N. Sembilan allocates RM150,000 for STPM, STAM students
Menteri Besar Datuk Seri Aminuddin Harun said that the additional allocation - RM100,000 for STPM students and RM50,000 for STAM students - will be channelled through various initiatives, including teacher empowerment programmes and the implementation of community tuition classes at selected schools, to ensure that no student is left behind.
'This will contribute to improving education across the state through community tuition, which in turn helps enhance student excellence,' he told reporters after attending the 2024 Sijil Pelajaran Malaysia (SPM) Academic Excellence Awards ceremony, here, today.
As for SPM students, the state government has allocated RM500,000 last year to ensure excellence in the examination through various initiatives, including providing tuition and strengthening the teachers involved in SPM subjects.
He added that, to maintain the high standard of education in the state, Yayasan Negeri Sembilan has taken the initiative to implement seven programmes aimed at strengthening SPM elective subjects, which are expected to improve the SPM State Average Grade next year.
He said that these programmes were carefully planned, to ensure that both students and teachers received optimal support in preparing for the 2025 SPM examination, particularly in elective subjects, which require a specialised approach.
In a separate matter, Aminuddin said that the state government would address the stray dog issue in accordance with the laws and procedures set by the local authorities (PBT).
'We will identify areas with stray dogs, capture them, and keep them at a designated location for a period. During this time, individuals or NGOs can adopt them; otherwise, they will be disposed of according to established procedures,' he said.
He was responding to questions about the method of disposing of stray dogs, which had previously sparked strong opposition from various groups.
The Port Dickson MP also said that the state government had previously provided land to NGOs to manage and spay stray dogs, but this initiative was seen as ineffective, with the number of stray dogs continuing to rise, especially in housing estates.

'Not easy for even TunM to sue PMX as he has great persuasive power to delay trial'
SUCH seems to be the contention of blogger and veteran journalist Datuk A. Kadir Jasin after former unity minister and lawyer Waytha Moorthy Ponnusamy filed an originating summons seeking a declaration that Datuk Seri Anwar Ibrahim should not have been elected as a MP nor be appointed as Prime Minister (PM). Filed on Tuesday (Aug 12) which was two days after his 78th birthday on Aug 10, this would have constituted the third high-profile civil suit filed against PMX. The two existing cases are a defamation suit by Tun Dr Mahathir Mohamad demanding an apology and damages of RM150 mil and that by PMX's former research assistant Mohammed Yusoff Rawther alleging sexual assault. 'With another civil suit against him (PMX), it is no wonder that he and his supporters are feeling desperate. Who knows if more civil suits will be filed,' penned Kadir in his latest Facebook post. 'However, under the Westminster system which is the model of our government, the PM possesses great power to persuade. He can use many methods to delay the trial.' No express trail for TunM's suit For the record, Waytha who is also the Hindu Rights Action Force (HINDRAF)/Malaysian Advancement Party (MAP) founder wants the High Court to declare that PMX's election as the Tambun MP on Nov 19, 2022 and his subsequent appointment as PM on Nov 24 that year are null and void. This is on the grounds that the pardon by the Yang di-Pertuan Agong in 2018 did not state that PMX was exempted from losing the right to contest for a five-year period from the date of his release from prison. As it is, the Article 48(1)(e) in the Federal Constitution prohibits a criminal sentenced to more than one year in prison and a fine of more than RM2,000 from contesting elections for five years after his release. Recall that PMX was sentenced to five years in prison by the Federal Court in 2015 in his second sodomy case. In addition to PMX's influence, Kadir contended that judicial bureaucracy also stood in the way as has happened the trial of Dr Mahathir's suit. 'It was submitted on May 5, 2023. It has been more than two years. The judge has changed twice. Now a third one will be appointed,' recounted the national journalism laureate. 'In the Yusoff Rawther case, the trial was delayed because last May Anwar asked the High Court to allow him to refer eight questions to the Federal Court pertaining to his 'immunity' as PM. 'We've to understand that even by changing lawyers, the trial can be delayed. That is what Anwar did on May 28. He changed the line of lawyers representing him in the Yusoff Rawther suit.' 