Bhubaneswar/Patnagarh: A court in Balangir district's Patnagarh on Wednesday sentenced former English lecturer Punjilal Meher to life imprisonment for conspiring and killing two persons using a parcel bomb concealed in a wedding gift in 2018, considered a first-of-its-kind crime in the state.
Additional district judge pronounced the judgement, spread over 209 pages, holding Punjilal guilty under various IPC sections for murder, attempted murder, disappearance of evidence and making explosives. "The convict in gross abuse of his intellect and knowledge, turned what should have been a symbol of joy into an instrument of horror," the judge observed.
"The court, while pronouncing the judgment, observed that it was a heinous crime but not the rarest of rare when we argued for capital punishment for Punjilal.
The quantum of punishment is very satisfactory, and all sentences will run concurrently. It means Punjilal's jail term will continue till his death unless he challenges it and the sentence gets commuted," said special public prosecutor C R Kanungo.
On Feb 23, 2018, Punjilal delivered the parcel bomb through a courier to his colleague Sanjukta Sahoo's residence in Patnagarh hidden in a wedding gift for her son Soumya Sekhar, then 28.
The explosion killed Soumya, a software professional, and his 69-year-old grandmother Jemamani.
Balangir police began investigation into the case but made little headway for a month, following which the then BJD govt ordered a crime branch (CB) probe.
The court held the motive behind the premeditated murder was professional jealousy, as Punjilal aspired for Sanjukta's position of college principal. The incident occurred on the sixth day after Soumya's wedding.
"Justice was finally served after seven years of legal proceedings. Our son is not with us any more, but the judgment may bring peace to his soul. We were pitching for capital punishment, but we have full faith in the judiciary," said Sanjukta.
Soumya's father, Rabindra, a retired lecturer, said they would contest the case further if Punjilal moves the appellate court praying for commuting his sentence. "We will not move on our own appealing for capital punishment in a higher court.
But we will definitely fight if Punjilal moves court against the judgment," Rabindra told TOI.
As many as 62 pieces of evidence were produced in court, collected by the officers during the probe. Also, a video of Punjilal making the bomb was played in the court. The video was shot at an undisclosed place with then IG (crime branch), Arun Bothra, in the frame.
During the trial, Kanungo said Punjilal tried to buy time by moving the Orissa high court and Supreme Court.
He also changed at least five lawyers. Police officers present in the court said that an otherwise garrulous Punjilal stood straight and silent.
During investigation, CB officers found half-burnt pieces of an Odia newspaper in Sanjukta's home, indicating that the bomb was locally made, using local expertise and materials. Earlier, it was suspected the bomb-maker and conspirator might be from outside the state. During its probe, the CB detained five persons, but four were released after officers found Punjilal was the sole conspirator.

1 2 3 Nagpur: Probably no structure in the city has a fate more twisted than the height barriers installed on the ever-busy Adivasi Gowari aka Sitabuldi flyover, as they keep getting knocked over faster than they can be put up. New barriers were installed on Monday night, and three trucks ran into the barriers on Tuesday. At the Rahate Colony end, one carrying LPG cylinders rammed it in the morning, and a petrol tanker in the evening. Another truck had rammed the barrier at the Zero Mile end the same morning. This is the second time in the past 10 months that the barriers were damaged, with more incidents earlier. The petrol truck driver, identified as Kailash, was on his way to deliver fuel to a city petrol pump from a depot at Khapri at around 4pm. According to preliminary investigations, Kailash was driving at high speed while talking on his mobile phone. Unaware that new height barriers had been erected at the entry point of the Adivasi Gowari flyover, he attempted to ascend it as usual. As the truck surged forward, the top of the tanker collided with the steel barrier. Fire officer Bhagwan Wagh told TOI that their control room had initially received a distress call reporting that a petrol tanker had overturned. Two fire tenders, one each from Civil Line and Cotton Market fire zone, were immediately dispatched. "When we reached the scene," Wagh explained, "we discovered that the vehicle hadn't overturned. But all the top bin-holes were torn open, and petrol was exposed to the air. " Wagh, emphasising the close call, said, "It was pure luck that there was no sparking during the collision. If there had been even a small spark due to friction, the resulting fire could have been catastrophic." In response, the fire department took no chances. As a precautionary measure, on-site police officers and nearby locals were instructed to switch off mobile phones and avoid using any handheld transceivers (HT sets) near the tanker. Even the smallest electronic signal could have proved fatal. To safely extract the vehicle, the fire department and city police worked out a coordinated plan. Technicians were brought in to loosen one end of the flyover's upper barrier, which was then tied to a crane using a metal chain. Once partially lifted, this created just enough clearance for police officials to carefully reverse the damaged tanker from beneath the barrier. The police have booked the driver under multiple sections of the Motor Vehicles Act and BNS, including negligent driving and damage to public property said inspector Surendra Aher. Inspector Anirudh Puri of Sitabuldi Traffic Zone also ordered the seizure of the vehicle and the remaining petrol, treating it as evidence pending further investigation.

