The southern council with almost 50 vacant roles

The chair of a southern regional council says he is surprised by the number of available vacancies following a recent restructure.
Environment Southland disestablished 51 roles and created 56 new ones in a shake-up which impacted almost a quarter of staff this year.
When the proposal went live in February, a source told Local Democracy Reporting there were "lots of tears".
It has now been revealed 48 roles are yet to be filled, with the council indicating there's no rush for some.
Council chair Nicol Horrell said he was under the impression the figure was in the 20s, but didn't think the vacancies were impacting the day-to-day running of the council.
"When you go through a restructure, there's always a wee bit of settling in. A lot of people have changed jobs, and that takes probably a little bit of time to settle down," he said.
"But overall, no, I don't have any great concerns."
Horrell said there were some positions the council wasn't rushing to fill, and less people doing the work was positive from a ratepayer's standpoint.
Environment Southland said in April it was creating 58 new roles as part of the restructure but has since changed that figure to 56.
As of Monday, there were three positions advertised on its website.
Council general manager people and governance Amy Kubrycht said some of the vacancies were being recruited under priority while others would be phased in under the long-term plan.
The council was using contractors, third party suppliers and secondments to help in areas where there were vacancies, Kubrycht said.
"Our people are continuing to deliver their work programmes and have been doing a great job as we transition to the new structure."
The council previously said it would undertake a contestable selection and expression of interest process with open recruitment for unfilled positions.
If employees were unable to secure new roles within the restructure, they would be made redundant and receive a payout in accordance with employment agreements.
A proposal document from February showed there were 212 roles at the organisation.

Why even switching to the basics won't avoid food price rises

(File photo) Photo: Unsplash/ Maria Lin Kim Food prices are rising but people ducking out for a pint of milk or loaf of white bread have been especially hard hit by rises in the last year. Stats NZ data shows that between June 2006, the start of the available data, and July this year, the combined cost of a loaf of sliced white bread and bottle of standard milk rose from $4.35 to $6.58. But much of that increase was concentrated in the past year. In July 2015, the cost was $4.45, although the bread that Stats NZ was using in its measurement at that point was 100g smaller. Last July, shoppers were paying $4.05 for two litres of milk and $1.40 for bread, a combined $5.45. This July, the data has shown the average price paid was $4.70 for milk and $1.88 for the bread, a combined $6.58, and a roughly 20 percent increase year-on-year. (File photo) Photo: Screengrab / Facebook "It wasn't that long ago that $5 would get you both of those items and now it's like $6.60… I was looking at the price of a ham and cheese sandwich… just the basics. I think the difficulty with rising food prices is it's very difficult to avoid. "You can swap out fresh food for prepared food or frozen vegetables, that kind of stuff, but you've still got to spend… sliced bread is one of those staples, when you don't have money for anything else that's something people will use to fill up their tummies." Other staples are also under pressure. Stats NZ reported last week that food prices lifted 5 percent in the year to July. That was a slightly bigger increase than the year-on-year growth recorded in June. Milk was up 16 percent annually, butter 42.2 percent and cheese 29.5 percent. Over 10 years, the cost of a kilogram of mince has increased from $13.35 to $21.97. Potatoes have increased in price from $1.70 a kilogram to $2.36. Rice is up from $2.48 to $3.32 per kilogram. David Verry, a financial mentor at North Harbour Budgeting Services, said food price pressure on households had not eased. He said the increases in costs were more, in percentage terms, than the lift people were experiencing in their incomes. Eaqub said the price increases were unlikely to let up because global commodity prices were still high. "Most of the prices in the supermarkets tend to take six to nine months to flow through so a lot of that is still to come… these unavoidable costs of living are still up. "I see these rising costs of necessities as a real tax on people's disposable income. That affects people's ability to spend on other things." BNZ chief economist Mike Jones agreed higher prices were reducing households' purchasing power. "Added to this is the fact the labour market remains relatively soft. "Most of the wage measures released in the June quarter showed the gap between wage growth and inflation being squeezed further. "There is an offset for some from interest rates coming down, and perhaps also from slowing rent and fuel inflation. But the balance still leaves us cautious on the pace of expected recovery in household spending this year." Gore mayoralty: Rates, debt hot topics as Ben Bell, Nicky Davis square off

Last election, then-23-year-old Ben Bell became the youngest mayor in the country's history, ousting incumbent Tracy Hicks by just eight votes. Photo: RNZ / Tess Brunton Gore residents arrived at the debate armed with issues they want to see tackled - rates, core infrastructure, central services and debt were top of mind. Bell acknowledged it had not been an easy first 18 months . During that time, he weathered calls for him to step down, a potential vote of no confidence that was ultimately aborted , and a fractured relationship with then-chief executive Stephen Parry, who ultimately resigned . But he said the council pushed through change during the tough times. "We changed from building an imaginary bridge to building a pipeline under the ground. We changed from buying land for no reason to selling assets to pay back debt, and we changed a top heavy council to appointing a new chief executive to running the council properly," Bell said. However, it was community concern about rates and the direction of the council that encouraged her to stand for mayor. "This year, the rate rise was closer to 24 (percent), but instead the council opted to rate 8.8 (percent) and borrow the rest, giving us all a false sense economy," she said. "This is like putting the groceries on the credit card." She flagged a possible moratorium on new spending and wanted the council and chief executive to investigate how they could cut costs further, including staffing costs. She feared the council might be forced to merge with other local councils or make unwanted change in the future "The preference for me would be to be involved in those discussions. We need to get the best deal we can get for our ratepayers, not shoved into something without a voice," Davis said. Bell was sceptical about possible amalgamation and he was also worried Gore might lose its independence. "That's what you've got to fight for is making sure that the structure is correct before you press go. I don't think that if you dwindle Gore down to one seat on a bigger council or to a community board and then doing away with the Mataura community board, I don't think that's representation that Gore deserves," Bell said. The government's September deadline for submitting their water service delivery plans is looming. Bell said the council recently agreed to partner up. "We're really lucky. We've managed to hold onto both Central Otago and Clutha so we can get those economies of scale," he said. "But in terms of the overall framework, I do think it's been a shambles. It's been a really tough ask." Davis said they needed more councils to hop onboard. "With three councils that are left, I'm not sure that there's enough in the way of numbers to actually bring down the costs enough so I think further discussions and further explorations need to be made," she said. Debate MC Jeff Grant was pleased to see plenty of interest from the public. "At the end of the day, the mayor is the leader of the council in terms of forming the debate and the direction of the district," Grant said. But did the ratepayers get what they were after? It was a mixed response when RNZ spoke to residents after the debate - some were happy with the answers they got while others said they did not hear enough about solutions. With less than two months until election day, Gore ratepayers were keen to hear more before giving their tick of approval.
