no proper action will be taken, and this encourages them to attack poor Muslims.'

Negi accuses BJP of insulting national flag
Shimla, Jul 27(UNI) Himachal Pradesh Revenue Minister Jagat Singh Negi has strongly criticized BJP leaders and a few local businessmen in Thunag for allegedly insulting the national flag during a protest against the government's decision to shift the Horticulture College from Thunag to a safer location. Negi defended the Congress government's move to relocate the college, citing the recent flash floods and the risk to students' lives. "It is wrong to run a college in a disaster-prone area just to protect business interests of a few people," he said, adding that students living in rented homes in Thunag had themselves requested relocation due to repeated disasters in 2023 and 2024. The Minister said that BJP workers and a handful of shopkeepers tried to block the state government's decision and even created a scene during his visit to the area. 'They surrounded my vehicle, threw black cloths and a slipper-like object at it, and disrespected the tricolour mounted on the car,' he alleged. 'This act amounts to treason,' he added. Negi also questioned the BJP's silence over the incomplete infrastructure of the college. "Out of the total Rs 270 crore sanctioned, only Rs 10 crore was spent when BJP was in power," he claimed. He said Chief Minister Sukhvinder Singh Sukhu is personally monitoring the situation and relief work is going on without any resistance from the common people. 'Only some BJP leaders and businessmen are trying to politicize the issue,' Negi said. Negi further targeted BJP leader Dr. Rajeev Bindal, saying, 'The real shameful act is the insult of the national flag, not the relocation of the college meant to save lives.' The college was shifted after discussions with the university, as there was no suitable vacant land in the Saraj area, the Minister clarified. UNI ML RKM
