
The historic Tasmanian site that's both sacred
'This was virtually a concentration camp for the old people.'
That's Brendan Brown, better known in his community as Buck; his connection to the site is through Manalakina, a warrior and leader of his people.
He was made a promise: if he came to Wybalenna willingly and brought his people with him, he'd be able to return to his homelands in north east Tasmania.
It was a promise never fulfilled.
'My great grandfather was here, great great grandfather, he was brought here and made promises to and the promises were broken and he shaved his hair off and became a broken man and he died here with a broken heart.'
He says Wybalenna can be difficult place to visit.
'There's mixed emotions when you're here, I've had spiritual things happen to me here and I've had the old people come and visit me while I've been here, when you walk around you feel a lot of sadness here too, there's only certain places I'll go on this property, because of that reason.'
He was part of a sit-in at the site in the 1990s, which eventually led to the site being handed back to the Aboriginal community.
'I was only a teenager, when we come out over here and we done a sit in here on the property and took the property back, a big mob of us come from Cape Barren and there was a heap of locals here from Flinders, we all sat here and stayed here, occupied the place and took the place back.'
The Aboriginal Land Council of Tasmania has managed the site since the late 1990s.
Rebecca Digney was its manager when works began a few years ago to make it easier for the community to spend time at Wybalenna.
'We're really trying to invite people back to this site so we can reconnect with the history here, and particularly reconnect with the Stories of our ancestors.'
She explains the significance of the site.
'Wybalenna is a really sacred place for the Tasmanian Aboriginal community. It was the place where our people were exiled to as a result of the Black War, and many of the people who were brought here died here.'
While some Aboriginal women were taken by sealers to other Bass Strait Islands, it's estimated as many as 300 Aboriginal people were exiled to Wybalenna.
There are 107 confirmed burial sites in the cemetery at Wybalenna, with the locations of many more not known.
47 survived the poor conditions and treatment at the site, to be taken to Oyster Cove in Hobart in 1847.
And despite the sadness of the site, it's also a story of survival.
'Wybalenna is definitely a place that conjures up a variety of feelings, its one of great sadness, it can feel quite desolate at times, but also it's a good reminder of what my people have been through and how strong they are. Our cultural practices continue, despite the attempts to Christianise our people here, our people survived against all odds, and we continue as a strong and vibrant community today.'
Sarah Wilcox is the now general manager of the Land Council.
"Wybalenna is a key historical place in our history, not just in lutruwita Tasmania, not just in Australia, but globally, it was a place that was recognised when the term genocide was penned, referring to the Tasmanian Aboriginal people.'
The Land Council has been working with Tasmanian architect Mat Hinds on their plans for the site.
'We were asked by the Land Council to look at ways that we could help the place become more comfortable and that can be very straightforward things like bathing or places to cook or places to be together.'
Sarah Wilcox says it'll help the community as they continue to honour the memories of their ancestors.
'Making sure that there's space there for elders to come and visit so having that accessibility and those essential services are really important for their comfort and also for families so our younger generations and future generations understand that place, understand the significance of that place.'
The work so far has focused mostly on the Aboriginal community's experience at the site.
But improvements are also being made to the visitor experience – with information panels in the chapel being updated by the community.
'It's a really fantastic opportunity that we have here to tell this truth in our words and so all of the interpretation of Wybalenna is being told from a Palawa perspective, so the people who are visiting the site, I mean you feel it when you're there, but then the truth is there, in great detail from our perspective, of what happened to our people, what it means to us, what that place means to us, and so it's a great opportunity for people to learn, to listen, to understand and to absorb that truth.'
Accessing grants to do all this work has been difficult ... so they've turned to public fundraising.
'The generosity through those donors and those sponsors we've been able to get over time has been overwhelming for us it's an incredible and humbling experience in a way.'
Members of the community gathered at the site on Sunday to mark the start of NAIDOC Week. Land Council Chair, Greg Brown, addressed this year's theme - The Next Generation: Strength, Vision and Legacy
'It speaks to the leadership and strength within our community, past, present, and future. Truth Telling at Wybalenna most certainly acknowledges the true story and legacy for our old people here at Wybalenna, it also shows the strength of our community with our continuing fight to have our stories told and vision for our community with the interpretations and works here at Wybalenna. Our community is very lucky that we have a strong and talented pool of young people as evidenced by the young rangers over here and to continue and improve on the gains that we have achieved in past years.'
