Boks' short kick-off deemed ‘intentional infringement' by World Rugby

World Rugby have moved to clarify the short kick-off law, employed by the Springboks against Italy in Gqeberha.

World Rugby have said the Springboks' intentional short kick-off, done in the second Test against Italy in Gqeberha last Saturday, to force a scrum on the halfway line, 'shows an intentional violation of the kick-off and restart laws'.
World Rugby have considered the matter, brought to their attention by the Italian Rugby Federation, and taking a decision.
World Rugby have stated that should a referee deem the action to be deliberate they must award the opposition team a penalty.
Last weekend, Manie Libbok deliberately kicked off with the ball failing to go the required 10m. The Italians were awarded a scrum on the halfway line, exactly what the Boks were after, but an early engagement by the world champions resulted in Italy getting a free kick.
'Not intentionally infringe any law of the game'
Springbok coach Rassie Erasmus this week said he simply wanted his team to scrum, because it is something they do well. He also questioned why his team shouldn't be allowed to do it, asking who decides what is for and against the spirit of the game – something that had come into question.
Italy coach Gonzalo Quesada said after the match the move was not in the spirit of the game.
World Rugby said a request by Italy stated: 'A question has come up regarding the legality of the play under Law 9.7(a), which states: 'A player must not intentionally infringe any law of the game.'
'Watching the dynamics of the restart, we were wondering whether it was carried out in full compliance with both the letter and the spirit of the law. We would really appreciate your view, to ensure a consistent and shared interpretation at international level.'
In summary, World Rugby stated: 'If a team deliberately runs ahead of the ball carrier at a kick off, and/ or deliberately kicked so it doesn't reach the 10m line, what should the sanction be?'
According to World Rugby Law 9: Foul Play: Unfair play, 9.7 states: 'A player must not: a. Intentionally infringe any law of the game. Sanction: Penalty.'
In the match in Gqeberha, the Boks also employed the midfield 'fake lineout' where they lifted a player in open play to set up a driving maul. They scored two tries from the move. World Rugby have not said anything about this.
The Boks face Georgia in a one-off Test in Mbombela on Saturday (5.10pm).

Picture: Richard Huggard/Gallo Images Springbok coach Rassie Erasmus sprung a bit of a surprise by playing it very safe with his first squad of probably three for their defence of their Rugby Championship title, with the competition kicking off next month. Erasmus has been known for his unpredictability over the past few years, but didn't make any big changes from the group that took part in the mid-year Tests, essentially just reducing his squad for the Rugby Champs. The big omissions from the squad are experienced scrumhalf Faf de Klerk and wing Makazole Mapimpi, with upcoming stars Morne van den Berg and Edwill van der Merwe backed with a strong look to the future. Picture: Ashley Vlotman/Gallo Images Omissions As usual a premium has also been placed on utility value as Salmaan Moerat, who has captained the Boks a number of times over the last few years, has been left out along with Evan Roos, a specialist No 8. Cobus Wiese, who is primarily a four lock, but was backed at eighthman against Georgia and can cover seven and six, gets Erasmus' backing for the Rugby Champs. The only other players to drop out of the squad that was picked for the invitational Barbarians game and incoming series against Italy and Georgia, are Jasper Wiese, due to suspension, Thomas du Toit, due to resting protocols, Jean Kleyn, due to injury, and Neethling Fouche and Vincent Tshituka, who made their respective Bok debuts in the last month. Moerat, Roos, Fouche and Tshituka have all been released to their franchises and are available for the Currie Cup, though they have been included on the standby list along with De Klerk and Lukhanyo Am, who missed the mid-year Tests with a knee injury, and all can be called up at short notice if needed. Picture: Steve Haag Sports/Gallo Images Junior Bok stars Where Erasmus has continued to think outside the box is bringing in young and inexperienced players who have recently shone, to give them a taste of Springbok rugby, and this time has included three Junior Bok stars Bathobele Hlekani, Cheswill Jooste and Haashim Pead in the training squad. All three were immense in the Junior Boks' World Rugby U20 Championship winning campaign, with scrumhalf Pead electrifying in scoring six tries, outside back Jooste brilliant in all round play, and utility forward Hlekani an absolute battering ram. All three will train with the Boks' senior squad for a week or two, before being released back to their franchises, and being available to play in the Currie Cup. Due to the injury absence of men such as props Gerhard Steenekamp and Ntuthuko Mchunu, Erasmus has retained rookie Boan Venter after a solid debut against Georgia and could be given a run at some stage against the Wallabies. The Boks are off this week, but return to training from Sunday. The Boks' first match in the Rugby Championship, against Australia, is on 16 August.

