
Mississippi officers charged in young father's shooting death
Two Mississippi Capitol Police officers have been charged with manslaughter in the fatal shooting of a young father during a 2022 traffic stop, part of a string of shootings by officers in an aggressive push to stamp out spiking crime in Jackson.
A grand jury in Hinds County indicted the officers, Michael Rhinewalt and Stephen Frederick, last month. Rhinewalt is on unpaid administrative leave; Frederick resigned from the Capitol Police in March 2023 after a drunk en driving arrest.
Rhinewalt was arrested last week and released on $100,000 bond; his indictment was unsealed Monday. His defense lawyer could not immediately be reached for comment.
Frederick has not yet been arrested, and it is not clear when or whether he would surrender to authorities, nor was it clear whether he had an attorney who could speak about the charges. After he left the Capitol Police, Frederick went to work for the Scott County Sheriff's Office; it was unclear Tuesday whether he remained employed there.
The Capitol Police are a state-run force that had been largely responsible for security at state government buildings until 2022, when the governor deployed officers to help with spiking crime. The charges Tuesday are the third case in which a current or former officer has been accused of wrongdoing during that effort.
Rhinewalt and Frederick have been charged with shooting Jaylen Lewis, 25, during what authorities said at the time was 'a police response to a traffic violation.'
Lewis' mother has long maintained that officers wrongly shot her son and has sought justice since the shooting.
Rhinewalt, Frederick and other members of the Capitol Police's crime suppression unit, called Flex, were conducting a drug narcotics operation around 9 p.m. on Sept. 25, 2022, and saw a white Jeep Grand Cherokee run a red light, according to an incident report provided in response to a public records request.
The officers opened fire after they tried to pull over the Jeep, but details of the encounter were redacted from the report at the time. A death certificate later confirmed that Lewis, the father of a 4-year-old girl and a 2-year-old boy, had been shot in the head.
Rhinewalt and Frederick said they fired on Lewis in self-defense, according to the indictment, but the grand jury concluded it "was not a reasonable belief under the circumstances."
Lewis was one of four people Capitol Police shot in the first six months of their 2022 deployment to Jackson. The victims included Sherita Harris, a mother of five who was struck in the head while she was riding in a car that Rhinewalt and another officer, Jeffery Walker, fired on during a chase on Aug. 14, 2022. Rhinewalt and Walker were indicted in December on aggravated assault charges in that shooting.
A federal grand jury also indicted Walker, who left the Capitol Police in July 2023, in December on civil rights charges alleging he beat a motorist after a 2022 pursuit.
Rhinewalt and Walker have pleaded not guilty in those cases.
In another shooting by Capitol Police, Latasha Smith was struck in the arm in her apartment on Dec. 11, 2022, as police opened fire on a suspected car thief outside. State authorities have deemed the shooting justified.
In the wake of the barrage, NBC News found that the Capitol Police had deployed the officers to Jackson without modernizing policies to reflect their new mission. In 2023, the agency quietly revised its rules on use of force. It also now equips officers with body cameras and dashboard cameras.
But the Capitol Police have also amassed more power, broadening their jurisdiction to the entire city, from beyond a district surrounding downtown Jackson. Most elected leaders in the Democratic-run city opposed the measure, but state Republicans made it law.