Jazmin Wheatley from the Junior Ranger program helped organise the event.
'I thought it would be really important and significant to come and do it at Wybalenna and just to honour our people and honour the story that's here and to get together as a community again.'
She said it was an emotional day for the community.
'It is a sad place, but at the same time it's important that we're here to take back that sense of pride at this place and honour our people.'
Flinders Island Elder, Lillian Wheatley was there too - she was among a group of eight adults and eight children who occupied the homestead in the 1990s.
She hopes the site can become a place of unity for her people.
'My dream before I leave is to see my people come together on this country and respect it for what it is and share their story, our old people's story, it's about them and what happened here needs to be told.'
Sarah Wilcox said the long history of truth-telling at the site … will continue.
'Truth telling is just part of our family history, it's what we talk about all the time when we're together so we've been doing it for a very long time, now it's about truth understanding and It's about truth acceptance and our people will always fight for a treaty.'
Something they've been waiting for - for around 200 years.

Single-sex schools as Australia's top 100 private schools named
The official ranking of Australia's Top 100 Private Schools has been released, revealing a significant trend: single-sex schools are leading the charge across the nation A staggering eight of the top 20 schools are all-boys, and ten are all-girls. Only two coeducational schools, Haileybury and St Leonard's College, both in Victoria, have made it into the top ten. This dominance by single-sex schools is no surprise to Loren Bridge, regional executive director of the International Coalition of Girls' Schools. 'Despite debates about coeducation versus single-sex education, the data continues to back what many educators and parents already see first-hand – girls' schools are consistently punching above their weight,' Ms Bridge said. Australia's Top 100 Private Schools is the ultimate ranking of the country's best fee-paying institutions, with those making the highly coveted list not only featured due to their world-class academic performance. Instead, the nation's very best are ranked as the result of rigorous analysis of over 20 metrics, including campus facilities, student-teacher ratios and funding levels – as well as their breadth of subjects, sports and extra-curricular activities. Here's how each state fared: NSW The best private school in the country was one of 25 NSW schools featured on the top 100 list, with a single-sex schools largely coming out on top. Sydney Church of England Girls' Grammar School, better known as SCEGGS, featured alongside Presbyterian Ladies' College (PLC Sydney) in Croydon, Abbotsleigh in Wahroonga and Pymble Ladies' College. Association of Independent Schools NSW chief executive Margery Evans was unsurprised to find so many Sydney schools ranked among Australia best. 'The quality of education in the independent sector in New South Wales is excellent ... there's great diversity,' she said. VICTORIA When it came to Victoria, it was elite private school Haileybury College featured high in the list with 25 other schools from across the state. He shared, 'Beyond that, I also wanted to create a school culture where both staff and students were always looking upwards and outwards, towards all the opportunities in front of them. QUEENSLAND In Queensland, Brisbane Girls Grammar School (BGGS) principal labelled it an 'incredible honour' to be featured on the list. The all-girls school was one of 20 Queensland institutions to make the top 100, with principal Ms Euler Welsh said the diverse range of options at Brisbane Girls Grammar was an 'incredibly exciting thing'. 'The other bit, I think that's probably one of the signature strengths in the school, is just that spirit and energy that comes from having a whole lot of girls who, in the main, are incredibly excited about learning,' she added. SOUTH AUSTRALIA Bucking the trend, it was co-ed in South Australia leading the charge. Scotch College was one of 20 schools featured on Australia's Top 100 Schools. Scotch College principal Trent Driver said hosting global conferences for students and teachers to sharing ideas with their counterparts at a sister school in Vietnam has helped give students a global perspective. He added that the approach arms students at the elite private school to hold the 'capacity to imagine and lead change in their communities in years to come'.

