Earlier, Mann launched a
WhatsApp chatbot
for the clinics.
"It is a historic day in the healthcare sector of Punjab as a total of 881 Aam Aadmi Clinics across the state have been connected to a WhatsApp chatbot," said Mann.
These clinics cater to nearly 70,000 patients daily, and in today's digital age, the chatbot will be most beneficial for patients, said Mann.
Mann said the initiative is expected to bring revolutionary changes in healthcare services as approximately 90 per cent of Punjabis own a smartphone, and they can now be directly reached through WhatsApp.
"Patients will receive complete health-related information via WhatsApp, and doctors' prescription slips will be accessible through the chatbot," said Mann.
Diagnostic test reports will also be shared, and patients will receive reminders about their next consultation dates from the doctor, he said.
Regular WhatsApp updates will be provided on care for elderly people with diabetes or blood pressure, pregnant women, and newborns, Mann said, adding that it will eliminate the need for patients to physically store prescriptions or medications, as they can access the information anytime on the messaging platform.
Most importantly, Mann said patients can instantly share their reports with family members or consult another doctor through WhatsApp.
The chief minister said the health department will also maintain a digital database of patients, their ailments, and treatments.
"Punjab will soon be launching 200 more Aam Aadmi Clinics to ensure quality healthcare services for all," he said, adding that the state government is committed to providing free medical treatment to every citizen.
Punjab is also the first state in the country to implement the '
Mukhya Mantri Sehat Yojana
', which provides medical treatment of up to Rs 10 lakh per family, he further said.
Targeting the previous governments, Mann said in the poll manifestos, there was no mention of the health sector, due to which people were left to fend for themselves.
He said the situation had deteriorated to the point where patients suffering from serious illnesses in villages did not even want to seek treatment because the high cost made them hesitant to push their families into debt.
It is the duty of governments to provide quality health services free of cost, and they are fulfilling this responsibility with dedication, said Mann.
Stating that the Punjab government is making significant efforts to turn the state into a medical hub, he informed that approval has been given for the establishment of four new medical colleges in Kapurthala, Hoshiarpur, Sangrur, and Nawanshahr.
He claimed that due to several "pro-people' decisions, the people's trust in government institutions is increasing.
Many children have shifted from private schools to the 'Schools of Eminence', he said, adding that this year, 208 students from government schools have cleared the prestigious JEE Advanced exam, and over 800 students have successfully passed the NEET exam.
Calling the Road Safety Force (RSF) a life-saving force, Mann said hundreds of lives have been saved since its inception.
He said when he was a member of Parliament, data indicated that more than 5,000 lives were lost annually in road accidents in Punjab.
The formation of the RSF has led to a 48 per cent reduction in such deaths, setting an example for other states as well, he said, adding that the force consists of specially recruited and trained personnel, including women, and is equipped with 144 modern vehicles.

Ludhiana district AACs offer free ARV, but not serum for severe bites
While the health department has announced that all the Aam Aadmi Clinics (AACs) will now have free-of-cost Anti-Rabies Vaccination (ARV), they still don't have anti-rabies serum required in case of category three cases with severe bites, and victims still have to seek treatment at the civil hospital. At present the serum is available at the anti-rabies clinic at Ludhiana civil hospital and four sub-divisional hospitals and 12 community health centres (CHCs) in the district. (HT File) According to the health department, the Ludhiana district saw 32,004 animal bite cases in 2024 and 1,309 of these were category three cases. This year till June the district saw 1,80,568 cases and 639 of those are category three cases. According to district epidemiologist Dr Sheetal Narang, animal bites are classified into three categories. Category one is scratches with no bleeding. This, she said, after careful examination by a doctor, doesn't require any vaccination. Category two is bites with bleeding. This, she said, required a thorough wound wash for 15-20 minutes, ARV and tetanus injection. Category three is severe bites which need anti-rabies serum. 'In ARV, there are antigens which stimulate antibodies a week after the shot is given. But in serum, the antibodies are already present. In cases of severe bites, the serum helps in rapid response,' explained Dr Narang. 'The AACs have been supplied with ample stock of ARVs and will only be given the serum when staff present there gets experienced in cases of animal bite. The staff has to be experienced to handle severe bites. That is why they haven't been given the serum right away. They may be provided with the serum later on,' she added. At present the serum is available at the anti-rabies clinic at Ludhiana civil hospital and four sub-divisional hospitals and 12 community health centres (CHCs) in the district.

