
'Economic bunker buster for India, China': How this US senator's Russia sanctions bill would prove 'bone crushing' for trade- if passed
I
ndia's economic advantage at buying Russian oil, given the lack of a "better deal" might soon turn to its disadvantage if the United States passes Sanctioning Russia Act of 2025.
The bill, which is set to be taken up by the US senate, proposes imposition of 500% tariffs on all those countries buying energy from Russia.
US Senator Lindsey Graham has publicly pushed for the bill warning that it would prove to be "economic bunker buster" for countries like India and China who have significantly increased their purchase of Russian oil.
"I've got 84 co-sponsors for a Russian sanctions bill that is an economic bunker buster against China, India, and Russia for Russia's brutal invasion of Ukraine.
I think that bill's going to pass...It's time to vote on that bill," he told NBC News.

Earlier, he had warned the two nations that if the bill got through, they would have "nobody to blame but yourself". "To China and India: if you continue to prop up Putin's war machine, you'll have nobody to blame but yourself," he said.
Russia became India's top oil supplier after it significantly increased its imports of Russian crude oil in June, with volumes surpassing combined purchases from major Gulf suppliers like Saudi Arabia and Iraq.
Amid global market instability triggered by Israel's offensive against Iran, Indian refiners are projected to buy 2–2.2 million barrels per day of Russian oil—marking a two-year high.
What is Sanctioning Russia Act of 2025 say?
The bill requires the US President to impose sanctions on Russian leaders, military suppliers, and banks, raise tariffs on Russian imports to at least 500%, and restrict trade with countries dealing in Russian uranium or oil. It also bans US energy exports to Russia.
"The President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services," one of the provisions of the bill says.
Moreover, it authorizes tough penalties if Russia obstructs peace with Ukraine, violates agreements, or escalates aggression.
Trump has not yet commented on the bill.
Russia and Ukraine have made limited headway in their peace negotiations. During a meeting in Istanbul on Monday, officials from both sides agreed to carry out another prisoner exchange, but no significant progress was made on broader issues.
Meanwhile foreign minister S Jaishankar has, at several moments, defended India's position in buying Russian oil for the lack of a "better deal" saying that it wasn't "necessarily cheap". India has also made its stance clear in the Russia-Ukraine war with Prime Minister Narendra Modi categorically reiterating that it wasn't an "era of war".

Driving the news: The SoftBank-backed company secured approval from the National Company Law Tribunal (NCLT) on May 27 to proceed with its reverse flip. As part of the move, the company is expected to face a tax liability of $280-300 million in the United States. With this, Meesho joins a growing list of high-profile startups, including Groww, Razorpay, Dream Sports, Zepto and PhonePe, that have redomiciled to India in recent years. Quote, unquote: "Meesho's board met late on has approved the merger and share allotment to investors of the US entity. It is now a fully Indian company," one of the persons said. The company is expected to file its draft IPO prospectus in the next two to three weeks. Tell me more: Meesho filed for NCLT approval of the reverse merger in January. PayU India revenue rises 12% to Rs 4,300 crore in FY25 PayU India's payments business broke even in the second half of FY25, fuelled by stronger revenue growth from deeper penetration among existing merchants and a sharper focus on value-added services, according to its parent company, Prosus' latest annual report. Revenue growth: The company posted a 12% year-on-year rise in revenue to $498 million (approximately Rs 4,317.6 crore) for the fiscal year ended March 31, 2025. Total payment volume (TPV) grew 14%, led by increased activity across financial services, government, airlines, and food delivery segments. Regulatory greenlight: Earlier this year, PayU received final approval from the Reserve Bank of India (RBI) to operate as a payment aggregator, following in-principle clearance over a year prior. To bolster its real-time payments stack, it also acquired a 70% stake in banking tech firm Mindgate Solutions for $68 million. Holding on: The Amsterdam-based investment also stated that it was planning to delay PayU's planned 2025 listing, with its CFO Mico Marais telling Reuters that it would want to 'improve that business.' Prosus surpasses financial targets with $7.4 billion annual earnings Earlier on Monday, Dutch tech investor Prosus also posted a $179 million profit for the year ended March 31, 2025, completing a turnaround from a $118 million loss a year earlier. Ayatollah Khamenei Asks Putin To Do More For Iran After US Air Strikes
Iran's Supreme Leader sent his foreign minister to Moscow on Monday to ask President Vladimir Putin for more help from Russia after the biggest US military action against the Islamic Republic since the 1979 revolution over the weekend. US President Donald Trump and Israel have publicly speculated about killing Supreme Leader Ayatollah Ali Khamenei and about regime change, a step Russia fears could sink the Middle East into the abyss. While Putin has condemned the Israeli strikes, he is yet to comment on the US attacks on Iranian nuclear sites, though he last week called for calm and offered Moscow's services as a mediator over the nuclear programme. A senior source told Reuters that Iranian Foreign Minister Abbas Araqchi was due to deliver a letter from Khamenei to Putin, seeking the latter's support. Iran has not been impressed with Russia's support so far, Iranian sources told Reuters, and the country wants Putin to do more to back it against Israel and the United States. The sources did not elaborate on what assistance Tehran wanted. The Kremlin said that Putin would receive Araqchi but did not say what would be discussed. Araqchi was quoted by the state TASS news agency as saying that Iran and Russia were coordinating their positions on the current escalation in the Middle East. Putin has repeatedly offered to mediate between the United States and Iran, and said that he had conveyed Moscow's ideas on resolving the conflict to them while ensuring Iran's continued access to civil nuclear energy. The Kremlin chief last week refused to discuss the possibility that Israel and the United States would kill Khamenei. Putin said that Israel had given Moscow assurances that Russian specialists helping to build two more reactors at the Bushehr nuclear power plant in Iran would not be hurt in air strikes. Russia, a longstanding ally of Tehran, plays a role in Iran's nuclear negotiations with the West as a veto-wielding U.N. Security Council member and a signatory to an earlier nuclear deal Trump abandoned during his first term in 2018. But Putin, whose army is fighting a major war of attrition in Ukraine for the fourth year, has so far shown little appetite in public for diving into a confrontation with the United States over Iran just as Trump seeks to repair ties with Moscow.
