California Nuclear Power Plant Deploys Generative AI Safety System

America's first nuclear power plant to use artificial intelligence is, ironically, the last operational one in California.
As CalMatters reports, the Diablo Canyon power plant is slated to be decommissioned by the end of this decade. In the interim, the plant's owner, Pacific Gas & Electric (PG&E), claims that it's deploying its "Neutron Enterprise" tool — which will be the first nuclear plant in the nation to use AI — in a series of escalating stages.
Less than 18 months ago, Diablo Canyon was hurtling headlong toward a decommissioning that would have begun in 2024 and ended this year. In late 2023, however, the California Public Utility Commission voted to stay its execution for five years, kicking the can on the inevitable to 2029 and 2030, respectively.
Just under a year after that vote, PG&E announced that it was teaming up with a startup called Atomic Canyon, which was founded with the plant in mind and is also based in the coastal Central California town of San Luis Obispo. That partnership, and the first "stage" of the tool's deployment, brought some of Nvidia's high-powered H100 AI chips to the dying nuclear plant, and with them the compute power needed for generative artificial intelligence.
Running on an internal server without cloud access, Neutron Enterprise's biggest use case, much like so-called AI "search engines," is summarizing a massive trove of millions of regulatory documents that have been fed into it. According to Atomic Canyon CEO and cofounder Trey Lauderdale, this isn't risky — though anyone who has used AI to summarize information knows better, because the tech still often makes factual mistakes.
Speaking to CalMatters, PG&E executive Maureen Zalawick insisted that the AI program will be more of a "copilot" than a "decision-maker," meant to assist flesh-and-blood employees rather than replace them.
"We probably spend about 15,000 hours a year searching through our multiple databases and records and procedures," Zalawick explained. "And that's going to shrink that time way down."
Lauderdale put it in even simpler terms.
"You can put this on the record," he told CalMatters. "The AI guy in nuclear says there is no way in hell I want AI running my nuclear power plant right now."
If that "right now" caveat gives you pause, you're not alone. Given the shifting timelines for the closure of Diablo Canyon in a state that has been painstakingly phasing out its nuclear facilities since the 1970s over concerns about toxic waste — and the fact that Lauderdale claims to be talking to other plants in other states — there's ample cause for concern.
"The idea that you could just use generative AI for one specific kind of task at the nuclear power plant and then call it a day," cautioned Tamara Kneese of the tech watchdog Data & Society, "I don't really trust that it would stop there."
As head of Data & Society's Climate, Technology, and Justice program, Kneese said that while using AI to help sift through tomes of documents is worthwhile, "trusting PG&E to safely use generative AI in a nuclear setting is something that is deserving of more scrutiny." This is the same company whose polluting propensities were exposed by the real-life Erin Brokovich in the 1990s, after all.
California lawmakers, meanwhile, were impressed by the tailored usage Atomic Canyon and PG&E propose for the program — but it remains to be seen whether or not that narrow functionality will remain that way.