Parents are charged after their son, 7, is struck dead in a car accident
The grieving parents of a 7-year-old child who died hours after being hit by a car were charged with involuntary manslaughter after allowing him and his brother, 10, to walk home unaccompanied by an adult from a nearby grocery store. Jessica Ivey and Samuele Jenkins were charged two days after their son Legend died from injuries caused by being struck by a Jeep on May 27 in Gastonia, a rural town in North Carolina. The 76-year-old driver will not face any charges. The Food Lion store is two blocks away from their home. The parents said the children were with their mother when they asked to meet their father at the store, and she allowed them to leave, according to the Gaston Gazette. The brothers had to cross the busy, four-lane road, but attempted to go between crosswalks. Witnesses told WSOC-TV Gastonia that Legend stepped into traffic as his older brother attempted to hold him back. Jenkins said he was on the phone with his elder son when the younger child was hit. 'I heard my oldest son yell, 'Legend, no!' so I hung up and ran. I just ran to find them,' he told the local television station. Two days later, Gastonia police arrested the parents, who are being held on $1.5 million bond. 'In such cases, adults must be held accountable for their responsibilities to ensure a safe environment for their children,' police said in a statement. Gastonia police declined to comment to NBC News, but said in a statement that 'there is no evidence of speeding or wrongdoing on the part of the driver, therefore no charges have been filed. The driver continues to be cooperative and the incident remains under active investigation by the Gastonia Police Department's Traffic Division.' The parents' public defenders did not respond to a request for comment on Wednesday. Ivey, the mother, said before her arrest to WSOC that it was the first time she let the children walk alone. 'It was just devastating, I'm still in shock, I'm in shock,' she said. 'It's hard, I haven't stopped crying; my husband hasn't stopped crying. Honestly, I want justice for my baby.' Summer Williams was in her car and witnessed the event. She told WSOC that Legend, apparently unaware of oncoming traffic, jumped into the street to the surprise of his brother, who tried to stop him. Williams said she comforted the child until paramedics arrived. 'Even at night, I still see his face,' she said. 'Just letting him know that somebody was there and he wasn't alone. 'Stay with us, sweetheart. You're going to be all right. Stay with us,'' Williams said she told the child.

Attempted murder probe after man deliberately hit by car in Scots street
A 28-year-old man has suffered serious injuries after a car deliberately hit him in an attempted murder. A man has suffered serious injuries after being deliberately hit by a car in an attempted murder in Dumfries. At around 11.20pm on Saturday, May 17, emergency crews raced to Criffel Road, near to Lincluden Road, after receiving a report of a car having deliberately crashed into a man. Upon attending, a 28-year-old man was rushed to Dumfries and Galloway Royal Infirmary for treatment to serious injuries. The car and its occupants had left the scene, heading towards College Road and onto Newbridge Drive. Officers have established that, through ongoing enquiries, a silver-coloured, five-door VW Golf with tinted rear windows was in the area at the time. Detective Inspector Scott Wilson said: 'Extensive enquiries are ongoing and we have been gathering CCTV footage from the surrounding area, which is being reviewed. "Officers have also been carrying out door to door enquiries in the local area and will continue to do so. "But I would also be very keen to speak anyone who was in the area at the time or has seen the car since then and may be able to assist our investigation. "I would also like to hear from anyone who has dash cam, private CCTV or doorbell footage from the Lincluden area around the time of the incident. Man struck with Jeep in hit and run while waiting at Glasgow bus stop

Earlier today, we reported that a 30-year-old woman has appeared in court charged with attempted murder after a suspected hit-and-run incident outside a pub in Ayrshire over the weekend. Just after 9pm on Saturday, May 17, emergency crews raced to the scene at Burns Statue Square in Ayr. The woman is believed to have struck a female with her car outside the busy Rabbie's Bar before fleeing the scene. The pedestrian was rushed to Crosshouse Hospital in Kilmarnock to be treated for her injuries, where her condition was described as serious but stable. A probe was later launched by Police Scotland to identify the driver and the offending vehicle, which ended up wedged between the front of the pub and a bus shelter immediately following the crash. Shelby Laughland was arrested and charged over the incident. She appeared in Ayr Sheriff Court on Monday, May 19, charged with attempted murder, assault to injury and an attempt to defeat the ends of justice. She has been released on bail with a second appearance date not yet set. A shocking image taken at the scene, seemingly before emergency services arrived, shows the car, a white Audi A3, in the middle of the pavement at an angle. It was lodged between the front of the pub and the shelter at a bus stop, which was also damaged. The entrance to the pub was almost completely blocked by the front of the car. Any damage at the front of the car was not visible, however the back windscreen was mostly shattered following the incident, with just a corner of cracked glass still remaining.