A potent 37-man Springbok squad brimming with power among the forwards and loaded with explosive pace in the back division has been named to face Australia in the Rugby Championship. The squad includes 24 World Cup winners and five players who made their debuts during the Castle Lager series, where the Boks scored comfortable wins over Italy and Georgia. Three members of the triumphant Junior Springbok World Rugby U20 Championship squad — Bathobele Hlekani, Cheswill Jooste and Haashim Pead — have been invited to train with the group during a conditioning camp which starts in Johannesburg on Sunday. The five players who earned their first Test caps in July are Ethan Hooker (utility back), Asenathi Ntlabakanye, Boan Venter (both props), Marnus van der Merwe (hooker) and Cobus Wiese (utility forward). The squad, to face the Wallabies in Johannesburg on August 16 and a week later in Cape Town on August 23, includes 20 forwards and 17 backline players. 'It's always challenging to reduce the squad, especially given how the expanded group of players put up their hands during the recent series,' coach Rassie Erasmus said. 'But we always said we would select a smaller, more manageable squad during the Rugby Championship. 'This group includes several experienced players and a few younger guys who grabbed their chances in the last few Tests, so we are pleased with this squad for the first two matches. 'We have also informed the players on standby what our plans are and what we expect from them, so that all of them are ready to step up if needed.' 'We probably have three players who can cover each position, which is important in this competition, so it was a thorough process to narrow down the group to 36 players. 'One of our key pillars as a team is to build squad depth, and there is no better way to see what some of the younger players are capable of than to expose them to some of the top teams in the world.' Erasmus said everyone was proud of the Junior Boks for winning the World Rugby U20 Championship. 'We were thrilled to see the talent coming through the junior ranks, so we opted to invite three of them to join us to expose them to our structures and the standards required at top international level,' he said. 'We believe this camp will benefit them significantly and we are excited to see how they slot in and train with us. 'Unfortunately, we had to limit the size of the squad to ensure maximum outputs and more individual attention at our training sessions, so though more players could have been invited, we could only select three.' Bath prop Thomas du Toit has been granted a compulsory two-week rest as agreed with the Gallagher Premiership club, though he is eligible to be called up at any stage should the need arise, while No 8 Jasper Wiese is serving a four-week suspension, ruling him out of this squad. A handful of players, in turn, have been released to their respective franchises to build up game time in the Carling Currie Cup competition, though a few of them have been placed on standby for the Wallaby Tests. The standby players are Lukhanyo Am (centre), who missed the July Tests due to a knee niggle, Faf de Klerk (scrumhalf), Makazole Mapimpi (wing), Salmaan Moerat (lock), Evan Roos (No 8), Neethling Fouche (prop) and Vincent Tshituka (flanker). Still, there is no room for several stalwarts. Missing out are Lukhanyo Am, Faf de Klerk, Makazole Mapimpi, Salmaan Moerat, Evan Roos, Neethling Fouche (prop), and Vincent Tshituka as Erasmus trims his squad to 20 forwards and 17 backline players. The Springboks will face the Wallabies in Johannesburg on Saturday, August 16, and again a week later in Cape Town on August 23. Erasmus expects a completely different challenge in the Championship to that experienced against the Barbarians, Italy, and Georgia: 'Australia, New Zealand, and Argentina are all ranked in the top seven in the world, and if one considers that last year we won the Rugby Championship for the first time since 2019, it is clear that this will be a completely different kettle of fish. 'All three teams have beaten us in the last few years and they play a different style of rugby to the other opposition we have faced thus far, but we are pleased with the foundation we laid in the last few weeks and we know exactly what areas of our game we need to work on going into the Rugby Championship.' Erasmus will announce his squad for the two-match tour to New Zealand in September before making the journey Down Under, where they will face their arch-rivals at Eden Park in Auckland on 6 September, and in Wellington on September 13 respectively. The team will wrap up their campaign with Test matches against Argentina in Durban on Saturday September 27, and in London on October 4.
