Chhattisgarh road accidents surge in 2024: Court flags black spots, coal traffic, and poor road safety

RAIPUR: Road accidents in Chhattisgarh have seen a significant rise in 2024, with a 10.28% increase in incidents compared to the previous year.
The number of fatalities rose by 9.50%, and injuries by 7.25%, according to data presented to the High Court by Court Commissioner Ravindra Sharma.
In 2023, the state recorded 13,468 road accidents, which climbed to 14,853 in 2024.
Fatalities increased from 6,166 in 2023 to 6,752 in 2024, and the number of injured persons rose from 11,723 to 12,573 during the same period. The Court Commissioner highlighted that "black spots" – accident-prone areas – identified in Raipur, Durg, Janjgir, Sakti, and Mungeli districts have not been rectified. He further noted a substantial increase in accidents in Korba and Surguja districts, by 25.44 per cent and 42.25 per cent respectively.
Additional Advocate General Shashank Thakur, representing the State, attributed the increase in Korba and Surguja to the high volume of dumpers carrying coal in these coal-bearing areas. Sharma also drew the court's attention to the illegal practice of transporting passengers in goods vehicles, inadequate street lighting within municipal limits, and accidents caused by stray animals on roads.
A Division Bench, comprising Chief Justice Ramesh Sinha and Justice Arvind Kumar Verma, has directed the Secretary, Department of Transport, Chhattisgarh, to file a personal affidavit addressing the issues raised by the Court Commissioner, particularly regarding the lack of street lights, poor road conditions, and stray animals contributing to accidents.

In response to a previous directive, the Regional Officer, National Highways Authority of India (NHAI), Raipur, filed an affidavit detailing corrective measures taken and proposed for black spots on NHs 2021, 2022, and 2023. The NHAI has also secured approval to initiate the bidding process for five new foot overbridges (FoBs) on the Bilaspur-Pathrapali section, at an estimated cost of Rs 17.95 crore. These FoBs are planned for Turkadih, Sendri, Madanpur, Melnadih & Karra villages, and Beltara town, all identified as high pedestrian traffic and accident-prone areas.
Dhiraj Kumar Wankhede, counsel for NHAI, pointed out that dust from coal and fly ash transportation by trucks, particularly on the Korba-Raipur and Surajpur-Ambikapur roads, also contributes to accidents. He suggested that fly ash should be transported in capsules instead of open containers.
The court has directed the impleadment of NTPC, Seepat, and South Eastern Coalfields Limited (SECL), Bilaspur, as party respondents. The competent authorities of both companies have been instructed to file affidavits explaining the lack of precautions in coal and fly ash transportation. The Secretary, Department of Road Transport, will also file an affidavit outlining measures taken to curb unsafe transportation practices by NTPC and SECL.

Wanted Gangster Romil Vohra Killed In Police Encounter At Delhi-Haryana Border
New Delhi: A wanted criminal linked to multiple murders in Haryana and arms cases in Delhi was shot dead near the Delhi-Haryana border early Tuesday morning, an official said. The dead has been identified as Romil Vohra, a resident of Yamunanagar in Haryana. He was wanted in over eight cases including a triple murder in Yamunanagar and another murder case in Kurukshetra. Acting on inputs received from Haryana STF about Romil's possible movement in Delhi to carry out another crime, a joint team of the STF and Special Cell laid a trap near the Kishangarh police Delhi-Haryana border. "Early this morning, Romil was intercepted by the joint team near the Delhi-Haryana border. During the exchange of fire, one sub-inspector each from Delhi and Haryana police suffered injuries. Romil was also hit by bullets," said the Additional CP. All were immediately rushed to a nearby hospital where doctors declared Romil dead. Authorities said a reward of Rs 3 lakh had been declared on Romil by the Haryana police. Standard legal procedures related to police encounter deaths are being followed, officials said.

Jewellery, cash, cartridges stolen from Bhojpuri singer-actor Pawan Singh's house in Ara
Ara: A theft of jewellery worth Rs 15 lakh, Rs 15,000 in cash and 30 live cartridges of a licensed rifle took place at Bhojpuri singer and actor Pawan Singh 's house in Ara Town police station area of Bhojpur district in the early hours of Tuesday. According to a written complaint lodged by Singh's elder brother, Ranu, with the Ara Town police, the thieves, however, left behind the licensed rifle. Ranu said the thieves broke into the house by breaking a backside window. The thieves stole four gold chains, mangalsutra, bracelets, earrings and other ornaments among other things, he added. "Travesty Of Justice": Top Court Summons UP Jailor For Not Releasing Man Despite Bail
The Supreme Court on Tuesday said it was a "travesty of justice" that a man it granted bail to in April in a case under UP's anti-conversion law had not yet been released from jail. A bench of Justices K V Viswanathan and N Kotiswar Singh took strong exception after the man claimed that he was not released on bail on the ground that a sub-section of a provision of Uttar Pradesh Prohibition of Unlawful Conversion of Religion Act, 2021 was not mentioned in the bail order. The bench, therefore, directed the superintendent jailor of the district jail Ghaziabad to appear physically present before it on June 25. Observing that this case presented a "very unfortunate scenario", the bench further directed the Director General of Prisons of Uttar Pradesh to appear through video-conferencing. The bench noted after the top court granted bail to the man on April 29, a trial court in Ghaziabad on May 27 issued a release order to the superintendent jailor to release the accused from custody upon execution of the personal bond, unless liable to be detained in some other matter. "After this order was made, it is stated by the petitioner that he has been unable to secure his liberty because in the order of the (Allahabad) High Court and this court, clause (1) of section 5 of the Uttar Pradesh Prohibition of Unlawful Conversion of Religion Act, 2021 was omitted and because of that, the petitioner could not be released," the bench noted. The top court called it April 29 order "categoric" and said the appellant should be released on bail during the pendency of trial in the FIR of January 3, 2024 registered with a police station at Ghaziabad, on conditions set by the trial court. The man was booked under Section 366 (kidnapping, abducting or inducing woman to compel her marriage etc) of the erstwhile IP and Sections 3 and 5 (Prohibition of conversion from one religion to another religion by misrepresentation, force, fraud, undue influence, coercion, allurement) of the 2021 Act. The top court observed the petitioner has now sought a modification of the April 29 order to specifically include Clause (1) of Section 5 of the 2021 Act. "As stated earlier, in the order of April 29, 2025, the sections concerned are clearly mentioned. It is a travesty of justice that on the ground that the sub-section was not mentioned, the petitioner... is till date kept behind bars. This call for a serious inquiry," the bench said. The bench, however, cautioned the petitioner's counsel against making any incorrect statement. "We are again telling you, if we find that this statement is not correct or that you are detained due to some other case, serious action will be taken. But if we find that this sub-clause was the reason, we will initiate contempt proceedings because it is a matter of liberty," the bench said. The top court continued, "Don't take this court for granted." The matter would be heard on June 25.
