The Ministry of Finance has launched the 'Global Cadres' initiative to increase Emirati participation in international financial institutions and expand career pathways for professionals and students alike. Targeting Emiratis working in the UAE and those studying locally or abroad, the initiative aims to encourage applications for training, secondments, and job opportunities with leading global finance organisations.
Participants will gain access to advanced skills, hands-on experience, and exposure to international standards and practices, preparing them to assume leadership roles within these institutions. Programme partners include the World Bank Group, International Finance Corporation, International Fund for Agricultural Development, European Bank for Reconstruction and Development, New Development Bank, Arab Monetary Fund, and the OPEC Fund for International Development.
As part of the initiative, a series of workshops and interactive sessions will support participants in building global professional networks. These engagements are designed to strengthen both individual career growth and the national economy, aligning with broader goals to position Emiratis within global financial leadership.

Workshop aims to enhance collection efficiency and support financial sustainability across federal entities In a step aimed at enhancing the efficiency of debt collection and supporting financial sustainability across federal entities, the Ministry of Finance (MoF) organised a specialised workshop in Dubai to discuss the provisions of Cabinet Resolution No. (14) and Cabinet Resolution No. (15) of 2025, concerning the outsourcing and instalment of the collection of debts owed to federal entities. The workshop was attended by directors of financial and legal affairs from various federal entities, as well as representatives from the Ministry's Government Revenue and Legal Affairs departments. The session comes as part of the Ministry's ongoing commitment to supporting federal entities in their capacity as creditors and parties responsible for the collection of dues, and to familiarise them with the mechanisms and procedures that allow for greater flexibility in implementing these resolutions. This, in turn, contributes to improving the efficiency of financial collections and raising levels of compliance, in line with Federal Decree-Law No. (15) of 2024. H.E. Saeed Rashid Al Yateem, Assistant Undersecretary for the Government Budget and Revenue Sector at the Ministry of Finance said: 'This workshop reflects the Ministry of Finance's commitment to enhancing transparency and efficiency in managing federal financial resources by empowering entities to implement the Cabinet resolutions on debt collection in a flexible and financially governed manner. Implementing outsourcing and instalment mechanisms is an important step toward advancing the federal financial system and ensuring financial sustainability. At the Ministry, we are keen to provide full support to federal entities and equip them with the tools and mechanisms needed to ensure the swift and effective implementation of these resolutions, thereby strengthening confidence in the federal financial system.' The workshop featured a detailed explanation of the legal and regulatory frameworks related to the Cabinet Resolutions, in addition to discussions around proposed execution models for outsourcing and instalment. The session also addressed how to integrate these mechanisms into the financial systems and procedures of federal entities. Furthermore, it provided a platform to respond to participants' queries and facilitated knowledge exchange among the various concerned parties.

Beginning with the Buenos Aires International Book Fair and extending to a series of prestigious literary and professional events in Rio de Janeiro—UNESCO's World Book Capital for 2025—these engagements underscore the UAE's growing role in the global publishing sector. These strategic participations reflect the capacity of the UAE's publishing industry to build cultural bridges with the world. They also reaffirm the Association's commitment to opening new horizons for Emirati publishers to exchange expertise with their counterparts across continents and to forge promising connections with one of South America's most important publishing markets. Rio Reads… and the UAE Takes Part June 2025 marks an intensive programme of activities by the Association in Brazil. Its delegation is taking part in four of the country's most prominent publishing-related events in Rio de Janeiro, including the Rio International Book Fair (13–22 June)—the largest and most influential public literary event in Brazil and Latin America. The delegation is also participating in the 6th Professional Journey, the Rio International Publishers Summit, and the PublisHer Summit, which is dedicated to empowering women in publishing leadership. This participation takes place during a year when UNESCO has named Rio as the 'World's Book Capital', under the theme 'Rio de Janeiro Continues to Read.' Professional Platforms and Strategic Engagements During the 6th Professional Journey, organised by the Brazilian Book Chamber, the Emirates Publishers Association—represented