Former defence secretary Ajay Kumar takes charge as new UPSC chairman
Former Defence Secretary Ajay Kumar took charge as Union Public Service Commission (UPSC) chairman on Thursday.
The Oath was administered by Lt General Raj Shukla (Retd), the senior-most Member of the Commission.
According to UPSC, having pursued a BTech in Electrical Engineering from the Indian Institute of Technology, Kanpur, Dr Ajay Kumar has done his MS in Applied Economics from the University of Minnesota, USA and PhD in Business Administration from Carlson School of Management, University of Minnesota, USA.
He was also conferred a Doctor of Philosophy by Amity University in 2019. Ajay Kumar belongs to the 1985 batch of the Indian Administrative Service (IAS) of Kerala Cadre.
During his illustrious career of more than thirty-five years, he has served in key positions in the State Government of Kerala as well as in the Centre. Some of his important assignments in the State were Managing Director, Electronics and Information Technology Department, and Principal Secretary, Information Technology Department.
At the Centre, Kumar held the significant portfolios of Director, Science and Technology; Joint Secretary, Ministry of Communications and Information Technology; Director General, National Informatics Centre; Additional Secretary, Ministry of Electronics and Information Technology; Secretary, Defence Production. In his last assignment, he served as Secretary, Ministry of Defence.
He has been instrumental in introducing several e-Governance initiatives such as "Jeevan Pramaan" (digital life certificates for pensioners); myGov, Pragati (Prime Minister's video conference); Bio-metric Attendance System; OPD Registration System in AIIMS; "Cloud First" policy for Government for using Cloud Service Providers, etc.
Ajay Kumar has several publications to his credit in various national and international Journals. Also, he is a recipient of several awards like "Silver Elephant" medallion by National Scouts and Guides in 1994; "Electronics Leader of the Year for the year 2012 for promotion of electronics industry in the country; "Technovation Sarabhai Award' by India Electronics and Semiconductor Association in 2015; "Champion of Change" by Consumer Electronics and Appliances Manufacturers Association in 2017.

NEW DELHI: Chief minister Rekha Gupta said on Sunday that the national capital was reaping the benefits of the double-engine govt as the Centre had approved a plan for a 5-km tunnel that is expected to balance traffic between south Delhi and NCR. The tunnel, from Shiv Murti-Mahipalpur (Dwarka expressway) to Nelson Mandela Road (Vasant Kunj), will reduce congestion on multiple routes and create a signal-free corridor. The CM said that after a recent meeting with Union minister Nitin Gadkari, projects worth Rs 24,000 crore that are aimed at streamlining traffic and reducing pollution in Delhi and its adjoining areas, were approved. Among them is the 5-kilometre tunnel, which will be constructed by the National Highways Authority of India (NHAI) at an estimated cost of Rs 3,500 crore. The tunnel will have two underground tubes - one each for up and down traffic. Each tube will have three lanes. The tunnel will also have electro-mechanical systems, ventilation, fire safety, CCTV surveillance, control rooms, emergency exits and cross-passages. South Delhi MP Ramvir Singh Bidhuri said that the tunnel will be a blessing for people in the area as it will offer a direct, signal-free atlernative between south Delhi, Dwarka and Gurgaon. This tunnel will be a key connector between central/east Delhi and multiple major expressways and highways, including the Delhi Expressway (NE-5), NH-44, NH-10, Delhi-Jaipur Highway (NH-48), and Delhi-Dehradun Expressway (NH-709B) via the Urban Extension Road (UER) and Dwarka Expressway, Bidhuri said. This will lead to smoother traffic across these routes and a significant reduction in pollution levels, he added. The chief minister said that all technical and formal requirements for the project are in their final stages, and work is expected to start early next year. Calling this project the "foundation for the Delhi of the future," Gupta said that the tunnel will give a new direction to Delhi's infrastructure and bring relief to millions. "We are committed to making Delhi congestion-free and clean," she said. The tunnel project ends at the upcoming intersection at Shiv Murti on the Delhi-Gurgaon Expressway. Officials said those heading towards Gurgaon can take the left turn to join the expressway, while others can seamlessly get on to the Dwarka Expressway to head towards Manesar or Chandigarh.