The EV4 is built on the Electric Global Modular Platform (E-GMP) of Hyundai Motor. Customers can choose between two battery sizes: a standard 58.3kWh and a larger 81.4kWh option. In February 2025, the company presented the exterior design of the new EV4 model range, unveiling saloon and hatchback variants. EV4 is equipped with energy features, including vehicle-to-grid (V2G) and vehicle-to-load (V2L) capabilities. Additionally, it features a lightweight aluminium bonnet and comes in a range of eight exterior colours, with a matte finish. The Zilina plant, which opened its doors in 2004, is a pivotal part of Kia's European strategy. Spanning 2km2, the facility employs approximately 3,700 individuals and is ideally situated to serve major European markets. Alongside the EV4, the plant manufactures other models like the Kia Sportage and Kia XCeed, including their hybrid and plug-in hybrid versions. The Zilina facility is said to have an annual production capacity of 350,000 vehicles and 540,000 engines. Since its inception, the plant has produced over five million units, contributing to roughly 11% of Kia's worldwide vehicle production, the company noted in a press release. The South Korean automaker has reported a 6.5% increase in revenues to a record Won29.35tn in Q2 of 2025, attributed to robust global demand for its hybrid models, increased average selling prices, and favourable currency exchange rates. Hong Kong dollar stablecoins could become a key link between China's digital yuan and top global digital assets, potentially transforming cross-border investment and accelerating yuan internationalisation, according to Morgan Stanley. Local currency-backed stablecoins could provide a pathway for mainland China's e-CNY - the country's only legal digital currency backed by the government - to gain a foothold globally while advancing Beijing's drive to internationalise its currency and counter US dollar dominance, Laura Wang, the bank's chief China equity strategist, said in a written interview last week. Hong Kong's stablecoin ordinance, which took effect at the beginning of the month, allows for real-time, low-cost transactions and is designed to support cross-border use. The e-CNY is backed by the People's Bank of China and is undergoing a pilot scheme for cross-border payments in Hong Kong. "It also supports [the yuan] internationalisation through offshore channels." Hong Kong-dollar stablecoins have emerged as a top candidate to integrate with e-CNY, as they provide a combination of regulatory compliance, technological infrastructure and alignment with China's monetary policy, Wang said. This was especially the case when the issuance of stablecoins pegged to offshore yuan, or CNH, remained uncertain due to "liquidity constraints, limited reserve asset options and policy ambiguity", she added. To be sure, the overall interoperability between the state-backed e-CNY and privately issued stablecoins remains uncertain, and it was too early to assume seamless conversion between stablecoins of different currencies, Wang said. The Morgan Stanley strategist said these assumptions hinged on the absence of additional regulatory restrictions. "Given the historically tight controls over capital flows into and out of onshore markets, and the mainland government's ongoing ban on cryptocurrencies, the regulatory outlook remains uncertain," she said. Still, Hong Kong's sandbox model and dual-track framework - allowing both the Chinese sovereign digital currency and CNH-pegged stablecoins issued by licensed firms - made it "one of the most promising venues" for exploring the convergence, Wang added. The world is rushing to take advantage of the capabilities of stablecoin, such as real-time settlement, lower transaction costs and 24/7 operability, to address pain points in financial market investment activities, particularly cross-border trades, which are often expensive and prolonged. With Hong Kong's new law paving the way for stablecoins, the city could strengthen its role as a global financial hub and a key intermediary in trade finance between China and international markets, Wang said. Stablecoins, combined with e-CNY and platforms like mBridge, a multi-country central bank digital currency project involving Hong Kong and mainland China, could form a decentralised, blockchain-based alternative for transactions that rely on traditional financial messaging systems like Swift, according to Wang. "This shift has major implications for financial sovereignty." The diversification away from US dollar assets and financial infrastructure comes amid the broader weakening of the US dollar this year, and the renewed discussion about how the US uses its currency dominance to impose sanctions. Meanwhile, Beijing has deepened regional cooperation that helps raise the yuan's share in foreign trade transactions while increasing the attractiveness of yuan-based payments. In Hong Kong's capital markets, stablecoins could help unlock new liquidity channels and facilitate cross-border investment flows. "As stablecoin adoption grows, we expect more international investors to engage with Hong Kong's capital markets, especially through tokenised securities and digital asset platforms," said Wang. They would also streamline fiat conversions and programmable payments, helping investors overcome foreign exchange and capital controls in emerging markets. Wang said fintech and brokerage platforms integrating stablecoin features were gaining momentum, offering new revenue streams, higher margins and growing investor appeal despite broader market volatility. The city's financial regulators have issued multiple warnings against speculative bets related to stablecoin activities as some listed companies' stock prices and trading volumes surged simply because they claimed an intention to develop stablecoin operations. Investors should focus on firms with strong blockchain expertise, regulatory participation and capabilities in stablecoin issuance, custody or tokenised asset trading, while remaining mindful of early-stage risks, Wang added.
