
How PMO Intervention Cleared Way For Dwarka Expressway Inauguration After Years Of Delays
A deadlock between the Delhi government and the NHAI stalled the project for a four-kilometre section until the financial year 2018-19
Stalled for nearly a decade, the nearly 30 km Dwarka Expressway is finally set for inauguration on Sunday, after a decisive push from the Prime Minister's Office (PMO) cleared long-standing bureaucratic and environmental hurdles.
Planned by the Haryana government in 2006, Dwarka Expressway saw hardly any significant progress and was given to the National Highways Authority of India (NHAI) in 2016.
How PMO Broke the Logjam
A deadlock between the Delhi government and the NHAI stalled the project for a four-kilometre section until the financial year 2018-19.
After intervention from the Prime Minister's Office (PMO), bureaucratic and environmental hurdles—including forest clearance for a 4-km Delhi section—were cleared through coordination between NHAI, the Delhi government, and other agencies.
All agencies, including the Ministry of Environment and Forests, and the Delhi Development Authority (DDA), agreed to expedite necessary processes to commence construction.
As per the NHAI data, seen by News18, more than 12,000 trees have been transplanted for the Dwarka Expressway with a survival rate of 70%.
The 29-km expressway is divided into four packages—18.96 km of it is in Haryana, and the remaining 10.1 km is in Delhi. The total project cost is Rs 8,611 crore.
The route of the Dwarka Expressway starts from Shiv-Murti on NH-48 and terminates near Kherki Daula Toll Plaza on NH-48 in Gurugram.
Featuring India's first eight-lane elevated road and an eight-lane shallow tunnel built on a single pier structure, the final 10 km of the expressway—developed at a cost of around Rs 5,360 crore—will be inaugurated by Prime Minister Narendra Modi on Sunday along with the UER-II.
The 19-km Haryana section of the Dwarka Expressway was inaugurated in March 2024—10.2 km between Haryana border and Basai rail overbridge (RoB) in Dwarka and 8.8 km between Basai RoB and NH8-SPR intersection.
The section in Delhi is divided into two packages. First, 5.9 km from Shiv Murti intersection to the Road Under Bridge (RUB) at Dwarka Sector-21 and another 4.2 km from Dwarka Sector-21 RUB to the Delhi-Haryana Border, providing direct connectivity to Urban Extension Road-II (UER-II).
The project has four interchanges with four-lane service roads at intersections, while it has three-lane service roads in the remaining parts.
'The section will also provide multi-modal connectivity to UER-II, Yashobhoomi, DMRC Blue line and Orange line, upcoming Bijwasan railway station and Dwarka cluster Bus Depot," an official statement reads.
What It Means for Delhi
Dwarka Expressway offers an alternate route for NH‑48 traffic from Delhi towards Haryana and other states via the Delhi-Mumbai Expressway.
It also provides direct access to Yashobhumi in Sector 25 of Dwarka and alternate connectivity to Delhi International Airport through a dedicated four-lane airport tunnel. This was made operational from May-June 2025.
This expressway is a catalyst for investment and employment in Dwarka and adjoining regions.
Future Expansion
To further ease the journey, a five-km signal-free tunnel is planned between Nelson Mandela Road and Shiv Murti-Mahipalpur intersection at the Dwarka Expressway. This is expected to cost around Rs 3,500 crore. This will cater to traffic in every direction with two levels below ground.
Together with UER-II and other new access-controlled highways in NCR, the Dwarka Expressway is expected to be a cornerstone in Delhi's long-term plan to cut travel time, ease congestion, and boost regional connectivity.

Disproportionate Assets: CBI books NBRC engineer over 97% surge in his assets
The Central Bureau of Investigation (CBI) has registered a First Information Report (FIR) against an assistant engineer at the National Brain Research Centre (NBRC) in Gurgaon's Manesar, based on a preliminary inquiry in July, suggesting 'a more than 97 per cent increase in his assets in two years'. The preliminary inquiry into the alleged possession of disproportionate assets by assistant engineer Sanjeev Kumar Choudhary was initiated in January, following a written complaint filed by then NBRC Director Professor Krishanu Ray in September 2024, according to the CBI's FIR. The CBI booked Choudhary, who has been serving at the NBRC since March 2009, under Section 13(2), read with Section 13(1), of the Prevention of Corruption Act. During the investigation, the CBI assessed Choudhary's financial records for 2019 and 2020, suggesting: on January 1, 2019, he had Rs 2.34 lakh in his three bank accounts, which increased to over Rs 4 lakh by December 31, 2020, along with a surge in his total assets worth Rs 62.60 lakh, including the purchase of a house valued at Rs 50 lakh, a Maruti Suzuki Brezza priced at Rs 8.47 lakh, according to the FIR. The CBI calculated his total income during the given two-year period at Rs 38.85 lakh — Rs 24 lakh in salary and Rs 6.45 lakh family income from other sources — and pegged his expenditure for the same period at Rs 16.52 lakh, including Rs 8.67 lakh kitchen expenses; after deducting his expenditure, the available fund stood at Rs 22.33 lakh, the FIR reads. According to the CBI's FIR, the agency determined that Choudhary's disproportionate assets amounted to Rs 37.92 lakh, after subtracting available funds and the opening bank balance from his total assets as of December 31, 2020, reflecting a 97.59 per cent increase in assets in the given two years. In a report submitted on July 21, CBI Sub-Inspector Meenakshi Yadav recommended an FIR against Choudhary for 'accumulating huge assets to the tune of Rs 37.92 lakh, disproportionate to his known sources of income, and intentionally enriching himself illicitly, constituting an offence under the Prevention of Corruption Act'. The NBRC is dedicated to advancing research on brain function in both health and disease, as well as cultivating skilled professionals capable of conducting interdisciplinary studies in neuroscience.