by publisher Amira BuKdara, co-founder of Ghaf Publishing and Library and President of the Association's Board—will participate in an exclusive meeting. This platform offers accompanying Emirati publishers the opportunity to meet with buyers and professionals from the sector, as well as to schedule one-on-one meetings aimed at expanding the presence of Emirati publishing in Portuguese-speaking markets. The programme features a series of lectures and discussions on rights exchange and translation. The Association is visiting the Rio International Publishers Summit, organised by the Brazilian National Syndicate of Book Publishers, which gathers a distinguished group of publishing experts from around the world to address key industry topics such as publishing technologies, audiobooks, reading promotion, and women's empowerment. Additionally, the Association is attending the PublisHer Summit, held in collaboration with the Syndicate, which features panel discussions highlighting the success stories of women in the book industry and the challenges encountered by female leaders in publishing. The summit brings together influential women from across generations who are shaping the future of the sector. Buenos Aires: A Successful Visit The Association's presence in Rio follows a successful visit to the Buenos Aires International Book Fair 2025, held from 22 April to 12 May, where Riyadh was the Guest of Honour for this edition. During the visit, the Association's delegation held a series of strategic meetings with key stakeholders in Argentina's publishing and cultural sectors. These included talks with the Fair's Board of Directors, representatives of publishing associations, and officials from the Ministries of Foreign Affairs and Culture in Buenos Aires. The meetings explored avenues for enhancing bilateral cultural cooperation and increasing mutual participation in international fairs and initiatives. Enriching Cultural Exchange: Commenting on the Association's participation, Amira BuKdara, President of the EPA Board stated: 'Our engagement in Rio de Janeiro and Buenos Aires marks a significant step in our ongoing efforts to strengthen the global presence of Emirati literature. Participating in major international gatherings—both professional and public—opens up new opportunities for collaboration, translation, and co-publishing. It also allows us to share Arab stories with a broad and diverse audience. We firmly believe that cultural exchange plays a vital role in the book industry, and these events offer us the chance to be active contributors to the global publishing scene.' The Khalifa Fund for Enterprise Development KFED has opened registration for the 8th edition of its 'Venturist' Summer Camp, targeting Emirati students aged 13 to 18. The week-long summer camp will be held from July 7 to 11, 2025, at the Abu Dhabi 42 headquarters in Zayed Port, Abu Dhabi. This first of its kind camp is designed to empower the youth and enhance their skills in technology and game development fields. Its training programme is divided into two distinct pathways based on age. The first one, for those between the ages 13 to 15, aims to build a strong foundation in programming and game development. The second, tailored for those aged 16-18, offers the opportunity to explore advanced concepts in game development and design. The programme serves as a dynamic platform to explore game development in an educational environment, blending learning and recreation. It also encourages collective work and enhances team spirit, while cultivating entrepreneurial and creative thinking. Participants are encouraged to develop innovative ideas and practical solutions that align with current market trends and demands. Moreover, the camp is organised under the supervision of specialised trainers in game development, aiming to enhance students' skills in programming and project development aspects. Mouza Al Nasri, Acting CEO of the Khalifa Fund for Enterprise Development, said, 'The camp is much more than just an educational programme, rather it aims to foster a dynamic environment that contributes to enhancing creativity, developing technical skills, teamwork and entrepreneurial thinking, while enabling participants to gain game development experience. Such an approach empowers Emirati youth to hone their skills and develop innovative ideas. This further aligns with our vision to promote innovation in Abu Dhabi, recognising its vital role in strengthening the small and medium-sized enterprise ecosystem, especially within the realm of game development. The camp will also prepare students for freelance and future career opportunities in the gaming sector.' Since its launch in 2022, the summer camp has attracted the participation of 750 Emirati students across its intensive training programmes. Participants were even awarded a prestigious training certificate from Stanford University, reflecting the superior quality of the training. The Khalifa Fund invites ambitious young minds to leverage this valuable opportunity and become a part of an inspiring educational journey. Registrations are open for Emirati students aged 13 to 18, and residing in Abu Dhabi, until June 30, 2025.