HPSC cancels Hindi exam for asst prof posts amid claims of paper leak, tampering

Chandigarh: The Haryana Public Service Commission (HPSC) on Tuesday cancelled the written examination for Hindi for recruitment of assistant professors in the subject in the state's colleges. The cancellation came amid allegations of question papers being tampered with, security lapses, and the question paper being leaked on the day of examination. The exam was held on Sunday, and thousands of candidates from Haryana and other states appeared for it at various examination centres in Panchkula city. In a notification on its website, HPSC asked candidates to await an announcement regarding a fresh date for the exam. HPSC had advertised 2,424 posts of assistant professors for 26 subjects in Haryana colleges. After receiving applications, HPSC conducted the selection exams in May. On Sunday, the examination for physics, chemistry, Hindi, and other subjects, was held. Sources in HPSC said there were technical lapses in the printing of question papers, along with some issues related to substandard seals on question papers given to candidates. However, they dismissed any tampering or incidence of paper leak. "Soon after the exams, we received hundreds of emails about technical mistakes. We put these before subject experts, who endorsed the same. As errors (largely printing ones) were beyond correction, we decided to cancel the exam. There was no tampering, lapse, or secrecy breach," the official claimed. Blaming the Saini-led BJP govt and the HPSC for the leak, the opposition leaders termed it as a glaring example of "parchi-kharchi" (wrongdoings). "It was not just Hindi, but the same shortcomings were observed in other exams. Candidates who appeared in the exam for Hindi and other subjects are now prepared to move the Punjab and Haryana high court. There are also allegations that six out of a set of 24 question papers were found to be unsealed or opened," said Shweta Dhull, an activist who monitors the recruitment processes. INLD state president Ram Pal Majra said the cancellation had exposed the BJP govt's functioning. Former Haryana CM Bhupinder Hooda and Rajya Sabha MP Randeep Surjewala termed the alleged leak as a betrayal of lakhs of educated youth in Haryana. "There is hardly any recruitment that is not being challenged in court or has not faced allegations of wrongdoing," Surjewala pointed out. HPSC is also planning to cancel the written exam for English held last year, which was challenged by several candidates after more than 33 mistakes were found in the paper. Not the first time There have been numerous instances of question papers being leaked in various examinations conducted by the HPSC in the past five years. HPSC cancelled the written exam for selection of 81 dental surgeons (Class-2) in the health department, which was originally scheduled for Sep 26, 2021 due to "irregularities and allegations of corruption in the examination process". The state vigilance bureau had arrested four persons, including deputy secretary of HPSC Anil Nagar, on charges of corruption. HPSC has also decided to cancel the written examination for recruitment of assistant professors of English held in 2024 after the candidates complained of glaring technical mistakes. Apart from the paper leaks, writ petitions have been filed against the govt and the HSSC by candidates. In the most recent case, the court has struck down the marks for socio-economic criteria, making many candidates fear loss of their jobs.
