India opens doors to global EV giants with portal launch under SPMEPCI
New Delhi [India], June 24 (ANI): The Ministry of Heavy Industries (MHI) has launched the portal launch of the application process under the Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI).
The scheme was notified vide notification dated 15th March 2024, and the detailed Scheme Guidelines were subsequently issued through Notification No. S.O. 2450(E) dated June 2 current year, as per a statement by Ministry of Heavy Industries.
Both the Notification and the Guidelines are available on the Ministry's official website.
In this context, Applications are invited from eligible applicants under the scheme and applicants can apply through the application module at spmepci.heavyindustries.gov.in.
According to the Ministry the application portal would be open for applications from 24th June 2025 10.30 a.m. and will remain open until 21st October 2025 till 6:00 p.m.
The Centre has approved a forward-looking scheme to promote the domestic manufacture of passenger cars, with a special focus on electric vehicles (EVs).
It is designed to firmly establish India as a premier global destination for automotive manufacturing and innovation.
During the launch of the portal, Union Minister H D Kumaraswamy said: 'Guided by the visionary leadership of Prime Minister Shri Narendra Modi, this initiative marks a defining moment in India's journey towards clean, self-reliant, and future-ready mobility. The launch of this portal under the SPMEPCI scheme opens new avenues for global electric vehicle manufacturers to invest in India's rapidly evolving automotive landscape.''This scheme not only supports our national commitment to achieving Net Zero by 2070, but also reinforces our resolve to build a sustainable, innovation-driven economy.It strengthens the pillars of 'Make in India' and 'Aatmanirbhar Bharat', and positions India as a trusted global hub for next-generation automotive manufacturing and technology leadership.'
The scheme is expected to attract investments from global EV manufacturers and promote India as a manufacturing destination for e-vehicles.
The Scheme will also help put India on the global map for manufacturing of EVs, generate employment and achieve the goal of 'Make in India', the Ministry's statement added.
the approved applicants will be allowed to import Completely Built-in Units (CBUs) of e-4W with a minimum CIF value of USD 35,000 at reduced customs duty of 15 per cent for a period of 5 years from the Application Approval Date to encourage the global manufacturers to invest under the Scheme.
Approved applicants would be required to make minimum investment of Rs 4,150 crores in line with the provisions of the scheme.
The scheme is strategically crafted to position India as a global hub for electric vehicle manufacturing.
With a minimum investment threshold of Rs 4,150 crore, it provides an enabling policy environment for leading global and domestic players to establish long-term manufacturing footprints in the country.
Through calibrated customs duty concessions and clearly defined domestic value addition (DVA) milestones, the scheme strikes a balance between introducing cutting-edge EV technologies and nurturing indigenous capabilities.
By mandating domestic value addition targets, the scheme will further boost the 'Make in India' and 'Aatmanirbhar Bharat' initiatives, while empowering both global and domestic companies to become active partners in India's green mobility revolution, the statement added. (ANI)

Centre, Gujarat govt join hands to bring high-speed internet to all villages under BharatNet programme
New Delhi: In a major boost to rural connectivity , the Centre in partnership with the Gujarat government , on Tuesday, took a big step towards providing high-speed internet access to villages across the state. With a goal of more than 98% service uptime, the amended BharatNet programme will ensure that even the most remote parts of Gujarat have access to reliable digital platforms, helping to improve education, healthcare, livelihoods, and overall quality of life. A quadripartite agreement was signed in Gandhinagar between the Indian government's Digital Bharat Nidhi (DBN), the Gujarat government, Bharat Sanchar Nigam Limited ( BSNL ), and Gujarat Fibre Grid Network Limited (GFGNL). This agreement hands over all BharatNet-related responsibilities in Gujarat to GFGNL and allows the agency to implement the updated scheme under the Amended BharatNet Programme. This partnership marks a significant milestone for Gujarat, which is the first among eight states to adopt the BharatNet project under the state-led model. The state has already received in-principle approval of Rs 5,631 crore for capital expenditure and 10 years of maintenance support for the project. The project aims to connect all 14,654 gram panchayats and non-gram panchayat villages across Gujarat with fast, stable internet. By building a future-ready digital infrastructure, the initiative is expected to support local communities through improved access to digital services . Government departments will be able to connect with citizens more directly, delivering services tailored to the needs of farmers, women, students and entrepreneurs. The network will also open doors for innovation. With fibre connectivity reaching mobile towers, field offices, families and financial businesses, the programme will boost mobile signals, enable real-time governance, offer household broadband, and support rural fintech and startups. Under the broader Amended BharatNet Programme, the government plans to provide optical fibre connectivity to 2.64 lakh gram panchayats and about 3.8 lakh non-gram panchayat villages across the country. The Union Cabinet had approved the scheme on August 4, 2023, with a total programme cost of Rs 1.39 lakh crore. BSNL will serve as the project management agency, with professional partners executing the work under the "Design, Build, Operate, and Maintain model". The project will ensure high-speed internet with a minimum download speed of 25 Mbps for each Fiber-to-the-Home user. Over the next five years, 1.5 crore rural homes, institutions and enterprises across the country are expected to benefit from this massive digital transformation.

IIM Mum opens incubator to anyone with a good idea
Mumbai: IIM Mumbai has opened the doors of its incubator not just to students or fresh graduates, but to anyone with an idea and the courage to build it -- from silver-haired retirees with decades of wisdom to homemakers with sharp instincts and side-hustles waiting to bloom. On Tuesday, the AIC-NIFIE incubator was inaugurated by Union minister of state for science and technology Jitendra Singh. The Atal Incubation Centre-NITIE Incubation Foundation for Innovation and Entrepreneurship (full form) is an umbrella organisation at IIM Mumbai for fostering entrepreneurship and nurturing tech start-ups. Backed by NITI Aayog, the business incubator provides 'start to scale' support for technology-based entrepreneurship and facilitates the conversion of research activity into entrepreneurial ventures. Singh called for an end to working in silos, urging a seamless blend of govt, industry, and academia. "The integration of academia, industry, and govt is essential for India to meet its rapid development goals. The age of silos is over. Now we are getting more and more integrated," he said. The minister said all stakeholders, including representatives of industry, should be brought together as the demarcation between the private and public sectors does not exist. "Startups are built on aptitude, ideas, and innovation -- not just fancy degrees." Director of the institute, Manoj Tiwari, said: "We invited bold entrepreneurs to apply, panels of experts heard their ideas, interviewed them, and we have allotted 6 rooms out of the total 13 to some bold entrepreneurs." To date, 14 startups have been incubated on campus.
