Offer to 'share expertise' over station upgrade
It comes after a row between the local MP and leader of the borough council over the planned work at Kidsgrove Railway Station.
Bosses at Network Rail said the previous scheme was hampered due to poor underground conditions caused by uncharted mine workings.
The current project is now at an impasse while funding for exploratory works is being argued over by the politicians.
Council leader Simon Tagg recently called on MP David Williams to ensure funding was still in place for the plans - which include parking for 200 cars and a new transport interchange - but said he had not received a direct response.
The MP had claimed Tagg was attempting to deflect responsibility on the issue.
He said Newcastle-under-Lyme Borough Council had failed to properly budget for the scheme, having been previously aware of historic coal mining in the vicinity of the station.
"It is regrettable that they now resort to finger-pointing rather than putting forward a serious solution," Mr Williams said.
Tagg also claimed bosses at Network Rail, which owns and manages most of the railway infrastructure in Great Britain, were blocking the scheme.
They had demanded a fully funded restoration plan prior to giving the go-ahead for the work to begin, he said.
Tagg added that he felt this was unrealistic, as Kidsgrove Town Deal Board, which is overseeing the scheme, would not be able to predict costings until the work had begun.
Network Rail bosses said they had previously faced historic mining issues in the area.
"During our work to build new lifts to make Kidsgrove station accessible for all, the multi-million-pound project was hampered by poor underground conditions caused by previously unknown historic mine workings," they said.
"Having overcome those challenges, we are now offering our knowledge and expertise on what lies beneath the station for a separate council-led scheme to build a new car park and expansion of the station facilities on the site.
"Due to risks from previous coal mine shafts, additional ground investigation is needed before improvements can safely begin, which our colleagues at Newcastle-under-Lyme Borough Council are leading on."

Bus strikes begin as hundreds walk out over pay
Hundreds of bus workers are on strike in a row over pay. Nearly 600 Unite the Union members at Stagecoach North East in Newcastle, Sunderland and South Shields have walked out as part of the first of two days of industrial action. Services operated by the firm are expected to be disrupted as drivers, cleaners and engineers take to the picket line after rejecting a 5% pay rise offer. Another strike is planned for Thursday. Stagecoach North East managing director Steve Walker said staff had been brought in from as far away as south Wales to help run services. Unite said the "below inflation" offer did not reflect the responsibilities of the job. Some passengers told BBC Radio Newcastle the strike action was a "disgrace" due to the school holidays and vulnerable people's reliance of the services. However, David Ord, a bus driver at Slatyford, Newcastle, who was part of the picket line outside Stagecoach's depot in Walkergate, said the below minimum pay offer had left everybody with "no redress but to go on strike". He said he previously left the job after he was "spat on" but had returned for personal reasons. "We are under a lot of stress, we work unsociable hours, anything from 03:00 to 01:00 the following morning," he added. "We do 12-hour shifts, we have unruly passengers, we get assaulted, abused." Union members previously voted to strike on 11 and 12 August after workers rejected an initial 3.3% increase, but this was later suspended after the company tabled an improved offer. If accepted it would have seen staff receive a 3.3% rise backdated to April and a further 1.7% added to pay from January, however it was rejected. Unite said drivers working for Stagecoach in Manchester earned £17.54 an hour but those working in the North East were paid £15.01. Regional officer Dave Telford said it was not fair his members were paid less than colleagues elsewhere. Stagecoach North East managing director Steve Walker said he wanted to work with Unite to avoid the next strike on Thursday. "We have been trying to reach an agreement with Unite, playing about with different offers to try and appease the requests and the demands," he added. Mr Walker said the company's Newcastle drivers were "already the highest paid in the region" and further pay increases would see "additional costs passed on to customers". Shipments jumped last month to reach their highest since January, well before China leveraged its dominance of rare earths to hit back at Trump's punitive tariffs. Beijing agreed to resume flows to the US as part of a trade truce with Washington. Volumes sold overseas rose 69% to 6,422 tons in July, according to Bloomberg News calculations. China produces about 90% of the world's rare-earth magnets and its export controls launched in early April threatened to deprive major manufacturers from India to Europe and the US of a small but critical component. The US has since unveiled plans to boost domestic output of rare earths and magnets. Exports from China reached a low in May after China launched the curbs, which covered shipments of seven rare earths as well as products made from them. US Trade Representative Jamieson Greer said earlier this month that China was 'about halfway there' in terms of returning magnet supplies to where they were prior to the controls. China's weaponization of rare earths didn't just affect the US, and the slump in supplies also contributed to growing tensions between the European Union and China.
