Late by 6 min for CUET, no excuse for relief: Delhi HC to student
refused relief to a student who missed the Common University Entrance Test (CUET) by six minutes, citing the sanctity and discipline of examinations.
The 18-year-old candidate had moved the court claiming that on May 13 she reached the exam centre at around 8.36 am – six minutes beyond the scheduled time of the test –but was denied entry.

A bench of Justices Prathiba M Singh and Rajneesh Kumar Gupta was hearing her plea against a single judge's order declining to intervene in the matter.
The division bench dismissed her appeal on May 31, observing, "One might feel that it was only a matter of six minutes, but the authorities could not be blamed for enforcing the rule of gate closing timings strictly, and discrimination was not a valid ground to interfere."
The bench observed that the information bulletin of the National Testing Authority (NTA) and the admit card gave very specific instructions on reaching the centre around 7 am, two hours prior to the commencement of the examination, as gates would be shut around 8.30 am. The bench said leniency in the conduct of such a large-scale examination would lead to chaos, and the discipline of the examination ought to be maintained.
"The CUET is an important entrance examination, and the discipline in arriving at the exam hall in time, taking the seat in time, and being at the centre before the gate closing time are all part of the discipline and ethos of the examination ecosystem, which ought not to be relaxed, in as much as the same may lead to huge inequities between similarly placed students," the court said.
However, the bench, being extremely conscious of the negative impact on the student's career, said it could not lose sight of the discipline required to be maintained in such examinations. The bench said, "The CUET UG exam is an exam where more than 13.5 lakh students from across the country appear. If discipline is not followed in such an exam, the timely announcement of results, timely admission to colleges and universities are all likely to be jeopardised, and there would be a cascading effect.

The high court, in its August 12 order, took note of the challenge by X Corp. to the entire concept of the Sahyog portal and that its coming on board the portal is pending before the Karnataka High Court. However, the judgment is stated to be reserved. Sahyog, the government says, was developed to automate the process of sending notices to intermediaries by the appropriate government or its agency under the IT Act to facilitate the removal or disabling of access to any information, data or communication link being used to commit an unlawful act. The portal aims to bring together all authorised agencies and intermediaries on one platform to ensure immediate action against unlawful online information. The court was hearing a habeas corpus petition filed by a woman seeking directions to authorities to produce her 19-year-old son who has been missing since January 10, 2024. While dealing with several habeas corpus petitions, the court noticed that there was a "lag" between the seeking of information by police and the receipt of the same from various social media platforms. The court made it clear that the application of X Corp. arises in a habeas corpus petition, where there is a missing child, and the cooperation to be tendered by intermediaries and their participation in the SAHYOG portal is being considered from that perspective. X Corp. has sought its discharge from the present proceedings, citing its cooperation, and said its petition against the Sahyog portal is pending in the Karnataka High Court, which has reserved the judgment. The court observed that there was no impediment in hearing X Corp. as the Karnataka High Court has not passed any such order. The Centre's counsel had said while X Corp. moved the Karnataka High Court, 64 intermediaries had come aboard the Sahyog portal and the home ministry's IC4 had sent requests to others to follow suit. The counsel had urged the court to direct the remaining intermediaries to join the portal expeditiously. In a status report filed in the matter, the Centre had also said that more than 1,100 entities, including internet service providers, Facebook, WhatsApp and Microsoft, have joined the "API integrated system" for instantaneously sharing data. It had added that the system was at the testing and production stage and all states and Union territories had appointed nodal officers for the Sahyog portal. The report had said 33 "Virtual Digital Asset Service Providers" had also joined the portal.

Campaigns pick up pace as DUSU polls draw closer
NEW DELHI As the Delhi University Students' Union (DUSU) elections, scheduled for September 18, draw closer, campaigning has gained momentum across the North Campus. Student organisations are not only finalising candidates but also framing their agendas, ranging from menstrual leave and metro fare concessions to academic freedom and infrastructure reforms. Varun Choudhary, national president of the Congress-affiliated National Students' Union of India (NSUI), which currently heads the central panel, said, 'We have shortlisted around 15-16 candidates and are working on our pre-campaign efforts'. Mr. Choudhary said they will raise 'social justice issues' such as the university 'defying' reservation rules in admissions and recruitment. According to him, NSUI is also prioritising demands related to crumbling infrastructure and the delays caused by the Common University Entrance Test (CUET). Last week, the organisation staged protests demanding 12 days of menstrual leave per semester for women students, which is among their key campaign points. Bond clause The Rashtriya Swayamsevak Sangh (RSS)-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP) began campaigning as soon as the new academic session started. Its main concern has been the clause that requires students to sign a ₹1 lakh bond to contest elections. The amount will be forfeited if they are found violating defacement rules. 'We have raised the issue with the administration and have been assured that this clause will be revoked,' said Harsh Attri, ABVP's national media convener. The new poll guidelines, introduced last week, also prohibit the use of loudspeakers and vehicles, besides defacement. These restrictions came after the Delhi High Court halted the elections last year over widespread defacement. University officials have said they are considering alternatives to the bond clause after protests by multiple organisations. Currently, the central panel includes two post holders from ABVP and NSUI, with the president from NSUI. 'Alternative politics' Aam Aadmi Party's (AAP) recently rebranded Association of Students for Alternative Politics (ASAP) is seeking to break the NSUI-ABVP dominance by offering what it calls 'clean politics'. On Friday, AAP Delhi State president Saurabh Bharadwaj announced that ASAP will support students from ordinary backgrounds, regardless of their political affiliations. In a statement, ASAP said, 'ASAP's mission is to strengthen democracy from the grassroots through alternative politics, ensuring students choose clean politics over money and muscle power.' Earlier this week, ASAP also demanded a 50% metro concession for students, citing rising living and education costs. Meanwhile, Left outfits All India Students' Association (AISA) and Students' Federation of India (SFI) are exploring an alliance. AISA Delhi State president Abhigyan said, 'We will fight for academic integrity, and one of the major issues is that under NEP 2020, Value Added Courses and Skill Enhancement Courses form a core of the credits. This has diluted academics in the university, and they don't add much value.'