'Playing the delay game' Given the afore-mentioned circumstances, Kadir is of the view that both PMX's backers who are hoping for an immediate clean-up of their idol's name as well as opposition supporters who want him to be removed as soon as possible are bound to be disappointed. 'These cases cannot be completed in a month or two. It can even drag on for years. There're civil cases that have been going on for more than a decade but have not been resolved,' asserted the former group editor-in-chief of mainstream New Straits Times. 'So there is no big problem for Anwar's lawyers to delay the trial of these civil cases until the next general election which must be held no later than February 17, 2028.' Instead of hoping for the impossible to materialise, Kadir who was Dr Mahathir's media and communications adviser during the latter's second premiership suggested that 'the best thing for the opposition and their supporters is to use these cases as political campaign material'. 'In many ways, whether from an official or personal perspective, the PM is vulnerable. He can be reprimanded, criticised and even sued. Even to holding mass protests so that he is removed,' observed the veteran newsman. 'As a reminder, as I wrote briefly in my FB page on Tuesday (Aug 12), 'If you aspire to become a public figure, the best policy is not to be found guilty'.' – Aug 14, 2025

Masidi rubbishes Shafie's claim over RM1 billion bond
Published on: Thursday, August 14, 2025 Published on: Thu, Aug 14, 2025 Text Size: Masidi (left) also dismissed Shafie's (right) earlier claim that the bond's full repayment in 2019 was an extraordinary achievement of the Warisan administration, calling it 'misleading' and 'contrary to documented facts.' Kota Kinabalu: State Finance Minister Datuk Seri Masidi Manjun rubbished Parti Warisan President Datuk Seri Shafie Apdal's allegation that RM500 million from the State Government's RM1 billion bond proceeds was spent in another state, describing the claim as 'both unfounded and irresponsible.' 'Such a serious claim, made without a shred of credible evidence, misleads the public and undermines trust in the State's financial management,' said Masidi in a statement, Wednesday. Citing official records, Masidi said the RM1 billion State Government of Sabah Bonds (2014/2019) proceeds were used entirely for Sabah's purposes – RM544 million to repay the first State Government bond issued in 2009 and RM456 million to finance State development projects under the approved 2014 State Budget. He also dismissed Shafie's earlier claim that the bond's full repayment in 2019 was an extraordinary achievement of the Warisan administration, calling it 'misleading' and 'contrary to documented facts.' He said Shafie's Aug 12 statement gave the public the false impression that the RM1 billion repayment was pulled off within a single year through the Warisan government's financial acumen. 'The facts tell a different story. When the RM1 billion bond was issued in December 2014, Bank Negara Malaysia required the State Government to establish a dedicated Sinking Fund to ensure full repayment upon maturity,' he explained. Under this safeguard, RM200 million was to be set aside annually over five years so that repayment would not become a sudden financial burden, regardless of which party held office. Records show contributions to the Sinking Fund were made according to schedule: RM2 million in 2016 (tabled in 2015), RM200 million in 2017 (tabled in 2016), RM400 million in 2018 (tabled in 2017) and RM380 million in 2019 (tabled in 2018). The remaining RM18 million came from interest earned on the fund's investments. 'The claim that Warisan had to 'find' RM600 million in a matter of months ignores reality. The payment schedule had been designed since 2014 and the necessary funds were already budgeted as part of the State's multi-year financial planning,' stressed Masidi. He pointed out that during Warisan's tenure, the only bond repayment allocation tabled was RM380 million in 2019, an obligation that would have been fulfilled by any government in office at the time. Masidi emphasised that repaying the bond on schedule was a legal and contractual obligation, not an optional act of goodwill. 'The financial discipline and structure that enabled this repayment were put in place in 2014, not in 2018. Public discussion on State finances must be anchored in documented facts, not selective figures or politically convenient narratives. 'The people of Sabah deserve nothing less,' he said. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Outcome of a royal pardon
A FEW prominent Opposition leaders have questioned the constitutional right of Datuk Seri Anwar Ibrahim to hold the office of the Prime Minister because of Articles 48(1)(e) and 48(3) of the Federal Constitution. Article 48(1)(e) provides that a person is disqualified from being a member of Parliament if he has been convicted of an offence and sentenced to imprisonment for a term of not less than one year or to a fine of not less than RM2,000 and has not received a free pardon.