More resourcing, professional development for teachers could help improve NAPLAN results
One in three students across the country are not meeting expectations in numeracy and literacy according to NAPLAN results. While there have been some improvements, after 17 years of testing, Australia is yet to see a big turnaround in NAPLAN results. "NAPLAN shows us the same story each year; postcode, culture and privilege still shape opportunity," La Trobe University School of Education Dean, Professor Joanna Barbousas, said. The Grattan Institute's Education Program Director, Jordana Hunter, said Australians should not be comfortable with the results. "We have to remember there are children behind each of those data points who are missing out on future life opportunities," Dr Hunter said. So why are so many students still missing the mark? "It's not about individual shortcomings, it's about a system that hasn't kept pace with what we know works," Professor Barbousas said. "This includes how we prepare teachers for the classroom." Exceeding: Exceeds expectations at the time of testing Strong: Meets challenging but reasonable expectations at the time of testing Developing: Indicates the student is working towards expectations at the time of testing Needs additional support: Indicates student is not achieving the learning outcomes expected at the time of testing and is likely to need help to progress The Grattan Institute said all states and territories should be aiming to get 90 per cent of students to the proficient level in reading and numeracy. It thinks it is an achievable goal if more is invested in professional development for teachers, as has happened in Singapore and the UK. "It's not enough just to get an initial teaching education degree from a university," Dr Hunter said. "Professionals right across the system — lawyers, doctors, accountants — are expected to continue to invest in their professional development over their careers, and for teachers it's just the same." Professor Barbousas agreed that better teacher education was needed. That means ensuring teachers are properly trained in explicit teaching techniques, particularly when it comes to literacy teaching. The new teaching method is being rolled out across the country and is a condition of the federal government's $16 billion over 10 years' funding agreement with the states. The federal funding agreement requires schools to do phonics and numeracy checks in Year 1, either this year or next year. But the Grattan Institute said that early testing had not been rolled out consistently across the country and it needed to go further. That means offering students who do not meet benchmarks extra, intensive help so they can catch up with their peers. The Grattan Institute would also like to see the numeracy skills of primary teachers lifted. "This is a bit of a challenge, particularly in mathematics … because primary school teachers are generalists and they don't always have strong maths background themselves," Dr Hunter said. School attendance has been sliding in Australia since before the pandemic. "I do think we need a national conversation about resetting the norms, where it is everyone's business to be making sure that young people go to school," Dr Hunter said. She said poor attendance meant students not only missed out on learning opportunities, but on social interaction too. Dr Hunter said school behaviour also needed to be addressed, with Australia having the dubious reputation of having some of the most disrupted classrooms in the OECD. "If the teacher is having a really hard time engaging young people in the classroom, there's not a lot of learning happening, and it can be quite a challenge for students with additional learning needs," she said. The Northern Territory consistently records the worst NAPLAN results in the country across year levels. More than half of students in the territory do not meet numeracy and reading proficiency standards in Year 3. Tasmania also lags behind the rest of the country with 14.4 per cent of Year 9 students needing additional support with their reading. Australian Education Union deputy president Meredith Peace said Tasmania and the Northern Territory had higher numbers of students experiencing disadvantage, and more specialist support staff were needed. "In the public school system we've seen more than a decade of public schools being underfunded and not having the resources," Ms Peace said. Victoria has recorded improvements, particularly in the primary school years. "Victoria's NAPLAN results are no accident — they are the product of our record investment in schools and the efforts of our dedicated kids, teachers, principals, parents and carers," Victorian Education Minister Ben Carroll said. NSW NAPLAN results exceeded the national average in writing, reading, spelling, grammar and punctuation, and numeracy. Queensland teachers have announced they will go on strike partly to secure better pay and conditions. Ms Peace said teachers were under pressure and underpaid. NSW has come to an agreement on teacher salaries. Other states, including Victoria, are about to start negotiations with teachers. The union said teacher shortages and concerns about big class sizes needed to be addressed. "When you've got smaller class sizes, you're able to provide the individual attention," Ms Peace said. Federal Education Minister Jason Clare said NAPLAN results showed encouraging signs of improvement in numeracy and literacy. But he said there was more work to do, and reforms tied to the funding agreement were starting to roll out. "This is not a blank cheque. This funding is tied to real and practical reforms," he said. Associate Professor Marian Vidal-Fernandez, from the University of Sydney School of Economics, agreed the funding would help. "In both primary and secondary settings, targeted literacy and numeracy programs, early diagnostic assessments, and support staff like speech pathologists and instructional coaches, can make a difference, especially when implemented early and consistently." Associate Professor Vidal-Fernandez said other important areas within education needed to be considered. "Many areas that significantly impact student wellbeing and long-term success — such as bullying prevention, arts programs, sports, and second language learning — are not captured in NAPLAN data.