New GST regime will be consumer-centric, says Centre
The new GST regime previewed by Prime Minister Narendra Modi in his Independence Day address would be consumer-centric, with particular emphasis on the poor, the MSMEs, the middle class and the farmers, senior government sources said on Sunday (August 17, 2025). The new two-tier Goods and Services Tax (GST) structure of 18% and 5% rates will have the twin objective of making rates and processes simpler and more rational, as it was originally intended to be, the sources said. 'More equitable taxation' 'This has been in the making for a while. Our learning from the last eight years is going into this, and this will be a fundamental change in the template of taxation,' one senior functionary said. 'The new GST regime will make our taxation more equitable, and will see reduced taxes on what these four categories consume. The template will be more from the consumers point of view, and it will be put to and explained to the States from the consumers point of view.' The Centre expects any reduction in revenues that this may cause to be soon offset by a new buoyancy in the economy expected from rate rationalisation and process simplification. 'Reduced rates will not lead to reduced revenues, and we expect compliance and collection going higher,' an official said, adding that the forthcoming tax regime will be 'fiscally sustainable'. Most of the items in the 28% rate of GST will move to 18% and 'a few' will go to 40%, which will apply to exceptional items, termed 'sin goods', sources said. 'Revenues may fall in the very short run but we expect change in consumption and ease of compliance to make up for it. Thus, it will be a fairly fiscally sustainable exercise,' said a source. Deepavali deadline The Centre expects the States to be on board with the proposals in time for the Deepavali — October 20 — deadline it has set for itself to set them in motion. In a press release following the PM's speech, the Ministry of Finance said the Centre would be engaging with the State governments in the subsequent weeks, in the run-up to the next GST Council meeting. Two Groups of Ministers (comprising representatives of the State governments) — one on rate rationalisation and another on compensation cess — will have to approve the details before they go to the GST Council for approval. GST has been an ongoing topic of conflict between Opposition-ruled States and the Centre, but the latter does not expect resistance to its revamp proposals. 'The concerns regarding any potential revenue losses are not theirs (Opposition-ruled States) alone to tackle. The Centre and the States should all work together to expand the revenues, using this opportunity. I do not think anyone will or can oppose the proposed reduction in rates,' the functionary said. They also added that, since the Centre does not have any representative in the GoM on rate rationalisation, if the GoMs decide against the Centre's proposal, it would look like the States are deciding against lowering taxes for the common man. Both GoMs, followed by the GST Council, are expected to meet in the coming weeks. One source said the compensation cess will soon cease, before its legal end-date of March 31, 2026. While it was originally set to cease in 2022, its duration was extended thereafter to repay the loan taken to compensate States as the cess collections themselves had been hit by the COVID-19 pandemic. That loan will be repaid before time. However, this also creates a problem for the Centre as the cess also applies on sin goods like tobacco. 'If the cess ends, then this would substantially lower the effective rate of tax on tobacco, gutka, and other sin goods,' the source explained. 'And this is something the Centre cannot be doing. So, this was yet another reason why the GST revamp needed to be done soon.' That the GST reforms are happening amid global uncertainties and tariff threats by the United States is mere coincidence, according to the sources.

Vadodara: In an effort to curb the use of single-use plastics and promote eco-friendly habits, the Vadodara Municipal Corporation (VMC) has launched cloth bag vending machines, beginning with the first installation at Khanderao Market. VMC officials said that nine vending machines have been commissioned in the first phase, all to be placed in busy market areas. Each machine, costing Rs 49,000 and carrying a three-year guarantee, can hold 100 bags at a time, which are refilled once the stock runs out. A QR code has also been provided on the machines for easy access. Standing Committee chairman Sheetal Mistry said the civic body plans to install up to 100 machines across the city depending on public response. "The entire drive is focused on discouraging banned plastics. We are also urging malls and shopping complexes to stop providing plastic bags and motivating people to shift to cloth bags," he said.
