Key Mike Lee proposal stripped from Trump budget bill

WASHINGTON — A proposal to expand congressional control over federal policy decisions was stripped from President Donald Trump's massive tax bill over the weekend despite a push from GOP leaders to include the language.
The provision, a slimmed-down version of Sen. Mike Lee's REINS Act, sought to implement new requirements for federal agencies, subjecting proposed agency actions to be approved by Congress before they can take effect. The statute primarily targeted policies that increase revenue and would allow for review of past rules already approved by agencies.
However, that measure was removed from the bill's language on Sunday by the Senate parliamentarian, a nonpartisan adviser who must evaluate each provision in the tax bill to ensure it adheres to the strict rules of reconciliation.
Through the budget reconciliation process, Republicans can circumvent Democratic opposition and prevent a filibuster to expedite the passage of certain legislation and go around the minority party by enacting key pieces of their agenda with a simple majority vote.
There are certain rules that dictate how often reconciliation can be used, and the procedure can only be utilized to advance budget-related legislation such as taxes, spending and the debt limit.
Once a budget reconciliation blueprint is finalized, it then only requires a simple majority in the House and Senate to pass.
However, the parliamentarian ruled that the current language related to Lee's REINS Act did not adhere to those guidelines, making it ineligible for simple-majority passage. However, Lee could still adjust the language before the package reaches the Senate floor, which GOP leaders hope to accomplish by the end of this week.
Lee has pushed for years to pass the REINS Act, which would require regulations with an economic impact of $100 million or more to be approved by Congress, giving lawmakers more control over how agencies operate.
Under current law, Congress has the authority to pass resolutions that nullify certain agency regulations if those rules are considered to be harmful. However, the REINS Act would seek to ensure that most proposed regulations must first be cleared by Congress before it takes effect, giving lawmakers the ability to halt certain regulations if they disapprove.
Some version of the REINS Act has been introduced in every Congress since 2009. The House has managed to pass several iterations of the bill but the proposal has never managed to pass the Senate, where it would typically need 60 votes to be approved.
And to get enough votes to support it, Lee is suggesting to somehow attach the bill to the reconciliation package, which would only require 50 votes in the Senate.
Lee has not yet publicly responded to the parliamentarian's ruling, and his office did not respond to a request for comment by the Deseret News.

President Trump abruptly announced a cease-fire agreement between Israel and Iran after speaking to Prime Minister Benjamin Netanyahu of Israel and Iranian officials, with Qatar helping to mediate, a senior White House official said Monday. The official, who was granted anonymity because they weren't authorized to discuss the negotiations publicly, said Sheikh Tamim bin Hamad Al Thani, the emir of Qatar, played a role in the cease-fire discussions. The announcement, made minutes after 6 p.m. Eastern time, caught even some of Mr. Trump's own top administration officials by surprise. Israel has not yet confirmed the cease-fire, and within three hours of Mr. Trump's announcement, there were fresh attacks from Israel against Iran, raising questions about whether all parties had agreed to it. Mr. Trump had help in pressing for a cease-fire from Vice President JD Vance, Secretary of State Marco Rubio and Steve Witkoff, Mr. Trump's special envoy, who had been leading the efforts over the last two months for a deal to curtail Iran's nuclear program, the official said. The three men worked through 'direct and indirect' channels to reach the Iranians, the official said. Israel agreed to the cease-fire provided they aren't subject to further attacks from Iran, the official said. The official credited the U.S. military strikes on three Iranian nuclear enrichment sites on Saturday with setting the conditions for a cease-fire discussion. The official did not say what conditions Iran may have agreed to, including whether it answered questions about the whereabouts of its stockpile of enriched uranium.

Chewy, Inc. Announces Pricing of Upsized Offering of Class A Common Stock by Selling Stockholder and Concurrent Repurchase

PLANTATION, Fla., June 24, 2025--(BUSINESS WIRE)--Chewy, Inc. (NYSE: CHWY) ("Chewy"), a trusted destination for pet parents and partners everywhere, announced today the pricing of an upsized underwritten public offering of 23,952,096 shares of its Class A common stock, par value $0.01 per share, by Buddy Chester Sub LLC (the "Selling Stockholder"), which is an entity affiliated with funds advised by BC Partners PE, LP ("BC Partners"), Chewy's largest shareholder, at a price to the public of $41.95 per share (the "Offering"). The Selling Stockholder granted the underwriter a 30-day option to purchase up to an additional 3,592,815 shares of Class A common stock. Chewy will not sell any shares of its Class A common stock in the Offering and will not receive any proceeds from the sale of the shares of Class A common stock being offered by the Selling Stockholder. In addition, as previously announced, concurrent with the closing of the Offering, Chewy has agreed to purchase from the Selling Stockholder $100.0 million of Chewy's Class A common stock at a price per share equal to the per share purchase price to be paid by the underwriter in the Offering (the "Concurrent Repurchase"). The Concurrent Repurchase was approved by a special committee of Chewy's Board of Directors, consisting solely of independent directors not affiliated with BC Partners.
