South Africa is at a turning point in its energy journey. Driven by a commitment to cleaner energy and the swift uptake of solar power, the renewable energy sector is experiencing significant growth.
This expansion, spearheaded by both established Independent Power Producers (IPPs) and private sector entities investing in their renewable energy initiatives, marks a clear shift from the government-led REIPPP programme of the past.
However, this rapid growth brings with it a serious challenge: ensuring the availability of a skilled and adaptable workforce to support the development, installation, and long-term maintenance of solar farms and other renewable energy projects across the country. This is where Temporary Employment Services (TES) providers can step in to play a vital role in meeting South Africa's clean energy needs.
The workforce scaling challenge in the renewables sector
The expertise first honed by established IPPs is now being put to work in the private sector. At the same time, many new companies are starting up, which is good for using local materials and workers in the industry, but this changing situation is making a big difference in the demand for skilled workers at all job levels.
Initially, renewable energy projects in rural areas often encountered a scarcity of even basic electrical skills. Today, the influx of projects nationwide is facilitating the growth of semi-skilled and skilled electricians in regions where such expertise was previously limited. In addition to providing on-demand access to a competent workforce, TES providers play a vital role in helping companies navigate the complexities of local regulations and industry standards. Many companies, especially international firms or those new to a region, may lack a deep understanding of local bargaining council agreements, infrastructure limitations, or even the local political landscape.

This comes as scores of electricity payers protested over soaring prices in Tembisa and elsewhere. Ahead of the ANC NEC meeting at various venues in Gauteng, Ramokgopa said South Africa is on the brink of "energy poverty" as the current cost of electricity is unsustainable, adding that South Africans can expect big changes to prices in the coming months. "Electricity is unaffordable. We cannot continue along this tariff path. We are getting into a situation here in the country with new dimensions of energy poverty. There are households there, as I speak to you, that will not be able to afford the cost of electricity. "Poor households are being forced to make choices between a loaf of bread and buying prepaid electricity units," he said. Energy expert, Professor Vally Padayachee, reflecting on the soaring prices of electricity, indicated that the rising cost of electricity is concerning as it impacts not only household budgets but also the overall economy. "Increases of over approximately 600% in recent years are unsustainable and disproportionate to many citizens' income levels. Electricity, a public good, should arguably be like water, a fundamental right, accessible and affordable for all South Africans. Image: File "For the average South African household, rising electricity costs have become a serious financial concern. Many families find themselves allocating a growing portion of their income to energy bills, which can lead to difficult choices between essential services such as food, education, and healthcare. This financial strain can cause stress and adversely affect family life," he said. To curb the effects of energy poverty, Vally said: "The rising costs of electricity calls for urgent structural reforms to the energy pricing model in South Africa. Policymakers must explore ways to stabilise prices for households and reduce the burden on vulnerable populations. There must be a concerted effort towards transitioning to a sustainable energy future that emphasises renewable energy sources." Taking to X, former Eskom COO, Matshela Koko, lamented the rising costs of electricity in spite of a promise that IPPs (independent power producers) would help reduce energy prices. "Eskom's electricity sales have plummeted from 220 TWh to 180 TWh over the past decade, yet electricity costs have skyrocketed by 600%. Here's the truth: wind, solar, and battery storage won't lower the electricity prices you see on your electricity bills. The Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, joined by the Mayor of eThekwini, Councillor Cyril Xaba, spoke about the outcome of the municipality's Section 34 application. Xaba said that a Section 34 Ministerial Determination is a crucial mechanism that empowers municipalities to procure new generation capacity to meet specific energy needs and enhance energy security. City officials and Ramokgopa also inspected the waste-to-energy plant in Springfield, Durban, that is owned by the municipality, highlighting the municipality's commitment to innovative and sustainable energy. Xaba regarded it as a historic announcement that marked a critical milestone in the eThekwini energy strategic roadmap, which seeks to enhance energy security by diversifying energy sources and reducing reliance on the national grid. 'We are not only celebrating the decision by the Minister of Electricity and Energy to authorise the city to develop new electricity generation capacity, but we are also affirming our commitment to lead South Africa's energy transition in a way that is secure, inclusive, and sustainable,' Xaba said He added that eThekwini was the first metro in the country to receive this determination to procure new electricity generation capacity directly from Independent Power Producers (IPPs). According to Xaba, this is a precedent-setting moment that reinforces the constitutional role of municipalities in ensuring they deliver quality services. Detailing the history behind it, Xaba said that in 2021, eThekwini responded to the national energy crisis and initiated its electricity procurement programme through the Municipal Independent Power Producer Procurement Programme (MPPPP). He said this decision was driven not only by necessity, but by a forward-looking vision of building a decentralised, diversified, and resilient municipal energy system. By July 2021, eThekwini issued a technology-agnostic Request for Information (RFI) to the market, targeting 400 megawatt (MW) of renewable energy. This move allowed eThekwini to engage industry stakeholders, assess investment appetite, and lay the groundwork for meaningful public-private partnerships. A year later, the municipality's 400 MW business case received full endorsement from the KwaZulu-Natal provincial government. Subsequently, the National Treasury approved the project, positioning eThekwini as a national pioneer in municipal-led power procurement. In 2023, the municipality convened the first Energy Transformation Summit and submitted a Section 34 Determination application, which received the full attention of Ramokgopa. By October 2024, Ramokgopa issued the draft Section 34 determination to NERSA, which launched public participation in March 2025. On Friday, the final approval of the Ministerial Determination gave the green light to move to the next phase of the Request for Proposals (RFP). The RFP for Solar PV will be issued in December 2025, with the construction expected by September 2027. Xaba said that the Gas-to-Power RFP will follow in 2026. He explained that this programme will allow eThekwini Municipality to procure 400 MW of new generation capacity - 100 MW Solar PV and 300 MW Gas to Power (GTP), with a focus on dispatchable, reliable, and low-carbon energy technologies.
