Inside the US Army's C2 upgrade – what industry can expect
We're delivering seamlessly integrated C2 capability from corps down to squad. The key is a data integration layer that enables a rapid buildout of applications across warfighting functions such as fires, intelligence, logistics, and protection, and provides a common operating picture across all. The integrated data layer is the foundation for multifunctional artificial intelligence-enabled models that will rapidly augment decision making and speed.
Commercial hardware and software is critical to achieving the NGC2 vision. The Army's tech refresh cycles for C2-enabling components lag their commercial equivalents, leading to persistent obsolescence. To overcome this we must buy truly commercial technology – not commercially-modified 'Franken-products' that make us a unique customer and take us off the path of affordability and innovation.
The Army's current C2 capabilities are largely provided through individual efforts: separate requirements documents, funding lines, contracts, and acquisition programs, tied together through top-down driven architectures with pre-determined information exchanges. The isolation and rigidity of this model has largely failed to deliver adaptable or integrated capability to the field.
NGC2's solution is to establish a core program that sets the foundations for an emergent technical architecture, with other ecosystem programs built around it. The NGC2 technology stack consists of a set of layers for network, computing, data, and applications, powered by commercially-driven open interfaces and common services.
NGC2 also simplifies requirements via a four-page 'Characteristics of Need' that describes the problem instead of dictating the solution. Similarly, the Army is consolidating a multitude of C2-related funding lines into a combined NGC2 capability portfolio, enabling the rapid re-direction of resources as the program evolves.
The Army will initially contract with two or more industry team leads who are accountable for the performance of the core program as well as the entire ecosystem. It differs from the standard systems integrator model in several ways:
The Army encourages non-exclusive teams, freeing up component providers to partner across different leads;
the Army will directly engage on technical, financial and contractual matters with the individual companies that are members of the industry teams, not just the team leads;
the Army will minimize the amount of government-furnished information and equipment that will be directed outright;
the Army will identify public-private partnerships or similar mechanisms to ensure that we maintain technical currency on NGC2 implementations, resulting in lower risk and switching costs;
the Army will not cede its role as an informed buyer to technical assistance consultants who are paid by the hours they spend instead of the outcomes they drive.
The Army prefers industry self-organization in identifying complimentary NGC2 solutions. However, these solutions do not all need to be provided under the team lead contract, nor under the core NGC2 program. The Army may separately contract for a component capability, or even manage it as an individual acquisition program. But in every case, the Army will discuss components with the team leads to ensure they work together with the NGC2 architecture.
Vendors may bid as a team lead or serve as a component provider (or both). Vendors interested in the latter can do so through business-to-business partnership with a team lead, or directly through the Army under an associated contract agreement that connects them to a team lead.
As the architecture matures, vendors can also build to the open interfaces in the NGC2 design. This will enable rapid development and procurement of applications and AI models, for example, without a direct or government-brokered relationship with any team lead.
There is inherent tension between ongoing competition and the funding assurance that comes from winning contracts. To balance this, the Army intends to maintain a continuous open solicitation to enable the introduction of new capability at any time, while also advertising specific 'windows' for decision points. For example, following the current round of competition, the next window may be after the first Corps Headquarters and two Divisions are fielded.
Key concepts in contracting for NGC2 capability will include fixed price and outcome-driven efforts, common sense price reasonableness determinations, and 'as a service' models for use and consumption – both for hardware and software.
The Army must evolve and adapt, and its C2 systems are critical to this transformation. By simultaneously transforming Army institutional processes for requirements, resourcing, acquisition and contracting, the comprehensive strategy described here will clear a path toward this vision.

