$30 million '16 Tech Bridge' marks new link to downtown Indy for pedestrians, cars. See photos
A new $30 million bridge that links the 16 Tech Innovation District with the hospitals along 10th Street and the Indiana University School of Medicine is the first bridge in Indianapolis to devote more space to pedestrians and bicyclists than to vehicles.
Spanning Fall Creek near where it meets the White River, the 342-foot-long "16 Tech Bridge" features two lanes of car traffic surrounded on either side by protected multi-use paths. The wave-like steel and concrete structure connects two burgeoning economic centers and creates a seamless nexus between the White River Trail and the Indianapolis Cultural Trail for cyclists and pedestrians, the architects say.
Initial plans called for the bridge to have four lanes for vehicles and less space for other users, Indianapolis City-County Council President Vop Osili said at an April 30 grand opening. But residents in near northwest side neighborhoods like Riverside and Ransom Place, including members of the cycling club Riverside Riders Indy, convinced city leaders and architects to change course on the final design for the bridge.
"Even more than being a reflection of the water and the trees of which it is a part," Osili said to a crowd gathered for the opening, "it is a reflection of collaboration, a reflection of possibility and proof of what can happen when we build with the community and not around it."
The new structure blends the functions of two nearby bridges that also link downtown Indianapolis with the somewhat isolated 16 Tech district, home to the AMP food hall and three facilities that house more than 1,000 employees in the health and life sciences industry. Less than a half-mile east, the Indiana Avenue bridge features wide lanes for cars and narrow sidewalks. Fewer than 200 yards west, the Dr. Beurt SerVaas Bridge provides a skinny path for cyclists and walkers.
Each bridge's shortcomings called for a compromise, Riverside Riders founder Adele Hill-Stokes said. The resulting structure, designed by German engineering firm schlaich bergermann partner and New York-based firm Practice for Architecture and Urbanism, finished about a year later than projected in 2021.
"Now we can ride from Riverside Park down the (Riverside Promenade), pick up White River Trail, and then come across the 16 Tech Bridge over to the Cultural Trail and never see street," said Hill-Stokes, who grew up in Riverside in the 1960s and has owned a home there the past two decades. "And that is a great feeling. The cars are just starting to get used to more bikers, but it's still a little hesitant."
The new bridge's spacious multi-use paths feature benches made with wood from trees felled for the project and color-changing light displays for community events. The road over the bridge is called Confluence Way.
How much the 16 Tech Bridge, district investments cost
Indianapolis taxpayers and the Lilly Endowment footed the roughly $30 million bill to design and build the 16 Tech Bridge.
By comparison, the Henry Street bridge extending the Indianapolis Cultural Trail to the new Elanco Animal Health headquarters is expected to cost about $21.2 million. That bridge is projected to open in early 2026.
More than $90 million of taxpayer money has gone toward public infrastructure projects in the 16 Tech District, overseen by the nonprofit 16 Tech Community Corp., since its 2020 opening, according to a spokesperson.

Indianapolis Mayor Joe Hogsett said during the grand opening that the bridge is a necessary link between downtown hubs of the state's "most vital industries," including biomedical sciences and advanced manufacturing, and growing neighborhoods near the urban core.
The district boasts $300 million of "vertical development" to date and 235 companies, a spokesperson said. The Vanguard, a 289-unit apartment complex, will open this summer as the district's first residential project, with 15 units reserved for residents earning no more than 30% of the area median income.
Hundreds more residential units, new roads and a three-acre park with public art are expected in the coming years.

FTC could bar Omnicom, Interpublic from boycotting sites over political views as merger condition: report
The Federal Trade Commission could reportedly bar advertising giants Omnicom and Interpublic from suppressing ads to websites over their political views as a condition for approving their pending merger. The FTC, led by President Trump-nominated chairman Andrew Ferguson, is considering imposing the consent decree as it engages in a broader effort to investigate and stop collusive ad boycotts that unfairly target conservative media. New York City-based Omnicom was among the companies called out by House Judiciary Committee chair Jim Jordan (R-Ohio) over its involvement with the Global Alliance for Responsible Media, a left-leaning advertising cartel that allegedly sought to defund news outlets and platforms, including The Post. Jordan launched an investigation into Omnicom after the merger was first announced last December. The FTC is currently reviewing a $13.25 billion all-stock deal between the two ad giants. If approved, the combined entitles would form the largest ad agency in the world, with around $25 billion in annual revenue. The terms of the merger deal are still under review and have yet to be finalized, Reuters reported on Thursday, citing a source familiar with the matter. Representatives for the FTC, Omnicom and Interpublic did not immediately return The Post's request for comment. The FTC's move points 'to a much more highly politicized environment for agencies than we have ever seen before, at least in the United States,' analyst Brian Wieser wrote in a midyear industry update on Tuesday that was cited by the New York Times, which first reported on the proposed consent decree. Fergson has said that any boycotts organized by advertisers can be illegal because they involve coordinated refusals to do business, which may restrict competition. Earlier this week, the FTC requested documents from top ad agencies, including Omnicon, Interpublic, WPP, Dentsu, Havas and Publicis, as part of a broad review into whether the firms had violated antitrust law by participating in boycotts against certain news outlets. The FTC is also targeting so-called watchdogs like Media Matters and Ad Fontes Media in the investigation and in May requested documents about their dealings with a dozen firms, the Wall Street Journal reported. The probe is focused in part on how the firms dealt with Elon Musk's X, which suffered a mass exodus of advertisers after the mogul bought the social media company formerly known as Twitter in 2022 and loosened its content moderation practices. The agency's letter to Media Matters requested 'all documents that Media Matters either produced or received in discovery in any litigation between Media Matters and X Corp. related to advertiser boycotts since 2023.' Last year, Musk filed a sweeping antitrust lawsuit against the World Federation of Advertisers and its now-defunct GARM initiative, which shut its doors after the suit was filed. By Maria Martinez BERLIN (Reuters) -Cutting bureaucracy would give German companies more confidence in economically uncertain times, according to a survey from the German Economic Institute IW seen by Reuters on Friday. Of the more than 2,000 companies surveyed, 97% said reducing bureaucracy would increase their confidence, while 75% said it would have a "strong influence" and 22% a "moderate influence" on their confidence. Germany is the only G7 nation that has recorded no economic growth for two consecutive years and business morale has therefore been depressed, according to indicators such as the Ifo business climate index. For two-thirds of companies, a moderate increase of labour costs would have a strong positive effect on their outlook, with an further 31% seeing a moderate effect. Almost all companies stated that economic policy had a strong or moderate influence on their confidence, with 89% of the companies favouring efforts for competitive energy prices and 92% favouring investment-oriented tax policies. Nearly half of companies in the survey cite improved export prospects to Asia and the United States as a potential confidence boost.