Haryana chief secretary Anurag Rastogi to get extension in service
The Haryana government has decided to seek extension in service for 1990 batch IAS officer and incumbent chief secretary Anurag Rastogi, thus allowing the officer to continue to hold the charge of chief secretary from July 1. A communication recommending extension in service will be sent to the Centre shortly. Rastogi, who was appointed as chief secretary in February this year, is due to retire on June 30. The All-India Service (death cum retirement benefits) Rules, 1958, provide for six months of extension in service for chief secretary with the prior approval of the Appointments Committee of the Cabinet (ACC) of the central government. Sources said that the issue of Rastogi's extension in service was discussed at the concerned levels and it was decided to grant him extension in service. Rastogi's batchmate and Himachal Pradesh chief secretary Prabodh Saxena was also granted a six-month extension in service by the ACC of the central government in March this year, two days before he was to superannuate. Saxena was given extension in service by the central government despite the fact that the Central Bureau of Investigation had named him an accused in the INX Media case in a chargesheet filed before a special court in 2019 after obtaining sanction for prosecution under Section 19 of the Prevention of Corruption Act. Similarly, Odisha chief secretary Manoj Ahuja, also of 1990 batch, who was to retire in December 2024, was given one-year extension in service by the central government from January 1, 2025, on the recommendation of the state government. Rules provide for a maximum of six months' extension Rule 16 (1) of the All-India Service (death cum retirement benefits) Rules, 1958, provided that a member of the Indian Administrative Service holding the post of chief secretary to a state government may be given extension of service for a period not exceeding six months on the recommendations made by the concerned state government with full justification and in public interest, with the prior approval of the central government. However, the central government has been giving extensions to IAS officers beyond the six-month period in relaxation of the rules. Former Uttar Pradesh chief secretary Durga Shankar Mishra, who was given three extensions by the ACC and remained chief secretary for about 30 months, was probably a standout example. According to gradation list of Haryana IAS officers, Sudhir Rajpal of the 1990 batch is the senior most as per the inter-se seniority, followed by Sumita Misra, Anurag Rastogi, Anand Mohan Sharan and Raja Sekhar Vundru. A dispute has been raised by the 1990 batch IAS officers regarding the inter-se seniority, which remains unadjudicated. When 1989 batch IAS officer Vivek Joshi, who was then the incumbent chief secretary, was appointed as Election Commissioner in February this year by the central government, the Nayab Singh Saini government appointed Rastogi as his successor by not following the seniority principle. Prior to that Rastogi was also given the interim charge of chief secretary for a few days after the retirement of TVSN Prasad and before Joshi joined as chief secretary in November 2024. Rastogi was later posted as financial commissioner, revenue (FCR) and also held the important charge of additional chief secretary, finance and planning. He still holds the charge of finance and planning departments. The office of the FCR is regarded as next only to the office of the chief secretary and the officer appointed as FCR is generally regarded as the successor of the incumbent chief secretary.

Unused subsidies meant for e-rickshaws may be diverted to cargo e3Ws
New Delhi : The Centre is likely to tweak the PM E-DRIVE scheme to subsidise more cargo electric three wheelers (L-5 e3w). According to officials aware of the move, L-5 e3w sales have far exceeded expectations, leading to existing allocation running out in a few weeks. "Sale of eligible e-rickshaws and e-carts have lagged. Subsidies earmarked for them will be used for L-5 e3w where strong demand is being registered," a senior official told ET. The ministry of heavy industries currently offers an incentive of ₹2,500 per kWh for domestically manufactured electric two-and three-wheelers registered on and after April 1, 2025. These sops are available till March 2026, or until the subsidy runs out. These demand incentives are under the ₹10,900 crore-PM E-DRIVE scheme, which also has allocations for electric buses, charging stations, and testing agencies upgradation, among others. The scheme approved in September 2024 earmarked ₹715 crore subsidy for 2,05,392 cargo e3w. Another ₹192 crore was allocated for subsidising 1,10,596 e-rickshaws and e-carts. At 155,085 units, more than 75per cent of the target for the sale of L5-e3w has already been achieved by May 2025-end. But the e-rickshaw and e-cart category has grossly underperformed the other segments, achieving just 2per cent of the scheme target at 2,736 units. Under the electric two-wheeler category, 1,198,707 units have been sold, meeting 48per cent of the scheme target. ET reported in November 2024 that cargo e-3w sales were zooming, causing the fiscal 2024-25 target to be achieved in a few weeks of the scheme's launch. This prompted the centre to amend scheme guidelines, allowing continued subsidies but lowered per unit incentive and tapping into allocations made for fiscal 2025-26.
