
Upper Bhavani Project Has Minimum Impact on Environment- Expert Panel
Chennai: An expert committee of the Union ministry of environment, forest and climate change, after a field visit, observed that the proposed 1000MW Upper Bhavani Pumped Storage Project would have "minimum impact on environment".
The project, undertaken by NTPC Tamil Nadu Energy Company Limited, aims to utilise existing reservoirs in The Nilgiris and received preliminary approval in April for an environmental impact assessment study and public hearing.
The project is estimated to cost Rs 5,005.52 crore. The committee, led by chairman G J Chakrapani, conducted the site visit to assess the ecological, geological and environmental characteristics before considering environmental clearance.
A report on the site visit indicated that the project area, from upper to lower intake, would have minimal impact on forest and environment due to majority of project components being underground.
Geotechnical investigations are underway, involving drilling operations to evaluate rock mass characteristics and subsurface conditions. "The rock is favourable for tunnelling and underground work with minimal risk of instability," the report said.
NTPC Tamil Nadu Energy Company Limited is a joint venture of NTPC Limited and Tangedco. The project utilises Upper Bhavani and Avalanche reservoirs, and there is no construction of new reservoirs. "This project may prove to be a model project that strikes a balance between development and environmental conservation due to its location in the ecological hotspot of The Nilgiris. Going by the selection and design of the project, this is going to have minimum impact on the environment," the committee said.
The committee examined various parameters of the existing reservoirs and different water levels considered for the pumped storage project. The availability of abundant water during the monsoon season is expected to provide additional benefits.
"The committee was apprised by the project proponent that the alignment was finalised avoiding the Shola Forest. These forests act as water towers of the region, and their protection was noted as a positive decision while planning the alignment," the report said. The location of the powerhouse was assessed, and EAC members expressed the view that the underground work would not affect the surface environment or create significant noise after the project's commissioning.

The Enforcement Directorate (ED) has seized several properties and assets worth nearly Rs 25.94 crore in a money laundering case under the Prevention of Money Laundering Act (PMLA) against Unnati Fortune Holdings Ltd (UFHL) and its promoters for allegedly duping home buyers and financial institutions. Ahmedabad plane crash: 8 Dreamliners inspected, full fleet checks in progress, says Aviation Minister
New Delhi: Following the tragic crash of an Air India Boeing 787 Dreamliner in Ahmedabad that claimed 241 lives, Civil Aviation Minister Kinjarapu Ram Mohan Naidu on Saturday said that eight of the 34 Dreamliner planes in the Indian fleet have already been inspected and checks on the remaining aircraft will be completed urgently. The Union Minister emphasised that the government has started strict safety inspections of all Dreamliner aircraft in India. Speaking at a press conference, the minister said, 'We have directed the DGCA to carry out extended surveillance of all Boeing 787 planes. The ministry is taking this incident very seriously.' 'What happened near Ahmedabad airport has shocked the entire country, and I extend my deepest condolences to the families of the victims,' the Union Minister added. Earlier in the day, the minister chaired a high-level meeting at the Civil Aviation Ministry to review the current safety measures. Top officials from the Directorate General of Civil Aviation (DGCA), Airports Authority of India (AAI), and other aviation bodies attended the meeting. To strengthen the ongoing investigation, the Aircraft Accident Investigation Bureau (AAIB) has added two new experts -- one in forensic analysis and another in medical examination. According to officials, the black box of the crashed aircraft is expected to reveal key details about what went wrong. This crash, which happened on June 12 and resulted in the deaths of 241 people on board, is the first major fatal accident involving a Boeing 787 in India. In response to the tragedy, the aviation ministry has made a set of new rules for Dreamliner aircraft. From June 15, a one-time detailed pre-departure check is mandatory for all 787 flights from India. These checks include important systems like fuel management, cabin air compressors, engine controls, and hydraulic systems. Airlines will also have to examine flight performance data before take-off. The DGCA has introduced new inspections of flight controls during aircraft transit checks and has instructed airlines to carry out power assurance tests within two weeks. All technical issues reported in the past 15 days must also be reviewed and resolved. Airlines are required to send detailed compliance reports to the DGCA.