100 new PHCs to be built with `194 cr: Satya Kumar
Tirupati: Health minister Y Satya Kumar Yadav said the state government sanctioned Rs 194 crore for the construction of 100 new primary health centres (PHCs), to be taken up under the supervision of the roads and buildings (R&B) department. Along with government whip and GD Nellore MLA V M Thomas, the minister inaugurated a new village health clinic (VHC) building at Edigapalli, built at a cost of Rs 20.80 lakh under Alathur gram panchayat. Speaking on the occasion, the minister highlighted that the concept of village health clinics (VHCs) was launched in 2017 by Prime Minister Narendra Modi to deliver doorstep healthcare services. With support from the central government, Chief Minister N Chandrababu Naidu and Deputy CM Pawan Kalyan are currently implementing the programme successfully across the state. Each VHC is staffed with Community Health Officers (CHOs), ANMs, and ASHA workers, who conduct door-to-door health checks, referring patients to higher centres when needed. These clinics offer 14 types of diagnostic tests and provide 105 varieties of essential medicines. The minister also highlighted the NCD 3.0 survey aimed at early detection of hypertension, diabetes, cardiac issues, and cancer in people above 18 years. Under the STEMI initiative, emergency cardiac patients receive a life-saving injection worth Rs 45,000 free of cost. So far, over 3,918 lives have been saved from among 3,200 emergency heart cases. He criticised the previous government for misallocating funds meant for 10,032 approved VHCs and establishing only 3,000 clinics. Officials including DM&HO Dr D T Sudha Rani and CHOs Reshmi, Rajeswari, and Gouri were present.

Mann said to keep villages and cities drug-free in the future, the government has formed defence committees and said he is fully confident that these committees will act as 'generals' in this war against drugs and safeguard villages and cities. He said each village or ward defence committee will be formed with four core members: the village sarpanch or ward councillor, a representative from the anti-drug campaign, the block development and panchayat officer or their representative, and the SHO or their representative. These committees will include 10 to 20 members, depending on the population, he said, adding that only individuals with clean records and reputation — such as retired army personnel, teachers, and village headmen — will be included. Each committee will be officially notified by the local sub-divisional magistrate, and committee members will be issued special government ID cards. It will facilitate communication with the administration regarding drug-related information or anti-drug activities, he said. Villages and wards will have round-the-clock surveillance to ensure no trafficker dares to operate, he said. The committee members will also assist in drug rehabilitation efforts and help reintegrate former addicts into society, he added. Any village or ward that achieves 100 per cent drug-free status will receive formal recognition and certificates of appreciation from the government, said Mann. 'These committees will raise awareness through street plays and door-to-door campaigns, adding that schools will also conduct awareness programs for children,' he said. He noted that more than 10,000 village-level meetings have already been held, and many panchayats have passed resolutions to declare their villages drug-free. He blamed traditional political parties for dragging Punjab into the swamp of drug addiction, saying, 'Had the previous governments restrained drug traffickers, we would not have needed to conduct such programmes today. Governments usually form development committees — not defence committees.' Mann said the state government has been forced to form these committees to fight the war against drug dealers. While the incumbent state government is fighting them, traditional parties were 'hand in glove' with them and were offering them protection, he alleged. Without naming anyone, Mann said, 'Important evidence has been found against the jailed former Akali minister, and it will be presented in court.'