Ohio governor says sending National Guard to D.C. 'the right thing to do'
Ohio Gov. Mike DeWine is sending 150 Guard members to Washington, D.C., at the request of the secretary of the Army. COLUMBUS, Ohio - Gov. Mike DeWine says it's the "right thing to do" to send 150 Ohio National Guard members to Washington, D.C., as President Donald Trump deploys troops and seizes control of the city's Metropolitan Police Department. Trump announced on Aug. 11 that he would deploy National Guard troops to Washington to crack down on crime in the nation's capital. Late Aug. 15, Secretary of the Army Daniel P. Driscoll asked DeWine, a two-term Republican, to send military police to D.C. "The initial decision to deploy D.C. National Guard was not my decision. That was the president of the United States' decision," DeWine told the USA TODAY Network's Ohio statehouse bureau. "But when the secretary of the Army asks for backup support to our troops that are already deployed, yes, we will back up our troops." DeWine is one of three Republican governors who said they'll send additional troops, Reuters reported. Ohio state House Democrats are calling on DeWine to bring the Ohio National Guard home. 'Ohio's National Guard exists to protect and serve Ohioans and other Americans in moments of true crisis. When disasters like floods, storms, or community emergencies happen here at home, they're there to rebuild," said Ohio state House Minority Leader Dani Isaacsohn, a Democrat from Cincinnati. "Their mission is helping Ohioans, not serving as props in a president's political theatre." What to know about Trump's plan What will the Ohio National Guard do in D.C.? The Ohio National Guard will patrol Washington, D.C., and protect federal buildings, DeWine said. "If in doing a patrol or if in standing guard of a federal building, an arrest has to be made, our guard will be in direct contact with the D.C. police department who will make arrests," DeWine said. "Our people won't make the arrests." How long will the Ohio National Guard be in the nation's capital? The Ohio National Guard will leave Aug. 20 for a 30-day deployment, DeWine said. The secretary of the Army could ask for an extension, which DeWine could grant or deny. How often does DeWine deploy the Ohio National Guard? DeWine deployed Ohio National Guard members and Ohio State Highway Patrol troopers to the southern border in 2021. He also sent members to assist with hurricane recovery in Florida, North Carolina and Louisiana. In 2020, DeWine sent the National Guard to Columbus and Cleveland to respond to protests following the murder of George Floyd in Minneapolis. In both instances, mayors requested help. The Ohio National Guard played a key role in Ohio's COVID-19 response and assisted with the aftermath of a train derailment in East Palestine, Ohio, in February 2023. Is the D.C. deployment different? Washington, D.C. Mayor Muriel Bowser didn't ask for help with the city's violent crime rate, which declined 35% between 2023 and 2024. Attorneys for the District of Columbia are suing the Trump administration over its police takeover. DeWine says that doesn't matter, legally. "The people who don't like it in D.C. don't have the authority. The president of the United States has that authority," DeWine said. "Anybody can argue whether or not he should or shouldn't have the authority, but it's very clear. There is no debate he has the authority to do what he did." But Democrats say the deployment is political. Rep. Joyce Beatty, D-Columbus, said in a statement: "The men and women of Ohio's National Guard signed up to serve their country, not a lawless president who has repeatedly ignored our nation's constitution and principles." Is sending the National Guard optional? It depends. Typically, governors control the National Guard within their states. The federal government can request assistance from state National Guard members, which governors can approve or reject. That is the case with Secretary Driscoll's request for Ohio National Guard assistance in D.C. "The law is not a blank check allowing the president to use military forces anywhere in the country and for any purpose so long as they can find one willing governor," according to a Brennan Center for Justice analysis. In certain circumstances, presidents can federalize the National Guard by invoking the Insurrection Act. But this is rare. Earlier this year, Trump deployed the California National Guard to respond to protests over immigration enforcement − against the wishes of California Gov. Gavin Newsom. An appeals court ruled that Trump could retain control of the troops while a judge reviews the legality of Trump's decision. Will the Ohio National Guard be deployed to Cincinnati? DeWine said he's received no requests to deploy the Ohio National Guard to Cincinnati, where a viral brawl led to debates about the city's security, and has no plans to deploy them. DeWine instead offered other help to Cincinnati officials that included traffic enforcement and aviation surveillance. "They've taken me up on part of it, but not all of it," DeWine said. U.S. envoy: Israel must 'comply' after Lebanon's 'first step' to disarm Hezbollah
