DU forms panel to look into notice on early retirement of employees, triggers row
Delhi University (DU) on Friday formed a committee to look into the implementation of a government notification which stipulates periodic reviews for university employees to assess whether they should be 'retained or retired prematurely'.
The decision has triggered protests by teachers and Executive Council members who stated that it would lead to a 'witch-hunt', 'undermine experience', and 'replace employees with contractual workers'.
The August 2020 notification by the Centre's Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions was on the agenda of the university's EC meeting on Friday. The notification stipulates that 'the government may, at any time, after a government servant has attained the age of 50/55 years or completed 30 years of service, as the case maybe, retire him prematurely in public interest'.
'Not applicable to DU'
Mithuraaj Dhusia, one of the EC members who dissented, said that such a provision was not needed since the university is established by an Act of Parliament and it has the autonomy to decide on the professional ethics of its employees. He argued that in 2018, the government had said that the provision was not applicable for universities that had their own rules in place. 'This notification is an unmitigated disaster as it will lead to witch-hunt of employees who do not buckle under pressure from the authorities,' he added.
DU Registrar Vikas Gupta said, 'We were looking into it [provisions of the notice] as they were government instructions forwarded by the Ministry. A committee has been formed to review its implementation.'
Rudrashish Chakraborty, an elected member of the Delhi University Teachers Association, criticised the move, and said, 'The university administration intends to replace permanent employees with contractual employees: to reduce recurring cost on salaries and benefits given to the former.'
Maya John, one or the protesting teachers said that they already fill out Annual Performance Assessment Reviews, and there was no need for such a provision.
During the zero hour, members also called for a review of the admission procedure, stating that the Common University Entrance Test (CUET), which often gets postponed, leads to delays in the admission process, thereby setting the academic calendar behind year after year. Members added that in previous years, the delay has led to seats remaining vacant.
During the meeting, the EC also passed a resolution to teach MA Journalism in the Hindi and English departments of DU. A two-year postgraduate Hindu Journalism will be taught in the South Campus.
The university said in a statement, 'The DU EC has passed the rules for seniority of teachers (Assistant Professors/Lecturers) in the colleges of DU and departments of the concerned colleges/institutions. Under this, if all the relative qualifications are equal, then the seniority of teachers for all purposes can be determined on the basis of age/date of birth.'

Late by 6 min for CUET, no excuse for relief: Delhi HC to student
New Delhi: refused relief to a student who missed the Common University Entrance Test (CUET) by six minutes, citing the sanctity and discipline of examinations. The 18-year-old candidate had moved the court claiming that on May 13 she reached the exam centre at around 8.36 am – six minutes beyond the scheduled time of the test –but was denied entry. Tired of too many ads? go ad free now A bench of Justices Prathiba M Singh and Rajneesh Kumar Gupta was hearing her plea against a single judge's order declining to intervene in the matter. The division bench dismissed her appeal on May 31, observing, "One might feel that it was only a matter of six minutes, but the authorities could not be blamed for enforcing the rule of gate closing timings strictly, and discrimination was not a valid ground to interfere." The bench observed that the information bulletin of the National Testing Authority (NTA) and the admit card gave very specific instructions on reaching the centre around 7 am, two hours prior to the commencement of the examination, as gates would be shut around 8.30 am. The bench said leniency in the conduct of such a large-scale examination would lead to chaos, and the discipline of the examination ought to be maintained. "The CUET is an important entrance examination, and the discipline in arriving at the exam hall in time, taking the seat in time, and being at the centre before the gate closing time are all part of the discipline and ethos of the examination ecosystem, which ought not to be relaxed, in as much as the same may lead to huge inequities between similarly placed students," the court said. However, the bench, being extremely conscious of the negative impact on the student's career, said it could not lose sight of the discipline required to be maintained in such examinations. The bench said, "The CUET UG exam is an exam where more than 13.5 lakh students from across the country appear. If discipline is not followed in such an exam, the timely announcement of results, timely admission to colleges and universities are all likely to be jeopardised, and there would be a cascading effect. 'Rahulji, change the cassette of lies': BJP's Amit Malviya counters attack on economy
New Delhi: BJP leader Amit Malviya on Thursday dished out economic data and facts to counter Leader of Opposition in Lok Sabha Rahul Gandhi's claims on an alleged drop in car, two-wheeler and mobile sales and a 'pressure' on common people. 'Rahul ji, change the cassette of lies - the country is not running towards 2024, but towards 2047!' said Malviya, in-charge of the BJP's National Information and Technology Department, in a post full of data and figures to buttress the government's claim on positive performance of the economy. 'CPI in April 2025 is just 3.16 per cent — the lowest in 6 years! Exports reach record $825 billion in FY25; India: The world's fastest growing economy; Defence exports rise 34 times to Rs 23,000 crore and FDI $81 billion — annual growth of 13.7 per cent,' said Malviya in a post on X in Hindi. Apart from highlighting the record purchasing managers' index (PMI) to showcase the economy's good health, Malviya said that a record 43 lakh passenger cars have been sold, and the stock market capitalisation has crossed Rs 400 lakh crore. Earlier, Gandhi, in a post on X, said, 'The statistics tell the truth. In the last one year, two-wheeler sales have fallen by 17 per cent and car sales by 8.6 per cent. The mobile market has fallen by 7 per cent.' 'On the other hand, both expenses and debt are constantly increasing: house rent, domestic inflation, education expenses, almost everything is becoming expensive,' he said. The Congress leader said, 'These are not just figures, this is the reality of the economic pressure under which every common Indian is suffering. We need politics that is not about the glitz of events, but about the reality of everyday life - that asks the right questions, understands the situation and responds responsibly'. 'We need an economy that works for every Indian…' wrote Gandhi. The war of words between the BJP and the Congress came as the Narendra Modi government is celebrating the completion of 11 years in office. Malviya marked the occasion with a post on X, hailing the government's performance. 'Today, we celebrate 11 years of inclusive governance and people-centric development under the leadership of PM Narendra Modi — #11YearsOfGaribKalyan, transforming lives at the grassroots,' 'From Jan Dhan to Awas, from MUDRA to Ayushman Bharat — flagship schemes have empowered India's poorest with financial inclusion, housing, healthcare, and livelihoods. These initiatives have sparked a silent revolution across rural and urban India,' said Malviya. The in-charge of the BJP's National Information and Technology Department said, 'Digital reforms, social security coverage, and targeted welfare have not only improved living standards but created millions of jobs, expanded credit access, increased women's participation, and ensured dignity for every citizen.'
