Karaikudi Corporation Commissioner directed to convene special meeting

The Madurai Bench of the Madras High Court has directed the Karaikudi Corporation Commissioner to convene a special meeting of the Corporation Council to consider a motion of no confidence against Mayor S. Muthudurai of DMK.
The court was hearing a petition filed by AIADMK Councillor V. Ramkumar (Ward 22) of Karaikudi. The petitioner said the Karaikudi Corporation consisted of 36 wards. Out of the 36 councillors, one had resigned. Now, there were 35 councillors in the sanctioned strength. Under these circumstances, a total of 23 councillors had expressed lack of confidence in the current Mayor due to administrative inefficiency, public dissatisfaction and failure to discharge duties.
The petitioner said that he and 22 other councillors made a representation for initiating a no confidence motion against the Mayor. Despite the valid representation with the required quorum of councillors as per the statute, no action was taken by authorities concerned to convene a special meeting or process the same.
The inaction of the authorities in not convening the meeting even after receiving a valid representation supported by more than the required number of elected councillors was arbitrary and unreasonable, the petitioner said, adding that it was violative of the mandatory procedure laid down under the Tamil Nadu Urban Local Bodies Act and Rules.
He sought a direction to the Karaikudi Corporation Commissioner to convene a special meeting of the Corporation Council to consider a no confidence motion against the Mayor based on the representation made in accordance with Section 51 of the Act read/with Rule 161 (3) of the Rules.
Justice C. Saravanan directed the Karaikudi Corporation Commissioner to convene the special meeting as per the Act and the Rules. and disposed of the petition.

Officials said these two categories accounted for nearly three-fourths of the petitions received. Unlike in Chennai, Coimbatore, and Trichy—where camps were held within city limits—Madurai's camps were located entirely in suburban areas, notably within the constituency of commercial taxes and registration minister P Moorthy. Camps were conducted in Chettikulam (Madurai West), Othakadai, two venues under Melur Panchayat Union, and Paravai Municipality. Minister Moorthy inaugurated the first camp at Chettikulam and inspected grievance counters set up by various departments at all five venues. DMK cadres assisted the public at the camps, helping residents fill out applications and directing them to relevant counters. "Their involvement was particularly helpful for rural women, senior citizens, and first-time applicants," said M Kannan, a resident of Chettikulam. "They also raised awareness about the camps by distributing pamphlets earlier this week." "I applied for the Kalaignar scheme three times, but my application was rejected each time without explanation," said A Selvi of Oomachikulam village. Salem: A 16ft tall bronze statue of former chief minister and DMK patriarch the late M Karunanidhi at Anna Park here was defaced by unidentified miscreants, who splashed black paint on it, on the intervening night of Monday and Tuesday. According to an official source, it was the visitors to the park who first found the statue defaced with black paint on Tuesday morning and alerted police. A team of police, headed by assistant commissioner K M Aswini, visited the spot immediately and initiated an inquiry into the incident. Aswini said they were reviewing CCTV footage collected from the locality to zero in on the suspects. The CPM, meanwhile, condemned the act and urged police to nab the miscreants who defaced the statue of Karunanidhi and punish them. The party also sought police to probe the possible intention to disrupt law and order with the act. Mutharasan, state CPI secretary, said the statue of esteemed Tamil scholar Kalaignar, who was greatly revered by the people of Tamil Nadu, was unveiled at Anna Park just a year ago. "We condemn the act (of defiling the statue)." He said the Sangh Parivar, known for saffronising politics in recent years, was implicated in similar acts in the state in the past. "After saffronising the statue of Valluvar, who authored the world-renowned Thirukkural, and vandalizing the statues of prominent leaders like Periyar, Ambedkar and MGR, they now seem to be targeting the statue of Kalaignar. This has caused significant unrest in Tamil Nadu and is seen as a political maneuver. This is nothing but a lowly political conspiracy."