BEIRUT, Lebanon, Aug. 18 (UPI) -- U.S. Special Envoy Thomas Barrack said Monday that it is now Israel's turn to comply with the cease-fire agreement reached last November to end the war with Hezbollah, now that Lebanon has taken "the first step" toward disarming the Iran-backed militant group. Barrack, who met with Lebanon's top officials in Beirut, hailed the cabinet for endorsing earlier this month the objectives of a U.S.-proposed plan to disarm Hezbollah and for tasking the Army with preparing a plan to enforce a state monopoly on weapons by the end of the year. "This is a Lebanese decision that requires Israel's cooperation," he said after meeting with Lebanese President Joseph Aoun at the Presidential Palace. He added, "There's always a step-by-step approach, but I think the Lebanese government has done their part; they've taken the first step... Now what we need is Israel to comply with that equal handshake." Asked whether Israel is then expected to stop its violations and pullout from occupied parts of south Lebanon, Barrack said this was "the next step," noting the need for Israel's "participation" and for an economic plan "for prosperity, restoration and renovation of everybody." "You can't just take something and not give anything," he said. Israel refused to fully withdraw from southern Lebanon in accordance with the U.S.- and French-brokered cease-fire agreement of Nov. 27, retaining five strategic positions and continuing to strike suspected Hezbollah sites, resulting in the deaths of additional operatives and civilians. Despite the Lebanese Army taking control of most Hezbollah positions and facilities, pushing the group away from the Israeli border, and preventing any military presence south of the Litani River, Israel continued to insist on Hezbollah's complete disarmament. Hezbollah, significantly weakened during the 14-month war and reportedly having lost the bulk of its military capabilities, refrained from retaliating against Israel's continued attacks but refused to yield to pressure to fully disarm, insisting it would not do so as long as Israel violates the cease-fire accord. Barrack clarified that there has been "no American proposal to Israel and they have not negated anything," explaining that Washington has been discussing first with Lebanon to know its position and was in the process of holding the same discussions with Israel now. He tried to assure Lebanon's Shiite community, saying Hezbollah was part of the Shiite population who "have to see what is in store for them; what's the option and what's a better alternative than the alternative they have." He expressed optimism "to see progress on all sides" in the next few weeks, saying it would mean "a better life for the people" and "at least the beginning of a roadway to a different kind of dialogue" in the region. Lebanon's decision to set a timeline for Hezbollah disarmament was mainly motivated by the risk of another devastating war with Israel and of losing well-needed funds to rebuild its war-devastated regions. President Aoun told Barrack that "the other parties" would need to adhere "to the contents" of the plan agreed upon with Washington; secure greater support for the Lebanese Army and accelerate the internationally backed efforts to launch the reconstruction process in the war-ravaged areas. Prime Minister Nawaf Salam, who also met the U.S. envoy, emphasized the need for the U.S. to assume its responsibility in pressuring Israel to halt its hostile actions, withdraw from the five occupied points, and release Lebanese detainees captured during the war. Salam stressed the importance of renewing the mandate of the United Nations Interim Force in Lebanon at the end of this month, highlighting its role in reinforcing stability and assisting the Lebanese Army in extending state authority in the south. He, moreover, called for a clear international commitment to convening a conference to support reconstruction and economic recovery in Lebanon, which the World Bank has estimated at $11 billion, while Lebanese officials put it at more than $14 billion. House Speaker Nabih Berri, Hezbollah's main ally who negotiated the November 2024 cease-fire accord on its behalf, asked Barrack about Israel's commitment to the agreement and withdrawal from south Lebanon, saying: "This is the gateway to stability in Lebanon and an opportunity to begin the reconstruction process in preparation for the return of residents to their towns." The Hezbollah-Israel war, which killed and wounded more than 21,500 people, displaced over 1.2 million people, damaged or destroyed nearly 64,000 buildings and disrupted education for hundreds of thousands of students, according to a U.N. report.
