13MP Reflects Federal Government's Strong Support For Sabah

KOTA KINABALU, July 31 (Bernama) -- Development programmes and allocations for Sabah under the 13th Malaysia Plan (13MP) clearly reflect the federal government's continued support for the state government, said Chief Minister Datuk Seri Hajiji Noor.
He said the development programmes and allocations under 13MP are also aligned with the Sabah Maju Jaya (SMJ) Development Plan.
'It clearly reflects the federal government's support for Sabah under the leadership of Prime Minister Datuk Seri Anwar Ibrahim,' he said in a statement tonight.

KUALA LUMPUR, Aug 3 — The government will restore and elevate the nation's 'pondok' institutions to ensure they remain a bulwark for the faith, morals, and character of the Muslim community, in line with modern demands, said Prime Minister Datuk Seri Anwar Ibrahim. He stated that this initiative involves cooperation between the Ministry of Finance and the Department of Islamic Development Malaysia (Jakim) to ensure that religious schools and pondok institutions that are in poor condition can be developed with new facilities and technology. 'We want to add new technology, including information technology, digitalisation, and artificial intelligence, so that this bulwark remains the strongest one to defend the faith, morals, and character of the Ummah,' he said at the opening ceremony of the 65th International Al-Quran Recital and Memorisation Competition (MTHQA) at the Kuala Lumpur World Trade Centre (WTCKL) yesterday. Also present were Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar, Health Minister Datuk Seri Dr Dzulkefly Ahmad, and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Anwar said history proves that while the country's political, economic, and educational systems bowed to the colonisers, the pondok institutions remained the last bastion defending the identity of the Muslim community. Additionally, the Prime Minister announced that he will launch the Mushaf Ummah Program on Aug 8 in an effort to expand the dissemination of the Quran and the message of Islam worldwide through official translations into 30 world languages. 'In all my travels around the world - to Peru, Brazil, France, Cambodia, and dozens of other countries in recent years - every time I visit, I bring the Quran along with a translation in that country's language, and we distribute it officially. This, I believe, is a good approach,' he said. This year's 65th MTHQA, running from Aug 2 to 9, 2025, features the theme 'Developing a MADANI Ummah' and brings together 71 participants from 49 countries. Malaysia is represented by four participants: Aiman Ridhwan Mohamad Ramlan from Perak and Wan Sofea Aini Wan Mohd Zahidi from Terengganu for the Recital category, while Muhammad Adib Ahmad Rozaini from Perak and Putri Auni Khadijah Mohd Hanif from Kelantan are in the Memorisation category. The winners of the two categories will receive RM40,000 in cash, the runners-up will get RM30,000, and third place will receive RM20,000, along with jewelry sponsored by the Malaysian Islamic Economic Development Foundation (YaPEIM). — Bernamaa

PETALING JAYA: The RM20 billion allocation for flood mitigation projects nationwide under the 13th Malaysia Plan (13MP) has been viewed as a positive step to protect lives and property, especially with the growing impacts of climate change. The 13MP outlined key climate mitigation and adaptation efforts, but experts stress that lasting political will and public awareness are vital for sustained impact. Pertubuhan Alam Sekitar Sejahtera Malaysia president Mohd Yusaimi Md Yusof told theSun that long-term success depends on planning and proper implementation. 'The upgrades to rivers and drainage systems must consider current capacities, environmental impacts and climate resilience to ensure the projects remain effective for decades. 'Better water flow management and upgraded infrastructure are crucial, as current facilities are based on outdated capacities.' He said early warning systems using accessible technology are important, so communities can respond quickly during disasters. On Thursday, Prime Minister Datuk Seri Anwar Ibrahim announced that the government would table a National Climate Change Bill and introduce a National Adaptation Plan under the 13MP to regulate Malaysia's climate response and strengthen national preparedness against the impacts of global warming. Mohd Yusaimi said the Climate Change Bill must go beyond being a symbolic policy and be enforced at federal, state and local levels, given that land and forest matters fall under state jurisdiction. He said strong enforcement, accountability and coordination among all levels of government are needed to ensure the Bill translates into action rather than remaining a statement of intent. 'Apart from mitigation, adaptation is equally important. The proposed Bill could help Malaysia prepare for the impacts of climate change. 'All parties must be willing to take action. For example, ensuring that forest cover consists of actual forests, not tree plantations, and addressing issues such as rare earth element mining,' he said. Mohd Yusaimi also said the Bill demonstrates Malaysia's commitment to global climate agreements such as the Paris Agreement, a 2015 treaty under the United Nations Framework Convention on Climate Change, which could enhance the country's international standing and show that Malaysia is serious about meeting its environmental responsibilities. He highlighted that the introduction of the Bill could raise public awareness about climate change and the importance of collective action to address these challenges. 'The Bill could also strengthen the green economy by encouraging sustainable business practices, innovation and investment in renewable energy and climate friendly industries. 'However, these opportunities must be inclusive and accessible to all segments of society, not just industry players or academia. In many cases, local communities could come up with solutions that are relevant to their specific needs.' Despite the positive outlook, Mohd Yusaimi raised concerns about whether these measures would continue if there is a change in government. 'While the 13MP emphasises strengthening mitigation measures, including flood mitigation projects and better water management to reduce flood risks, the question remains whether these measures would be sustained in the long term. 'If there is a change in government, would current policies also change? Policy continuity is vital. If each administration shifts its priorities, the impact of climate initiatives would be compromised.' He added that the 13MP stresses the importance of public awareness and participation in climate action. 'Communities must be active partners, not just passive spectators. When people are empowered to understand and take part in climate solutions, the outcomes are more sustainable. 'Raising awareness and embedding environmental values in society are just as important as building infrastructure or passing new laws.'

KOTA KINABALU: Prime Minister Datuk Seri Anwar Ibrahim will be meeting with Sabah Parti Keadilan Rakyat leaders during his one-day visit here. Anwar, who arrived at the state capital past midnight, will be at a hotel here by 11am for the politics agenda. Anwar is expected to keep tabs with the Sabah Pakatan Harapan's preparation towards facing the upcoming state election. During his visit to Tawau in May, Anwar had said he hoped that Sabah's new government would be made up of Gabungan Rakyat Sabah (GRS)- PH- Barisan Nasional(BN) that is aligned with the unity government. However, he had also given assurance to GRS chairman Datuk Seri Hajiji Noor that he could lead in the discussions with BN. Hajiji had announced last week that GRS would work with PH for the state election but the local-based coalition must dominate most of the 73-state seats. Yesterday, Umno deputy president Datuk Seri Mohamad Hasan said BN intended to contest at least one state seat in 25 parliamentary seats in Sabah. Sabah PKR chief Datuk Mustapha Sakmud had also said that PH eyed for 25 or 26 seats. Currently, GRS has 38 state seats; Umno 11 and PH 7. Prior to the political meeting, Anwar will also close the three-day National Farmers, Breeders and Fishermen Day at Sabah International Convention centre here at 9am.
